accordance with environmental compliance file plan. The audits assess
compliance of the base and its contractors with respect to the Construction
General Permit (CGP), Industrial General Permit (IGP), and the storm water
pollution prevention plans (SWPPPs).


Project Description: CERCLA/ Sustainability

Community Outreach – Porter Scientific has provided community involvement and
outreach support to NC Brownfields rural communities including BRAC RTF
communities surrounding Fort Bragg to promote public awareness of the US EPA
Brownfields program. Porter Scientific works with local community groups and
partner organizations to identify and prioritize potential brownfields targets, discuss
brownfields and environmental issues in the community, and solicit feedback on
redevelopment plans. Activities include information dissemination through outreach
materials and community meetings.

Site Characterization - Phase I & Phase II Assessments – Porter Scientific has completed
Phase 1 and II Site Assessments in compliance with applicable ASTM E1527-05
standards.

Quality Assurance & Health and Safety Plans - On sites where environmental sampling
will be conducted, Porter Scientific has prepared a site-specific Quality Assurance
Project Plan (QAPP). The QAPP is prepared and submitted to the EPA 4-6 weeks prior
to the commencement of sampling activities. An OSHA-compliant Health and Safety
Plan (HSP) is also developed for each site.

Project Description:Environmental Permitting

On behalf of the Robeson County Landfill, Porter Scientific is currently under contract to
provide environmental consulting services for compliancy monitoring, permitting
updates/changes, and investigation of economically efficient disposal techniques. Porter has
managed and developed the 10 Yr. Solid Waste Plan for the County in accordance with
North Carolina General Statute 130A which requires all local governments to create a plan
and update it every three years. Porter has prepared this report and all subsequent
amendments/updates on behalf of Robeson County and its municipalities since 2008. Porter
is currently managing a disposal plan for the Landfill’s Leachate to the Town of St. Pauls.
Our consultants have provided oversight and technical guidance to the Landfill and the Town
of St. Pauls, on Industrial User Permitting (IUP) management and enactment. Porter
gained approval from NCDENR for a six month pilot test, for which Porter is responsible for
all correspondence and monitoring requirements.

17. Solid Waste Management
Porter Scientific wrote and successfully obtained a $ 1 million US
Department of Energy Grant on behalf of Robeson County, NC to develop
a landfill gas beneficial use project at the Robeson County Landfill in St.
Pauls. Porter Scientific also provided Construction Management/RPR
services during construction of the 13 acre-Phase 4 MSW Landfill. The
utilization of the landfill gas will prevent atmospheric emissions of
approximately 44,000 metric tons of carbon dioxide equivalents per year
while providing a renewable energy source of approximately 131,400
MMBtu’s or 38.5MM kWhs annually.
Porter Scientific conducts semi-annual groundwater sampling for the
Robeson County Landfill groundwater monitoring wells and surface water
locations. Porter Scientific analyzes laboratory results to determine if any
detected constituents are above NCAC Subchapter 2L Appendix I or II water
quality standards. As part of the analysis, Porter Scientific performs a
statistical evaluation of the laboratory results that are above regulatory limits
to determine if there are significant differences compared to background well
constituent levels.

Porter Scientific prepares the NCDENR Solid Waste Section semi-annual
compliance report for the groundwater and surface water sampling events.
The Water Quality Monitoring Report contains the laboratory constituent
results, tables, and discussions of any NCAC 2L water quality limit violations.
Porter Scientific also prepares the NCDENR Solid Waste Environmental
Monitoring Form and laboratory data in an NCDENR electronic format.

Project Description: Water Conservation/Pollution Prevention
Porter Scientific manages Robins AFB’s Industrial Water Treatment (IWT)
program, thereby protecting infrastructure (boilers, cooling towers, and closed loop
systems) against scale deposit formation, microbiological growth, and
corrosion – directly impacting the readiness mission of WRALC. Porter provides
monitoring, testing and reporting of water quality for steam, chill water, and closed
loop systems, including chemical treatment services. Required laboratory tests are
performed in the base IWT laboratory. Based on lab test results, chemical feed levels
are adjusted as needed to achieve acceptable chemical concentrations levels in
industrial water systems. Porter also performs repairs to faulty systems such as
inoperable valves, leaking/undersized water supply
lines/piping, nonexistent/improper pump insulation, and inoperable/undersized
float valves. Replacing critical equipment facilitates compliance with Technical
Order 1-1-691.


Porter Scientific seeks to develop synergistic corrosion-resistant coatings aimed at
mitigating the destructive effect of oxygen. Oxygen is the primary element which
causes deterioration of organic materials. Corrosion is a substantial cost annually to
the US national economy. In Phase I of this project, a class of organic molecules that
exhibit corrosion resistance coating systems for Aerospace and Infrastructure
applications was designed.

Center Economic Infrastructure Grant was awarded
to Hoke County to serve water system improvements
needed to provide the Clean Burn Fuels, LLC ethanol
facility with required fire protection. The project
included 4000-6000 gpm fire flow for 2 hour
duration. The infrastructure improvements included
the construction of a new 750,000 gallon nonelevated storage tank with suitable sized booster.

The multi-fuel Spark Injector (ZHRO) enables internal
combustion engines to run on multiple fuels, using:
