This document provides instructions for a decision-making exercise where participants can earn money. It will involve making investment decisions either near or far from a river over multiple rounds. Investing near the river offers higher potential returns but also flood risk that depends on river levels. Participants can invest in public levee infrastructure or private economic activities each round. The levee infrastructure provides flood protection for all but earns no direct returns, while private investing earns based on returns and any flood losses. Participants will have opportunities to chat before rounds and must make decisions within time limits. A quiz and two practice rounds will prepare them for the actual exercise.
