The MCPON asks Chief Petty Officers to help prevent sexual assault in the Navy by talking to at least one sailor per week about prevention. He wants each sailor to then commit to discussing prevention with one of their shipmates, to spread the message throughout the fleet. The excerpt is included to get the word out that sexual assault will not be tolerated. It asks everyone to work together to stamp out this issue.

Sorry for the delay with the 19 Mar FORCM weekly however, FORCM Wright was on the road
visiting Sailors and Marines in the CENTCOM AOR. He has allowed me, PSC(AW) Trina
Ethier, to take over this edition of the weekly, as it will be my last as his Executive
Assistant; I am transferring to the Fleet Reserve on 2 April. It has been my honor and
privilege to not only serve in this great Navy with you but to also call you Shipmate, friend,
brother, sister and family. Thank you for all your leadership and guidance; it has helped me
achieve a success that I didn’t know was possible. I will miss you greatly but leave with
peace of mind knowing that the Navy remains in good hands.

Selection Board Correspondence Guidance: Correspondence submitted to the board by
the member must now be postmarked not later than 19 April 2010. This applies to both
boards #335 (SELRES) and #336 (FTS). This provides clarification since NAVADMINS
267/09 and 290/09 conflict with package submission dates for the FTS and SELRES
candidates.

Reminder that communication of specific achievement (awards, qualification,
evaluations) attained/received after the package submission deadline and prior to the
board's convening date may be forwarded by Commanding Officers via message per
Chapter 12, Para 1205 and figure 12-3 of BUPERSINST 1430.16F. All messages to the
board must be received by the board convening date. Correspondence to the board after
the package submission date (19 Apr 2010) submitted via fax or e-mail will not be
presented to the board.
Reminder to ensure BOL access is up to date in order to receive Selection Board
results as well as E4-E6 results for your AC, FTS, and SELRES Sailors.
Important info for your Puerto Rican Born Service Members:
Invalidation/cancellation of birth certificates issued in Puerto Rico prior to 1 July 2010. A
Puerto Rican law will be implemented 1 July 2010 canceling or invalidating all birth
certificates issued by Puerto Rico prior to 30 June 2010. Affected Sailors, civilian
employees, and family members will need to request issue of a new birth certificate
following the procedures at the following link. For new accessions, certificates issued by
Puerto Rico prior to 30 June 2010 will become invalid and may not be used to verify
eligibility for enlistment into the Navy effective 1 July 2010.

for a period of 30 days or longer are automatically eligible for and encouraged to seek

financial assistance through the Navy-Marine Corps Relief Society. They and their families
should consider NMCRS their first resource.
On a case-by-case basis, the Society will provide assistance to Navy and Marine Corps
Reservists during their two weeks or active duty, or even on a drill weekend; in these cases,
financial assistance will likely result from an emergency. For example: money to pay for a
vandalized privately-owned vehicle; to purchase an airline ticket due to the injury or illness
of a family member located in some distant location. In these instances, the service
member will receive immediate financial relief without any budget review or counseling,
with the assumption that the money they receive is an interest-free loan until the crisis has
passed and the member can sit down with a Society counselor to determine repay ability.

Navy Reserve Policy Board: The Navy Reserve Policy Board met on 9 and 10 March in
Norfolk, Virginia. The board meets twice a year to consider policy issues and innovations
affecting the entire Reserve Force. The board also meets virtually throughout the year
following Chairman RDML Wright’s vision to make life better for Sailors. Sailors are highly

Around the Force
Pre-Testimony Office Call with Senator Cochran (R-MS): On Friday, VADM Debbink
had a meeting with the Vice Chairman of the SAC-D in his Capitol Hill office. Topics
discussed included the Navy Reserve participation in recent anti-piracy efforts, NECC, the
Riverine Squadrons training in Mississippi, and Medical Corps recruiting and retention. This
meeting was in preparation for my testimony on 24 March.
Returning Warrior Workshop (RWW) Update: Supporting our Sailors and families as
they remain a ready Total Force for the future, RDML Garry J. Bonelli, Deputy Commander,
Naval Special Warfare Command, helped welcome home and honor 62 service members and
48 family members and guests at the RWW in Denver, CO, 13-14 March.
Navy Reserve Psychological Health Outreach Teams “Care for the Caregiver”: CAPT
Richard Westphal, (BUMED's subject matter expert in “Care for the Caregiver” issues) is
leading the efforts engaging with the Navy medical providers who deployed onboard USNS
COMFORT (T-AH 20) in support of Operation UNIFIED RESPONSE. Outreach coordinators
have been identified to meet with the returning providers and support them, individually
and proactively.
Reservists Support International Security Assistance Force (ISAF) Staff: During the
past year, 58 RC Sailors provided a combined 456 days of operational support to the ISAF
HQ, Regional Command (South and North) staffs and the ISAF Operational Mentor and
Liaison Team (OMLT) Training Events. The Reservists helped codify operational lessons
learned and support the training exercises for over 1,600 NATO Alliance Soldiers, Sailors,
and Airmen who have recently, (or are currently deployed) to Afghanistan.
Sexual Assault Prevention and Response (SAPR) PODCAST: In support of our Navy's
efforts to eliminate sexual assault from our service, we produced a podcast to raise
awareness and communicate the message directly to the Reserve Force. Promoted force-
wide via LISTSERV, Facebook and Twitter, the two minute message on the Navy Reserve
web page augments our continuous efforts on this important matter, stressing the impact
on mission readiness and setting the tone that sexual assaults will not be tolerated.
