This document discusses the history and development of fluorescence detection techniques for ultra-high energy cosmic rays (UHECR). It proposes a new concept called the Fluorescence detector Array of Single-pixel Telescopes (FAST) project. FAST aims to develop an optimized and economical fluorescence detector array to observe UHECRs above 1019.5 eV over a large area.
