2.0 Introduction
Wagner Fire Safety Management Consultants (WFSMC), Dubai, have been engaged by the client
ZSML Construction, Dubai, to establish a fire & life safety strategy for the proposed luxury hotel
project on plot C4-5 of the Palm Island crescent.
In addition, WFSMC will conduct an architectural design review to ensure that a high level of
building safety is achieved in accordance with national and international standards.
The purpose of the fire & life safety strategy is to guarantee adequate means of early response to a
fire emergency, permit implementation of structured evacuation procedures, and to facilitate
effective response by Civil Defence fire services and other mutual aid organisations.
Complete design compliance with the relevant fire & life safety protection standards is sought.
Protection of life and property within the parameters of complex building architecture are often
served best by applying a combination of both performance based and prescriptive design solutions.
It is true of all codes and standards that, alternative solutions that provide equal or better fire & life
safety provision, are deemed to be compliant with the code. It is not the intention of any code to
exclude or exempt any technology that is not specifically addressed by the code, yet serves to
enhance or support life safety and fire protection goals.
Optimum life safety is achieved when the building performance is in complete harmony with the
passive, electrical and mechanical fire protection systems that are later designed into the building.
Although life safety is the primary objective in public type occupancies, the benefits of performance
based design are not restricted to improving life safety but also serve to minimise property damage
and reduce financial loss for the owner(s).
The intent of the Life Safety Code is to provide a reasonable level of safety for the occupants of a
building from fire and other similar events.
Whilst compliance with the Life Safety Code ensures the benefit of good engineering practise based
on many years of collective fire engineering experience, and is often the starting point for any
building fire safety strategy, it should not become the overriding factor in determining whether a
complex building design achieves an acceptable level of fire safety for the protection of life,
property and business continuity.

Alternative measures, that go beyond the normal scope of minimum mandatory or prescriptive codes
may well be necessary in order to meet the fire protection goals of the building owner(s) and/or it’s
investors, and to provide the desired levels of safety & protection against injury or loss of life,
damage to, or loss of property and damage or loss of part or all of the building.
Due to the increase in international support for, and understanding of, risk-informed performance
based fire engineering principles, variations from applied prescriptive codes & standards may be
deemed acceptable where due consideration is given to the positive impact of an alternative design
solution.
The appropriately qualified fire protection engineer is able to recommend, design and implement fire
engineered or performance based strategies that focus not only on building codes and AHJ
(Authority having Jurisdiction) requirements, but also on the practical aspects of integrating modern
fire protection into complex architectural structures. This is an area that is often left untouched by
prescriptive design methodology.

5.0 Description of the Rixos-Ottoman Palace Hotel Complex
General
Situated on the Palm Island Jumeirah, the hotel building consists of 7 floors plus a basement car
parking level, ground floor and mezzanine and seven upper floors.
The basement car park with a floor area of 12,000m² provides 240 spaces for car parking as well as
service areas.
The basement level also incorporates an artists changing room, serving the performers from the show
center on the ground floor.
The ground floor covers a total area of 19,085m² with a 9,900m² mezzanine floor.
The theatre style show center is a double height feature between ground floor and mezzanine floor
with a capacity for 900 people. Other facilities provided include dining for approximately 400
people, a business center and internet room and meeting rooms.
More than twenty retail outlets on the ground floor cover an area of approximately 770m².
Food and beverage outlets include a casual dining room of 850m² which has a seating capacity of
450 people, various restaurants covering a total 480m² and seating capacity of 240 people.
In addition, a fine dining restaurant covering an area of 150m² and capacity for 80 people, a planet
restaurant and lounge bar area of 400m² with a capacity of 250 people, two concept bars of 240m²
each holding 170 people per bar, a night club with in area of 240m² accommodating 200 people and
a lobby bar that spans 920m², a bowling bar, open air bar and a spa bar complete the ground floor
F&B facilities.
A spa and Turkish bath is provided with separate sections for men (2,800 sq m) and ladies
(2,600 sq m), associated with the spa are a beauty salon of 100 sq m and a hair dresser of 50 sq m.
A special play area for children including an electronic games pavilion cover an area of 250m².

Guest Accommodation – Hotel Building
Guest accommodation offers nine different types of rooms.
There are 321 standard rooms (type 1A) of approximately 53m² distributed as follows:
1st Floor - 65 rooms
2nd Floor - 61 rooms
3rd Floor - 61 rooms
4th Floor - 69 rooms
5th Floor - 65 rooms
32 (Type 2B) standard rooms of 63m² units are divided equally across the first and second floors.
6 (Type 3C) standard rooms of 45m² each are all located on the 6th floor.
2 (Type 4) business rooms of 74m² each are all located on the 3rd floor.
5 (Type 5A) suites of 106m² each are located one on each floor (floors 1 to 5).
12 (Type 6B) suites with an area of 108m² each are located on the 6th floor.
20 (Type 7) family suites with an area of 109m² each are located four on each of the floors 1-5.
One (Type 8) royal suite with an area of 164m² is located on the 5th floor and one unit (Type 9) king
suite is located on the 6th floor with an area of 722 sq m.
The total number of rooms in the hotel is 410, distributed as follows:
1st floor - 86 rooms
2nd floor - 82 rooms
3rd floor - 78 rooms
4th floor - 74 rooms
A 100m² swimming pool and 2 tennis counts are located just outside the hotel building.

Guest Accommodation – Lake Villas
Within the environs of the hotel are 20 (Type I) lake villas consisting of a ground floor and 2 upper
storeys. Each villa has an indoor area of 630m² including 5 bedrooms and 2 living rooms. The
outdoor area allocated to each villa is approximately 156m².
The ground floor area is 252m² consisting of 1 living room, 1 kitchen, 1 maid’s room, 2 WC, 1
fitness room, 1 storage room and a double garage.
The first floor has an area of 190m² and consists of 1 living room with kitchen and 2 bed rooms with
attached bath rooms.
The second floor has an indoor area of 188m² consisting of 3 bed rooms with attached bath rooms
and 1 sofa room.
Villa (type II) are G+1 buildings with an indoor area of 521m² and an outdoor area of 130m². These
villas include 5 bed rooms and 2 living rooms.
The ground floor has an indoor area of 276m² consisting of a family room, a living room, a maid’s
room, a home office, a kitchen, a laundry room and a double garage.
The first floor has an indoor area of 245m² with 5 bed rooms, each with it’s own bath room and one
living room.
There are 2 units of exclusive villas G+2 (villa type III) each with 688 sq m indoor area and 156m²
outdoor area a ground floor and 2 storey.
The exclusive villa consist of 5 bed rooms and 2 living rooms.
The ground floor has an indoor area of 377m² and contains the family room with attached kitchen, a
living room, a maid’s room, home office, the laundry room, fitness room and a double garage.
The first floor has an indoor area of 311m² including 5 bed rooms with attached bath room and 1 sofa
room.

6.0 Building Occupancy Classification
The Hotel complex comprises multiple occupancy types, each of which is governed by a
specific chapter in the Life Safety Code.
Relevant occupancy codes include,
• New Hotels and Dormitories (NFPA 101, Chapter 28)
• 1&2 Family Dwellings (NFPA 101, Chapter 24)
• Car parking Structures (NFPA 101, Chapter 48)
• New Assembly (NFPA 101, Chapter 12)
The hotel building is classified as a high rise building.
NFPA 101, defines a high rise building as follows:
A building greater than 75 ft (23 m) in height where the building height is measured from the
lowest level of fire department vehicle access to the floor of the highest occupiable storey.
The highest occupiable storey is found at the 6th
floor level of the hotel building at a floor
height of 31.2m above fire department access level.
7.0 Hazard of Contents Classification
The hazard of contents classification for all buildings is “Ordinary”.
The hazard of contents is related to the relative danger of the start and spread of a fire, the
danger of toxic smoke or gases produced by the fire and the possible danger of explosion or
other occurrence that may endanger lives and the safety of the buildings occupants and/ or the
building contents and structure.
Very few occupancy types qualify as having low hazard contents. Low hazard materials are
those which are non-combustible. Materials that have the capability of sustaining a self
propagating fire are classified as an ordinary hazard.
Note:
Without reference to sprinkler protection classification the hazard classification for this review is
deemed to be “Ordinary” in accordance with the Life Safety Code 101 chapter 6 paragraph 6.2.2
“Classification of Hazards” and subsequently 6.2.2.3 “Ordinary Hazard”.

8.0 Fire & Life Safety Strategy
This strategy document has been developed by a series of references to architectural drawings issued
by the architect, and in collaboration with the architects, project management and MEP consultants.
The Authority Having Jurisdiction provided technical guidance on specific regulatory issues.
The accuracy of this document is limited by the information available at the time of writing and may
be subject to alterations during the development of the project.
8.1 Occupant Evacuation
The first and most important element of the fire and life safety strategy is the development of
a comprehensive plan for occupant evacuation and controlled movement of occupants to a
safe area in the event of a life threatening emergency.
Emergency response and evacuation training will be established for the hotel management
and staff.
Regular training and fire drill exercises will be considered mandatory.
This is of paramount importance in order to ensure no loss of life, and to provide fire services
with unobstructed access to the area subjected to a fire or other emergency.
To enable timely evacuation procedures to take place, all buildings will be furnished with an
intelligent addressable, automatic fire alarm system and occupant notification system.
Manual fire alarm provisions will be made strategically, throughout the resort complex.
Assembly areas will be assigned to all zones and will be posted on strategically placed escape
& rescue plans throughout the resort complex.
A map of the resort and the proposed assembly areas can be found in the appendix to this
report. (See separate document: explanatory drawings)

8.2 Building Fire Protection
All buildings will be protected against fire and smoke spread and consequential fire damage
by sensible division of fire compartments and an automatic, supervised, sprinkler fire
suppression system.
All buildings will be provided with suitable portable fire extinguishers and automatic hose
reels located at strategic positions throughout the buildings and especially in close proximity
to guest apartments along the path of outdoor access walkways.
When fires are too large to be dealt with by means of portable fire extinguishers, they may
also be too large to be dealt with using hose reels, particularly by untrained hotel guests.
Evacuation is deemed to be more important than life endangering attempts to deal with a fire.
This strategy promotes the idea that fires will be dealt with within compartments by the
automatic sprinkler system and ultimately, by the intervention of the fire services.
Trained hotel staff may provide initial response to small fire incidents.
8.3 Hydrant Network
An underground fire water ring main circumventing the entire complex will provide sufficient
water flow and pressure to all the fire fighting facilities throughout the resort complex.
A fire water pump unit will guarantee a minimum of 10bar working pressure at the furthest
location on the ring main under design load conditions. A layout of the proposed ring main
system is available in the appendix to this report. (See separate document: explanatory
drawings). Hydraulic calculations that substantiate the suitability of the ring main systems
performance have been inserted at the end of this report..
At strategic positions around the plot perimeter fire service connections will be made
available to fire service vehicles such as water tankers and pump appliances, allowing the fire
service to tie into any building, using for each zone a dedicated pipe line, and supply
additional fire water to fixed fire fighting systems without leaving the main access road.
The ring main will incorporate a series of strategically placed shut off valves enabling
selective distribution of fire water if necessary during an emergency.

Street hydrants will be provided at regular intervals throughout the internal roads network and
on all sides of each building, allowing fire services to connect fire fighting hose lines within
reasonable reach of all buildings.
Hose lines, monitors and nozzles will be made available on site at strategically placed,
dedicated fire service appurtenance rooms.
Fire service appurtenance rooms may house any other equipment as may be required by the
fire services in-charge.
9L back-pack water mist extinguishers with a minimum water jet stream of 17m will be kept
on site for use by fire service personnel and resort staff trained as emergency responders.
This strategy will provide comprehensive means of fire fighting in the inner, most difficult
accessible locations of the resort complex without the need for large vehicle access.
8.4 Wet Riser System
A wet riser system will be provided in the 7- storey main hotel building only.
Landing valves will provide fire service connections at each floor, immediately next to the
emergency staircases.
8.5 Other Life Safety Systems
The design philosophy will include provisions for the correct installation of emergency
lighting, egress path signage, emergency exit signs and escape & rescue plans.
Smoke management will be considered where applicable.
Kitchen facilities will be protected in accordance with regulatory design standards.
Gas fed commercial kitchens will be subject to a separate risk assessment.

8.6 System & Equipment Maintenance
In order for the fire protection and life safety strategy to work properly throughout the life
time of the resort complex, competent regular maintenance and testing procedures must be
carried out.
A detailed system for maintenance & testing will be established as part of the overall design.
The maintenance & testing program will be subject to mandatory regular inspection and
compliance certification.
8.7 Design Criteria
All systems and equipment will be designed in accordance with the relevant design standards
approved by the Authority Having Jurisdiction.
In all cases, the Life Safety Code 101 is the base guide document for fire and life safety
requirements, and regulator for the application of all applicable sub-standards and codes.
Deviations may only be authorised by the Authority Having Jurisdiction.
9.0 Fire & Life Safety Strategy Summary
It is the intention of this design strategy to provide an equal or better level of fire and life
safety protection for the occupants of the luxury resort complex, and at the same time reduce
the damage impact of fire on the buildings, limit recovery operations and provide emergency
services with adequate facility to perform it’s duties.
It is however incumbent on the resort owner/management to ensure that all life safety features
addressed in this strategy document are implemented.
Emergency response training for the resorts staff is a fundamental requirement in order for
evacuation planning to be successful.

10.0 Architectural Design Review
This review has been conducted by a series of references to architectural drawings issued by the
architect, (see Appendix A) and in collaboration with the architects, project management and MEP
consultants.
This document reflects the level of life safety compliance achieved as a result of implementing
architectural design changes deemed pertinent in order to establish due compliance.
The accuracy of this document is limited by the information available at the time of writing and may
be subject to alterations during the development of the project.
In the first instance, the architectural design is reviewed for compliance with the Life Safety Code
provisions related to the relevant occupancy type, including but not limited to the following criteria:

10.1 Means of Egress
The means of egress is probably the single most important section of the Life Safety Code. Not only
is this area vital in reducing or possibly eliminating loss of life in a building fire incident, but also
ensures unobstructed access to emergency services in an emergency.
Means of egress is defined as a continuous and unobstructed way of travel from any point in a
building or structure to a public way consisting of three separate and distinct parts;
The exit access (that portion of a means of egress that leads to an exit).
The exit (that portion of a means of egress that is separated from all other spaces of a building or
structure by construction or equipment as required to provide a protected way of travel to the exit
discharge).
The exit discharge (that portion of a means of egress between the termination of an exit and a public
way).
Egress criteria for the Rixos-Ottoman Hotel complex must be arranged in accordance with the Life
Safety Code 101 Chapter 28, New Hotels & Dormitories.
Egress criteria for the car parking facilities must be arranged in accordance with the Life Safety Code
101 Chapter 42 section 8, (Special Provisions for Parking Structures).
10.2 Construction Requirements
There are no special construction requirements for new hotels unless special assembly occupancy is
included, and then subject to the location of the assembly occupancy in the building..
Openings through floors, such as stairways, hoist ways for elevators, dumbwaiters, and inclined and
vertical conveyors; shaft ways used for light, ventilation, or building services; or expansion joints
and seismic joints used to allow structural movements shall be enclosed with fire barrier walls. Such
enclosures shall be continuous from floor to floor or floor to roof. Openings shall be protected as
appropriate for the fire resistance rating of the barrier.
The hotel construction type is II/222 in accordance with NFPA 5000 Chapter 7.4.1.

10.3 Interior finishing
Interior wall and ceiling finish shall be Class A in exit enclosures, Class A or Class B in lobbies and
corridors and Class A, Class B, or Class C in other areas in accordance with NFPA 101 chapter 28
paragraph 28.3.3.
Interior wall and ceiling finish shall be Class A, Class B, or Class C in the basement car park area
and shall be limited to Class A or Class B in exit enclosures in accordance with NFPA 101 chapter
42 paragraph 42.3.3.
The interior wall and ceiling finish materials are grouped according to NFPA 101 chapter 10
paragraph 10.2.3.2:
Products required to be tested in accordance with NFPA 255, Standard Method of Test of Surface
Burning Characteristics of Building Materials, shall be grouped in the following classes in
accordance with their flame spread and smoke development.
(a) Class A Interior Wall and Ceiling Finish. Flame spread 0-25; smoke development 0-450.
Includes any material classified at 25 or less on the flame spread test scale and 450 or less on the
smoke test scale. Any element thereof, when so tested, shall not continue to propagate fire.
(b) Class B Interior Wall and Ceiling Finish. Flame spread 26-75; smoke development 0-450.
Includes any material classified at more than 25 but not more than 75 on the flame spread test scale
and 450 or less on the smoke test scale.
(c) Class C Interior Wall and Ceiling Finish. Flame spread 76-200; smoke development 0-450.
Includes any material classified at more than 75 but not more than 200 on the flame spread test scale
and 450 or less on the smoke test scale.
Interior floor finish is not defined due to the presence of sprinklers in the building.

10.4 Stairs used as a component in the means of egress
The minimum stair width clear of all obstructions with the exception of projections not exceeding
11.4cm at or below handrail height on both sides is 112cm.
Maximum riser height is 17.8cm.
Minimum height of risers is 10.2cm.
Minimum tread depth is 27.9cm.
Minimum headroom is 203cm.
Maximum height between landings is 3.7m

11.0 Compliance Review Hotel Building
Basement Car Park
In addition to car parking space the basement level serves as a services and utility area.
All plant and utility areas are fire separated from the car parking zones at a minimum 1 hour fire
rating.
A small, separate fire rated area is located at basement level which serves as a changing and
make-up area for the theatre artists from the ground floor theatre facility.
Fire rated barriers divide the car park into compartments in the event of a fire, allowing horizontal
movement to a safe enclosure at the basement level.
Six fire rated staircase enclosures lead to the outside via the ground floor. In addition two ramps
provide alternative means of egress to the outside.
The car parking areas are protected throughout by a supervised, automatic sprinkler system.
Manual fire fighting provisions are also made available in the car park areas.
The maximum travel distance to the nearest exit from any position in the car park facility does not
exceed 61m, thus complying with the requirements of the life safety code.
The car park is classified as a storage facility, ordinary hazard. An occupant load factor is not
attributed to this type of occupancy.
The plant and utility areas are not occupiable except for service and maintenance.

Ground Floor
The ground floor of the hotel building provides a main entrance and reception lobby, a wellness spa
centre, a theatre style auditorium and a cinema, numerous retail outlets including shops, restaurants
and bars.
Administration offices, main kitchen, meeting rooms, staff areas and lounge areas are also located on
the ground floor. A terrace at ground floor faces the resorts beach front area.
The occupant load at ground floor is assessed as follows:
Restaurant area 2800m² @1.4m²/person = 2000
Retail area 770m² @ 5.6m²/person = 138
Wellness Spa 6300m² @ 4.6m²/person = 1370
Administration / BOH 2275m² @ 9.3m²/person = 245
Assembly fixed seating: Theatre @ 900 and Cinema @140 = 1040
The total occupant load is approximately 4793 persons.
The required exit capacity of 23m is exceeded with more than 50m of exit discharge around the
perimeter of the ground floor area.
Travel distances to exits measured from any point on the ground floor do not exceed 61m and are
therefore compliant with the requirements of the life safety code.
Common paths of travel and dead en corridors do not exceed the max. permissible 15m length.
The required total egress capacity at the level of exit discharge must be able to accommodate all
occupants exiting from the ground floor and is determined by a factor of 0.5cm per person. The
provision for egress to the outside is well in excess of this requirement with more than double the
required exit width provided at ground level.

Mezzanine
The mezzanine floor accommodates staff areas, meeting rooms, cafeteria and mechanical plant and
storage areas.
The occupant load is assessed as follows:

General
Guest rooms on all floors are fully compartmented with a minimum one half hour fire rated
construction between guest rooms and corridors (egress path) including one half hour fire rated
doors. This satisfies the requirements of the life safety code.
Guest room access corridors have a clear width of no less than 1.8m, exceeding the required
minimum width of 1.12m. The required horizontal exit access is calculated at 0.5cm per person.
The building is provided with an automatic fire detection and alarm system, and is protected
throughout by a supervised, automatic sprinkler system.
In addition, a wet riser is installed in each fire rated stairwell. Landing valves are provided at
intermediate levels of each staircase for the use of fire services personnel.
The lake villas are single family style units and will be protected by an automatic fire alarm system
with weatherproof manual call points located externally in fire hose reel cabinets, together with
portable fire extinguishers.
12.0 Compliance Statement:
The overall requirements of the life safety code are met and satisfied by the current architectural
design.
