Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.

What an outstanding week, VADM Debbink and his staff with the support of outstanding
sponsors hosted the 2009 Reserve Sailor of the Year Program. Winners in every respect,
the finalists were: AWF1 (NAC/AW) Angelica Angilletta of Fleet Logistics Support
Squadron FIVE SIX (VR-56), EO1 (EXW/SCW/FMF) Paul Franco of SEAL Team
EIGHTEEN, AWS1 (NAC/AW) Raymond Lawson of Helicopter Sea Combat Squadron
EIGHT FIVE (HSC-85), EA1 (SCW) Dwight Woodley of NOSC New York City, and HM1
(SCW) Shalanda Brewer of Navy Expeditionary Medical Unit-Landstuhl. The finalists,
along with their families, mentors and board members met personally with several senior
leaders and were given tours of the Pentagon, United States Naval Academy, and the DC
landmarks prior to the announcement of the winner. It was encouraging to watch these
outstanding Shipmates bond over the week and enjoy sharing the experiences of each
others career paths. You could tell that the Sailors enjoyed meeting and greeting the public
that we all serve as they walked on the Mall in DC. Those Dress Whites stood out in the
crowd. It was great to see the interaction with photo request, smiles and handshakes.
The intent of this week’s event was to select one Sailor who would represent the Navy
Reserve during Master Chief Petty Officer of the Navy’s Sailor of the Year Week in July and
provide lasting memories while saying Thank-you for a job well done! Mission Accomplished!
The weeks events culminated at a luncheon with the selection of HM1(SCW)
Brewer as the 2009 Reserve Sailor of the Year. HM1 (SCW) Shalanda Brewer will be
meritoriously advanced to Chief Petty Officer by our CNO along with three other outstanding
Sailors of the Year. Each having varied career tracks and multiple qualifications, these
Sailors are a testament to the importance of the continuum of service. We focused the
week’s events on how much the Navy values their contributions and how much their service
matters. The Navy is in good hands with the caliber of Sailors that will be relieving us in the

Ms. Debbie Greene, VADM Debbink and I had the privilege to attend the Reserve
Ombudsman Symposium last weekend. We joined the program leaders in a breakout
meeting with Yellow Ribbon Program managers to discuss the status of many Sailor care
and family readiness programs. VADM Debbink was the keynote speaker at the
Appreciation Banquet Saturday evening, he expressed his thanks and admiration for the
work of these extremely important members of our team as we all strive to support each
Sailor, individually and proactively. I was able to wrap things up on Sunday morning with a
final Thank-you message. When was the last time the CO, XO, CMDCM and Ombudsman
were able to communicate face to face or via phone? Please communicate with, and
support your Ombudsman, they are working extremely hard to make a difference. Allow
them to support you as the command deals with various challenges during the deployment
cycle. It was a pleasure to listen to the creative ways that they affected families.
I know that you are aware of the recent flooding in TN, the latest update that I received was
that the Navy Reserve E-7 Selection Board convening is anticipated to be postponed. Please
stand by for updates. Keep those affected in your thoughts and prayers as they work
through this event.

VAQ 209 Family Readiness Day: Last Saturday morning, FORCM Wright had the
opportunity to visit VAQ-209 at NAF Andrews and address 207 Sailors and their families to
kick-off their Pre-Deployment Readiness Family Conference as they prepare for their
upcoming deployment in support of OEF. FORCE spoke on topics ranging from the Navy
Reserve mission to TRICARE for Reservist. He fielded questions from family members and
was able to talk one on one with many of the SELRES and FTS Sailors that are preparing to
mobilize.
'Don't Ask, Don't Tell' Online Inbox Goes Live: A new online inbox that enables service
members and their families to comment anonymously about the impact of a possible repeal
of the "Don't Ask, Don't Tell" law has gone live.
The inbox will enable service members and families to offer their thoughts about how a
repeal of the law that prohibits gays and lesbians from openly serving in the military might
affect military readiness, military effectiveness and unit cohesion, recruiting and retention,
and family readiness, a defense official explained.
Defense Secretary Robert M. Gates created an intradepartment, inter-service working group
to conduct a fair, objective, comprehensive and dispassionate review of these issues, the
official said. The online inbox is one method the group will use to systematically engage
with the force and their families.
A non-Defense Department contractor will monitor comments made through the inbox and
eliminate any identifiable information inadvertently submitted to ensure anonymity, the
official said.
The inbox is posted at http://www.defense.gov/dadt. Respondents must possess an official
Common Access Card to provide input.

The Foreign Language and Culture Pilot Program: This program will allow reservists,
in specific designators and ratings, to take advantage of language and culture studies at an
accredited local and state colleges or universities. Eligibility for this program is established
by, OPNAVINST 1550.11, and targets specific designators and ratings. The following officer
and enlisted communities are eligible for the program: 1655, 2105, 2205, 2505, 2905,
3105, 4105, 5105, BU, CE, CM, EA, EO, HM, MA, MC, SW, UT and others as necessary.
Enlisted members must have at least 24 months remaining on their service contract at
completion of the last course approved for the program. Officers must sign a page 13 and
agree to continue serving as a SELRES for 24 continuous months following the end of the
last course approved for the program. Refer to OPNAVINST 1500/55, for program
guidelines and procedures for submitting the application OPNAV 1500/55.
The total bonus amount paid to an individual participant shall not exceed $5,000 in the
fiscal year the course is completed. The following award levels are authorized:

$1,250 100-200 (or equivalent) level culture
$1,500 300 and higher (or equivalent) level culture
$2,000 100-200 (or equivalent) level language

Around the Force
Naval Intelligence Reserve Conference, Brooke Army Medical Center and NOSC
Visit. VADM Debbink’s visit to San Antonio last weekend included three meaningful
engagements with Sailors from across the spectrum of service. He was honored to serve as
the guest speaker at the Naval Intelligence Reserve Conference, hold an all-hands call with
the outstanding Sailors serving at NOSC San Antonio, and visit the Warrior and Family
Support Center (WFSC) at the Brooke Army Medical Center at Fort Sam Houston.
EOD Expeditionary Support Unit ONE (ESU-1) Reservists Stay “Ready Now”.
Under Explosive Ordnance Disposal Group ONE, the ESU 1 Reservists recently participated
in mobilization exercises in the China Lake desert including land navigation, field medicine,
convoy training, weapons qualifications, small unit tactics, and night vision training. Other
members of the unit trained at NAB Coronado, completing mine countermeasures drills and
dive training.
