This article aimed to identify the inhibiting factors and the
internationalisation strategy of higher education in Indonesia. The study
deployed a qualitative based on the case study at Muhammadiyah Higher
Education Institutions. Data collected through in-depth interviews with key
respondents include the leader of Higher Education, Research and
Development Council of Muhammadiyah, university chancellors, and
International Affairs Office head. Findings illustrate the factors hindering the
internationalisation which are generally not much different from those
described by previous research but here found one factor which has not been
explained before, the geographical location of the university, which mostly
located in small urban areas that depicted a condition in which cooperation
with external parties, foreign institutions, is challenging. The finding also
suggests that the internationalisation strategies formed in a very structured
manner, involving internal and external university parties. Therefore, this is
significant as it explores inhibiting factors and internationalisation strategy of
higher education in Indonesia, where it still prioritises religious and cultural
values in their educational systems. Practically, this result expected to be a
useful reference for university leaders in formulating internationalisation
strategies so that the quality of graduates produced can be further improved.
The internationalization of higher education creates certain quality standards. The results show that (1) there is a conflict of interest between stakeholders in the implementation of internationalization in universities, (2) there are shortterm and long-term benefits of implementing internationalization of PT; (3) PT's internationalization change target is contained in the Business Plan; (4) The farther away the decision-maker is, the more hindering the internationalization of PT; (5) Implementers of the internationalization program are chosen based on consideration of study experience abroad; (6) PT's human resources, financial resources, and infrastructure are still limited in supporting internationalization.

It covered 57 academically outstanding student leaders who also held key and minor positions in the campus based and external organizations and have involved their selves in general and specific in school activities. Data retrieved served as the baseline data for inputs as regards policy formulation. In spite of the huge impact that internationalization as a concept has on the education sector, teacher education and training inclusive, very few academics and policy makers embark on interrogating its nuances, evolution and implications. Research demonstrates that if faculty members have few international connections, they are unlikely to convey to their students that these are necessary and expected, a situation that makes the next generation to develop even fewer ties to international peers. Similarly, although it is generally assumed that internationalization is a positive thing, there is little research conducted on the attendant challenges and drawbacks. In this paper therefore, the meaning and aspects of internationalization, with respect to teacher education and training are explored and so are the relevant strategies both at home and abroad. Furthermore, the paper focuses on the benefits and challenges associated with internationalization of teacher education and training. Some possible intervention measures to improve on the effectiveness of internationalization of teacher education and training are presented as well.

This study aimed at analysing the factors that contribute to low student success and retention in open
and distance learning (ODL) institutions. The Zimbabwe Open University (ZOU), Mashonaland East Regional
Centre was purposively selected for the study which adopted the case study design in order to provide a detailed
empirical investigation of the problem of retention rates in ZOU. The study employed the qualitative research
methodology. Data were gathered through focus group discussions, questionnaires and in-depth interviews to
enable data triangulation. The target population was 650 students who all took part in the survey. These were
drawn from all the four faculties of the University at the Mashonaland East Regional Centre. The study revealed
that student enrolment statistics at the ZOU - Mashonaland East Regional Centre experienced the worst decline
(40%) in 2009 between the first and second semester due to socio-economic and political challenges prevailing
in the country. The rate of decline in enrolment varied according to programmes. Also the participation of
women (44%) in distance education as compared to men (56%) at Mashonaland East Regional Centre was a
cause for concern. Financial challenges caused by low salaries and unfriendly fees policy was cited by almost
92% of the respondents as the major cause of student dropout. Institutional – related factors such as tutoring,
communication, library services and fees policy were said to be significantly contributing to student dropout.
The study made a number of recommendations among which were that ZOU needs to improve the quality and
effectiveness of student support services in the following areas: management of assignments, delivery of
tutorials, distribution of study materials, and publication of examinations. Tutorial time per module should be
increased (12 tutorial hours per module). ZOU should consider the advantages of the Block release method of
delivery as opposed to tutorials. Student queries, of whatever nature, must be addressed promptly and
effectively. It is also important for ZOU to create a billing system that will allow for some flexibility in fees
payment. An example would be allowing students to set up a payment plan. ZOU must adopt policies and
procedures that address the special needs of distance education students since distance education encompasses
a broad range of age groups.
This study aimed to explore the motivational factors influencing the development of environmental leadership qualities among students in higher educational institutions (HEIs). The study used surveys based on the methods of Zhang and Nunez Alonso, the Karpenko criteria, and the methods of Chen and Semedo. The study revealed that the proposed program, designed to enhance motivation and foster environmental leadership qualities, positively impacted students' motivation. Approximately one-third of students exhibited only an elementary level of environmental culture, indicating a lack of focus on environmental protection. However, applying the proposed approach increased motivation, environmental culture, and environmental leadership among students. Furthermore, a correlation was identified between motivation factors, environmental culture, and environmental leadership qualities. Future research should explore strategies for promoting ecological behavior among students, schoolchildren, and adults.

The focus of this paper was to examine the influence of pedagogic supervision on school effectiveness in public nursery and primary schools in Fako division, South West Region of Cameroon. The survey research design was adopted for the study. Data was collected from 406 teachers and 62 head teachers from both nursery and primary schools and the number of accessible nursery and primary schools were twenty three. Questionnaire and semi structured interview guide were the instruments used for the study. The instruments consisted of both close and open ended questions. For the reliability statistics, the internal consistency of the head teachers' responses ranged from 0.782 to 0.893. The overall reliability coefficient was 0.989 which was above the recommended threshold of 0.7, while the internal consistency of the teachers' responses ranged from 0.734 to 0.876. Findings showed that while some inspectors could not rate the effectiveness of their schools, others said the effectiveness of their schools were above 12 , 50 and 80 respectively. Findings Comparing teachers' opinion on the carrying out of pedagogic supervision by head teachers showed that head teachers do not significantly differ in their opinion on the practice of pedagogic supervision in school P 0.05 . Furthermore, head teachers teaching in the nursery school, 77.8 and 96.2 of those teaching in primary schools disagreed that their head teachers are carrying out pedagogic supervision. On the same note, as findings showed that pedagogic supervision has a positive and significant effect on the effectiveness of public nursery and primary schools. This study aims to find out: 1) strategy of teachers in instilling character caring for the environment; 2) successful instilling character caring for the environment; 3) supporting and inhibiting factors for instilling character caring for the environment. The research used in this study is qualitative research. The research subjects were headmaster, deputy headmaster, teachers, and students. Determination of the subject of the study was carried out by purposive sampling technique. The technique of data collection is done by using interview, observation and documentation methods. The type of data analysis uses the Miles & Huberman model, namely reduction, data display, and conclusion/data verification. 1) Strategy of teachers in instilling character through materials, methods, and implementation of tasks; 2) Successful instilling character attention can be seen from students who have been able to find answers to the assignments given by the teacher which make the students increase. 3) Supporting factors character development are teachers being role models, able to move other teachers to continue to accompany activities, teachers always appeal, teachers integrate the concept of environmental care in the RPP, syllabus and teaching and learning process. While the inhibiting factor of student character involvement is in the students themselves.

The purpose of this study is to find integration packages for Strengthening Character Education (PPK) and Higher Order Thinking Skills (HOTS) in history learning at SMAN 1 Yogyakarta, which includes: (1) form of integration packaging for strengthening character education in history learning, (2) forms of integration packaging higher-order thinking skills in history learning, (3) constraints and solutions for integrating strengthening of character education and higher-order thinking skills in history learning. This research is qualitative research with a naturalistic research type. The subjects in this study were the principal, deputy headmaster of the curriculum section, history teacher, and students who were drawn using purposive sampling techniques. The results showed: (1) Integration of character education reinforcement was found in history learning, namely in the planning, implementation and evaluation stages of learning. Forms of integration packaging or containers for strengthening character education that can be seen in learning activities and attitude assessments that contain religious values, conscientious, disciplined, responsible, communicative, collaborating, confident, caring, critical thinking, nationalist and creative; (2) The packaging for integrating higher-order thinking skills in history learning is found, namely in assessment and questions as well as in learning planning. The assessment carried out is an assessment of attitudes, knowledge, and skills that are integrated with the questions by conducting KD analysis. The results of the analysis then the teacher chooses the KD that can be made about HOTS; and (3) Obstacles that are found that are technical in inserting character values in learning activities on historical subjects that are suggested to history teachers to always participate in the Subject Teachers' Deliberation (MGMP) which is felt by researchers to be very helpful for teachers to exchange information, and sharing about the obstacles encountered. For the constraints of making assessment instruments, advice to the Principal, Teachers, and Education Office to conduct socialization and training in making assessment instruments, the grid then starts making HOTS questions.

The study sought to investigate the influence of
strategic communication on the growth of students’
population in selected private universities in Kenya. The study
was guided by resource-based theory. The study utilized
descriptive research design. Random sampling technique was
used to select research respondents. The study targeted
private universities in north rift, south rift and Nyanza region
of Kenya. The unit of observations was staff and students in
various departments and faculties existing in the institutions.
The study used purposive sampling to select research
respondents. Questionnaire was the main instrument for data
collection. Descriptive and inferential statistics with the aid of
SPSS version 23.0 were used to analyze collected data and
presented using frequency distribution tables and bar graphs.
The findings indicated that if strategic communication is
changed by one unit, the growth of student population will
increase by a margin of 0.440. The study concludes that
strategic communication plays a critical role in growing
students’ population in private universities. It is also
recommended that private universities should consider using
professional bloggers to build the publicity of the institution.
Top management of the private universities will get insight on
various strategic issues with regard to student population
through the recommendations of the study. Scholars in the
field of strategic management will find the study useful as it
will form basis of future references.

Recently, there has been a concern in many parts of the world about the teaching strategies employed at higher education institutions (HEI). Empirical evidence shows that pedagogical practices affect the student engagement and academic excellence. Despite progress on the new innovative pedagogies globally, Somaliland HEI are still struggling with the old didactic teaching method which impedes students lifelong learning and future endeavors. Traditional teaching methods of HEI in Somaliland prevented students to unleash their potentials. Guided by the human capital theory, this study examined the status of lecturers’ application to modern pedagogical practices. The 35 lecturers at the University of Hargeisa, Somalia from the different faculties who had received postgraduate diploma in education provided by the university participated in this study. Employed by micro-teaching observation protocol of quantitative research design, the study found out lecture method as the most prevalent in their teaching practicum, with very low student cognitive engagement, inconsistencies with the instructional behavior and inadequate instructional aids. The study therefore proposed a cooperative jigsaw method as a veritable strategy for effective classrooms and better student engagement. The study recommends Somaliland higher education to adopt the policies, guidelines and regulations that guide the universities across the country.
This study aimed to analyze learning at the level of higher education. The
practice of higher education, of course, also requires a transformation of
learning. It is intended to achieve the competencies needed in the 21
st
century. The study used a qualitative approach. Observations were made on
online learning practices at Lambung Mangkurat University, Banjarmasin,
Indonesia from March to May 2021. In-depth interviews employed with 17
students who live in Banjarmasin. Miles and Huberman's data analysis
technique reduces interview data. The study results described that learning at
the higher education level has differences in the achievement of the graduate
profile. There are two main patterns, namely, institution-centered learning
and student-centered learning. The student's need for network strengthening
requires the systemic transformation of learning. One learning
transformation that can be carried out is strengthening learning practices
outside the classroom with partners (stakeholders). The primary purpose of
partner involvement is a condition designed so that students can increase
network capital. This linking capital is expected to be an opportunity for
students to increase student succession when they graduate from higher
education.

This study was designed to examine the contribution of placement school experiences to prospective teachers’ multicultural competence development in Ethiopia. The major sources of data were prospective teachers of the three randomly selected Teacher Education Institutes who took their placement school experiences at the respective secondary schools. Two hundred and forty prospective teachers were selected from five hundred and seventy three prospective teachers of the 2011/2012 academic year cohort using a proportional random sampling technique to fill in the questionnaire. Fifteen prospective teachers were also selected for interview using purposive sampling technique. Data were collected through questionnaire and interview. The data collected through the questionnaire were analyzed using percentage and one sample t-test. Interview data were reported in words following themes made vis-à-vis the research questions of this study. The findings of the study pointed out that collaboration among prospective teachers, staffs of placement schools, and students’ parents have brought the required multicultural knowledge, attitude, and skill to prospective teachers. However, the findings noted that learner-centered knowledge construction philosophy is at its infant stage at the placement schools. In light of these findings, relevant recommendations have been made in the paper.

Educational institutions around the world have been carrying out research endeavours in order to boost leadership and leadership practice and improve didactic efforts in those educational establishments. Considering the afore-mentioned, this critique paper, which also is a review paper, examines issues in Educational Leadership in the context of the University of Guyana (the only national university in Guyana, South America). This critique paper is the first of its kind to be written about this University. It takes a critical look at the governance and institutional culture of the University. Attention is paid to Educational Leadership and what it entails. The issues discussed, with specific reference to the above-mentioned higher education institution, are the University’s Aim, Mission and Vision in the changing context of Educational Leadership; Shared Leadership; Pedagogic Leadership; Transformational Leadership; Ethical Leadership; Professional Development; Professional Learning Community, and Quality Education. The review highlights that the different kinds of Educational Leadership practices and activities at the University of Guyana are not as effective as they ought to be, and this is causing the institution to not live up fully to its mandate. It is emphasised and recommended that effective Educational Leadership has to be the nucleus of its educational practices if the University of Guyana is expected to provide cutting-edge, high-quality 21st century pedagogy.
EXPLORING THE USE OF DIGITAL DEVICES AMONG PUPILS WITH LEARNING DISABILITIESijma
The use of digital devices helped pupils memorize, enhance understanding and fully participate in learning.
One of the findings is that, during 55% of the time of the researchers observation, the computers were not
used at all. The purpose of this study is to assessing teachers' emphasis, exploring the positive effect of
using digital devices on PLD and the use of support software of digital devicesinTnL.This study used a
qualitative approach of case studies that involve interviews, observations and analysis of documents of
pupils work. The findings showed that teachers always perform audio activities using digital device tools
such as computers. These activitieswere particularly relevant with the PLD learning style. The popular
support resources used include digital software, mobile phones and youtube.Teachers are encouraged to
use digital devices and software due to several effects on PLD such as focusing with fun in learning.
This qualitative research emphasized learning strategies in the process of full
engagement by students and discovering the implementation of learning,
science process skills, and learners' creativity. The selection of contextual
teaching and learning methods due to teachers having a role more in strategy
affairs while learners were more focused on self-actualization of practice in
their groups. Here, there was an interaction between teachers and learners to
complement each other. The participant was student of class five Elementary
School/Madrasah Ibtidaiyah Ma'arif 37 Sunan Kalijogo, Ambulu, Jember
Regency, Indonesia. Methods of data collection were interviews,
observations, and documentation. Data collection was related to natural
science subjects. The study results showed the procedures for implementing
contextual teaching and learning in natural science subjects. Applying
contextual teaching and learning methods was very effective in natural
science subjects. The findings of this study showed that improving the
quality of learning and learning support facilities can realize the ability of
competence of students and teacher professionalism.
This systematic literature review (SLR) aimed to investigate the potential of digital online game-based learning (DOGBL) to enhance motivation in English as a foreign language (EFL). Online gaming has grown in popularity among students, opening up the possibility of using games as powerful instructional resources. Academic achievement depends on motivation, and this study, led by self-determination theory (SDT), explored how external rules, like rewards and recognition, could increase motivation in EFL utilizing DOGBL. The study used the SLR method, examining databases and choosing articles based on predetermined criteria. The chosen publications were examined in-depth, and a preferred reporting items for systematic reviews and meta-analyses (PRISMA) diagram was employed for analysis. For results, DOGBL could enhance teaching EFL by providing flexible and interesting learning environments. Key elements in motivating in DOGBL included game design, personalization, social engagement, curricular integration, and instructor assistance. As a promising method to improve EFL instruction, game-based learning, especially DOGBL, saw considerable developments between 2018 and 2023. Thus, these ground-breaking techniques transformed the way people learn English vocabulary and provided a fun and engaging way to learn the language. For educators and students, the potential for DOGBL to change EFL education is still exciting as technology develops.
The development of postmodern-era technology in the world of education is increasingly sophisticated, thus impacting the character of students and their social environment. Technological progress negatively affects the lives of today's generation. When misuse of technology is widespread, it is imperative to strengthen cultural and religious filtration. So that the influence of globalization on technological development can be minimized. So as not to damage the cultural values and morality of students as the next generation of the nation. This study aims to explain the importance of transforming the values of Bima's local wisdom "Nggusu Waru" through the media of social studies e-books. The results and conclusions of this study are efforts to develop students' social character that require teacher collaboration, supervision, and optimal parental attention so that their interest in learning is higher and minimizes deviant behavior. This research method uses research and development design. At the stage of preliminary studies with models developed by Borg and Gall. Through several stages of research, information gathering, development of initial forms of products, and initial field testing. In this step, data is collected through interviews, observation and documentation. The data is analyzed to find out some of its weaknesses and shortcomings.

This study aims to find out: 1) strategy of teachers in instilling character caring for the environment; 2) successful instilling character caring for the environment; 3) supporting and inhibiting factors for instilling character caring for the environment. The research used in this study is qualitative research. The research subjects were headmaster, deputy headmaster, teachers, and students. Determination of the subject of the study was carried out by purposive sampling technique. The technique of data collection is done by using interview, observation and documentation methods. The type of data analysis uses the Miles & Huberman model, namely reduction, data display, and conclusion/data verification. 1) Strategy of teachers in instilling character through materials, methods, and implementation of tasks; 2) Successful instilling character attention can be seen from students who have been able to find answers to the assignments given by the teacher which make the students increase. 3) Supporting factors character development are teachers being role models, able to move other teachers to continue to accompany activities, teachers always appeal, teachers integrate the concept of environmental care in the RPP, syllabus and teaching and learning process. While the inhibiting factor of student character involvement is in the students themselves.

The purpose of this study is to find integration packages for Strengthening Character Education (PPK) and Higher Order Thinking Skills (HOTS) in history learning at SMAN 1 Yogyakarta, which includes: (1) form of integration packaging for strengthening character education in history learning, (2) forms of integration packaging higher-order thinking skills in history learning, (3) constraints and solutions for integrating strengthening of character education and higher-order thinking skills in history learning. This research is qualitative research with a naturalistic research type. The subjects in this study were the principal, deputy headmaster of the curriculum section, history teacher, and students who were drawn using purposive sampling techniques. The results showed: (1) Integration of character education reinforcement was found in history learning, namely in the planning, implementation and evaluation stages of learning. Forms of integration packaging or containers for strengthening character education that can be seen in learning activities and attitude assessments that contain religious values, conscientious, disciplined, responsible, communicative, collaborating, confident, caring, critical thinking, nationalist and creative; (2) The packaging for integrating higher-order thinking skills in history learning is found, namely in assessment and questions as well as in learning planning. The assessment carried out is an assessment of attitudes, knowledge, and skills that are integrated with the questions by conducting KD analysis. The results of the analysis then the teacher chooses the KD that can be made about HOTS; and (3) Obstacles that are found that are technical in inserting character values in learning activities on historical subjects that are suggested to history teachers to always participate in the Subject Teachers' Deliberation (MGMP) which is felt by researchers to be very helpful for teachers to exchange information, and sharing about the obstacles encountered. For the constraints of making assessment instruments, advice to the Principal, Teachers, and Education Office to conduct socialization and training in making assessment instruments, the grid then starts making HOTS questions.

The study sought to investigate the influence of
strategic communication on the growth of students’
population in selected private universities in Kenya. The study
was guided by resource-based theory. The study utilized
descriptive research design. Random sampling technique was
used to select research respondents. The study targeted
private universities in north rift, south rift and Nyanza region
of Kenya. The unit of observations was staff and students in
various departments and faculties existing in the institutions.
The study used purposive sampling to select research
respondents. Questionnaire was the main instrument for data
collection. Descriptive and inferential statistics with the aid of
SPSS version 23.0 were used to analyze collected data and
presented using frequency distribution tables and bar graphs.
The findings indicated that if strategic communication is
changed by one unit, the growth of student population will
increase by a margin of 0.440. The study concludes that
strategic communication plays a critical role in growing
students’ population in private universities. It is also
recommended that private universities should consider using
professional bloggers to build the publicity of the institution.
Top management of the private universities will get insight on
various strategic issues with regard to student population
through the recommendations of the study. Scholars in the
field of strategic management will find the study useful as it
will form basis of future references.

Recently, there has been a concern in many parts of the world about the teaching strategies employed at higher education institutions (HEI). Empirical evidence shows that pedagogical practices affect the student engagement and academic excellence. Despite progress on the new innovative pedagogies globally, Somaliland HEI are still struggling with the old didactic teaching method which impedes students lifelong learning and future endeavors. Traditional teaching methods of HEI in Somaliland prevented students to unleash their potentials. Guided by the human capital theory, this study examined the status of lecturers’ application to modern pedagogical practices. The 35 lecturers at the University of Hargeisa, Somalia from the different faculties who had received postgraduate diploma in education provided by the university participated in this study. Employed by micro-teaching observation protocol of quantitative research design, the study found out lecture method as the most prevalent in their teaching practicum, with very low student cognitive engagement, inconsistencies with the instructional behavior and inadequate instructional aids. The study therefore proposed a cooperative jigsaw method as a veritable strategy for effective classrooms and better student engagement. The study recommends Somaliland higher education to adopt the policies, guidelines and regulations that guide the universities across the country.
This study aimed to analyze learning at the level of higher education. The
practice of higher education, of course, also requires a transformation of
learning. It is intended to achieve the competencies needed in the 21
st
century. The study used a qualitative approach. Observations were made on
online learning practices at Lambung Mangkurat University, Banjarmasin,
Indonesia from March to May 2021. In-depth interviews employed with 17
students who live in Banjarmasin. Miles and Huberman's data analysis
technique reduces interview data. The study results described that learning at
the higher education level has differences in the achievement of the graduate
profile. There are two main patterns, namely, institution-centered learning
and student-centered learning. The student's need for network strengthening
requires the systemic transformation of learning. One learning
transformation that can be carried out is strengthening learning practices
outside the classroom with partners (stakeholders). The primary purpose of
partner involvement is a condition designed so that students can increase
network capital. This linking capital is expected to be an opportunity for
students to increase student succession when they graduate from higher
education.

This study was designed to examine the contribution of placement school experiences to prospective teachers’ multicultural competence development in Ethiopia. The major sources of data were prospective teachers of the three randomly selected Teacher Education Institutes who took their placement school experiences at the respective secondary schools. Two hundred and forty prospective teachers were selected from five hundred and seventy three prospective teachers of the 2011/2012 academic year cohort using a proportional random sampling technique to fill in the questionnaire. Fifteen prospective teachers were also selected for interview using purposive sampling technique. Data were collected through questionnaire and interview. The data collected through the questionnaire were analyzed using percentage and one sample t-test. Interview data were reported in words following themes made vis-à-vis the research questions of this study. The findings of the study pointed out that collaboration among prospective teachers, staffs of placement schools, and students’ parents have brought the required multicultural knowledge, attitude, and skill to prospective teachers. However, the findings noted that learner-centered knowledge construction philosophy is at its infant stage at the placement schools. In light of these findings, relevant recommendations have been made in the paper.

This research investigated the pre-service teachers’ self-regulation, selfefficacy, and mathematics performance in blended learning during the post Coronavirus disease 2019 (COVID-19) pandemic in a state university using a descriptive correlational design. There were 201 pre-service teachers who were identified using simple random sampling. They answered the two-set survey questionnaire, which assessed their self-regulation and self-efficacy, while their performances were assessed using their grades in the subject. The data gathered were treated using descriptive and inferential statistics. The results revealed that they had high self-regulation while they had a very high level of self-efficacy. At the same time, they had a very satisfactory performance in mathematics. Moreover, their self-regulation in terms of planning, monitoring, and adjusting was significantly correlated with their math performance while reflecting is not. However, no significant relationship was found between their self-efficacy and mathematics performance. Thus, instructors are encouraged to conduct monitoring during blended learning to encourage pre-service teachers to maintain their high level of self-regulation and self-efficacy in learning mathematics. In addition, future researchers may explore the same variables to validate the findings of the study because these findings are limited only to pre-service teachers and were conducted during the post COVID-19 pandemic.
This study explores the correlation between technology utilization and language acquisition while analyzing the impact of moderating variables on this relation. Our meta-analysis approach analyzes data from 43 extracts out of 19 primary studies published between 2012 and 2021. Our data analysis employs a random-effect model utilizing a significance level of α = 0.05. Additionally, the authors examine four moderating variables: level of education, location of research, proficiency in language, and year of publication. Technology-based language acquisition outperforms traditional methods, indicating a significant and moderate impact on the learning process. This study enhances comprehension of the efficacy of technology in language acquisition by identifying various factors, such as the geographical location of research, methods of assessing language proficiency, and technology type employed. However, there is insufficient evidence to support the notion that educational level or sample size significantly impact technology-based language acquisition. This meta-analysis highlights the importance of considering nuanced factors when integrating technology into language learning. The findings emphasize the possibility of technology to transform methods of acquiring language and urge additional investigation into customized strategies that optimize its advantages.
Effective science instruction in a blended learning approach is synonymous with the strategic use of instructional videos (IVs) to fill the gap in teacher support. This study aims to determine the IVs’ effectiveness in improving students' concept retention and overall learning experiences. The experimental group was exposed to instruction integrating IVs via embedded mixed-method design, whereas the control group was exposed to traditional lecture methods. The results showed that students' post-test scores and concept retention improved significantly in the experimental group, where students reported better learning experiences than in the control group. This beneficial effect of a technology-integrated approach can be attributed to various elements of IVs, such as engaging content, motion graphics, video length, the language used, and the speaker's perspective. This study recommends that IVs be used to enhance learning opportunities and results in the teaching and learning process.
Higher order thinking skills (HOTS) are an important element in facing the challenges of the 21 st-century. Difficulty in solving problems systematically, facing challenges in an organized manner, and being unable to design original solutions are due to the low HOTS that students have. HOTS ability can improve students who low-level thinking skills in several ways, for example, through learning integrated with media, practice, and assessment or HOTS-based cognitive assessment. The purpose of this study was to develop and implement a HOTS-based cognitive assessment to assess students' HOTS abilities. The device development model used is an adaptation of the analysis, design, development, implementation, and evaluation (ADDIE) model. The research sample consisted of 30 students in class 11 of the Governance and Office Automation Competency Program of Vocational High School 1 Kudus. The result is that 11 students have the HOTS ability with very good criteria, 17 well criteria, and 2 enough criteria. This study suggests that a test instrument for further research is to measure students' HOTS ability. The Experts conclude that HOTS-based cognitive assessment can be used as an approach to improve students' HOTS to actively think selectively and supported by logical argumentation.
The background of this research is the need for teacher innovation in developing digital-based learning media in Indonesian language learning. The research method used is research and development (R&D) with the analysis, design, develop, implement, and evaluate (ADDIE) model, which consists of five research stages: analysis, planning, development, implementation, and evaluation. Data collection techniques are questionnaires, in-depth interviews, observations, and documentation that present the results regarding innovation, features, applications, and the impact of using the benkangen game in learning Indonesian in elementary school. The subjects of this study were 25 teachers from 25 elementary schools, and 66 students from 10 elementary schools in Magelang district and Magelang city. The results showed innovation in the development of game applications based on Magelang local wisdom with game features in the form of puzzles of Magelang culture and local wisdom, Indonesian language learning materials packaged in the form of questions accompanied by the number of points in each answer, and audio that reflects local wisdom in Central Java. The novelty of this research is the development of the benkangen game based on Magelang local wisdom, which still needs to be developed by teachers in Indonesia. Future research needs to explore the innovation of Indonesian language learning games through the latest software.
The specific processes, techniques, and actions that learners take to facilitate their language learning have been widely explored under the concept of language learning strategies (LLS); however, more exploration is needed about recent investigations in this area, as calls for new theorization of strategies research have emerged. This systematic literature review aimed at exploring the prevailing research methodologies and educational settings appertaining to LLS in English as foreign language (EFL) contexts. The study analyzed 42 articles published from 2017 to 2023 in journals in the field of social sciences in the Scopus and ERIC databases. The findings show how non-intervention quantitative approaches are predominant in LLS research, occasionally accompanied by qualitative data collection methods. Accordingly, most research has favored descriptive and correlational designs, identifying the relationships between the use of strategies and variables such as language proficiency, demographic aspects, motivation, and self-regulation. Grounded on the revision of existing evidence, this article advises future strategy-based research to focus on primary and secondary levels of education, strategy instruction, cultural aspects, and qualitative research designs.
This study aimed to i) analyse learning problems in science at boarding schools for junior high school students and ii) determine the effectiveness of science learning in the context of Islamic teachings using the science, technology, engineering, and mathematics, -religion (STEM-R) approach to improve reflective and critical thinking skills. The research method applied in this study was a sequential exploratory mixed method. The research design consisted of five stages: i) qualitative data gathering, ii) qualitative data analysis, iii) quantitative data gathering, iv) quantitative data analysis, and v) data interpretation. The subjects of this study were 192 students from boarding schools and were divided into 6 groups. The research results obtained were the school, parents, science teachers and religion teachers’ vision and mission causing students to like or dislike science. An excellent teacher is viewed by students as someone who can make learning enjoyable, exhibit creativity in presenting educational material, possess the ability to motivate, link science and religion, engage in investigative activities, infuse humour, establish connections between science and everyday life, and communicate concepts effectively. Moreover, distinctions in reflective thinking and critical thinking abilities were observed between the experimental group and the control group. Learning that connects science and Islamic religion and examines STEM-R aspects is able to develop students' thinking skills.
This study aims to reveal the profile of open-start problem-solving with ethnomathematics regarding student learning styles. This research is a qualitative research study on 3 out of 31 students of Junior High School of 3 Magetan taken by purposive sampling. The three students carried out four stages: understanding the problem, planning problem-solving strategies, implementing problem-solving strategies, and reviewing again. The results of the research show that students with a visual learning style solve problems by understanding problems through writing known and being asked and drawing illustrations, planning problem-solving strategies by making examples, carrying out solving strategies by working on the calculation process; students with an auditory learning style solve problems by understanding problems through writing known and being asked, planning strategies by making problems and formulating formulas used, implementing solutions by doing calculations and reviewing; students with a kinesthetic learning style solve problems by understanding issues through writing known and being asked, making examples and writing the formulas used, carrying out solving strategies by applying the calculation process and reviewing the results obtained. However, of the three styles, the results of the accepted work were not correct because they did not write down the conclusions and were not thorough enough.
The volunteer function inventory (VFI) is an assessment tool to measure individual volunteer motivation. VFI measures individual motivation to volunteer by examining the functional motives of each volunteer. This research aimed to adapt the VFI to the Indonesian language. VFI consists of 30 items divided into five dimensions. This study utilized a non-experimental quantitative research method. Samples were acquired by accidental random sampling with N = 176. In this study, reliability testing was carried out with items and dimensions of Cronbach's α. Validity tests were examined using construct validity and item analysis. The results of the Indonesian version of VFI showed high reliability and validity. Besides, the item analysis also shows that the quality of each item is excellent. The Indonesian version of VFI will be suitable for various education fields in Indonesia to measure the students' voluntary willingness in community development activities, for example, in measuring the impact of volunteerism in the Merdeka Belajar Kampus Merdeka (MBKM) social activities and other activities within the communities.
Digital history-based project-based learning (PjBL) in history learning is a learning medium that can provide a special attraction for students who can improve historical concept skills and historical awareness. However, there are still many teachers who have not used it, so it is very important to study it. This research aims to analyze the influence of the digital history based PJBL model in improving historical concept skills and historical awareness. The method used is quasi-experimental with two classes, experimental and control. The population used class XI high school students in Lampung, Indonesia and the sample size was 213. Cluster random sampling was used to determine sampling, while data collection was in the form of test instruments. The test instrument questions were analyzed using the gain score and Kruskal-Walli’s test to determine the increase in historical concept skills and historical awareness with the help of statistical package for the social sciences (SPSS) 26. The research results confirmed that digital history based PjBL was effective in increasing historical concept skills and historical awareness with a high score, making it the best choice to overcome obstacles in history learning.
This study aims to determine how using an active learning model based on the three higher education principles can improve students' active learning. Qualitative research methods were applied in this study, with data collection through interviews, literature study, and observation. The results showed that active learning based on the three higher education principles was included in the "good" or "acceptable" category. The application of this model can make this campus a place with a positive academic atmosphere that enhances and supports collaboration, discussion, and positive and critical thinking. The novelty of this research lies in the use of active learning with mini-research projects, which are developed based on university principles and embody it. The hope is that this can help solve problems in the student learning process at the State Islamic University Sunan Kalijaga, Yogyakarta, Indonesia. The expected implication is that the university's policy supports applying the model to resolve learning problems and build real scientists for students.
Integration of information and communication technology (ICT) in teacher education is a means to support the teaching and learning process. Good teaching by utilizing technology certainly requires changes, especially in the realm of pedagogy, but teachers apparently do not have enough ability to optimize ICT in the learning process. In fact, ICT has the potential to provide various benefits for teachers and students, including joint learning areas, cooperative and collaborative learning opportunities. Therefore, this research aims to identify the use of mobile learning application (MLA) and its impact as a form of ICT integration in learning. The method used is literature study, by taking data from various relevant scientific articles and books. Data analysis uses descriptive analysis from the results of the synthesis of several literature reviews obtained. The research results show that a number of 10 main articles and 15 relevant supporting articles as well as several book sources show that mobile-based learning with smartphone devices is becoming a trend at various levels of education, both academic and vocational.
Incorporating ethnoscience into lessons through the ethnoscience-students’ worksheet (ESW) is one method to improve student interest in science learning while introducing them to the local culture. However, no research was reported the effects of ESW on students' responses and the factors that influence ESW implementation in science learning. In order to better understand how students learn through ESW, this study investigated the relationship between ethnoscience context, science learning, and the implementation of students’ worksheets. Seventy-two students participated in the survey after they studied ethnoscience learning through ESW. Students’ responses are more influenced by science learning. In addition, the ethnoscience-integrated students’ worksheets (SW) variable indirectly affects students’ responses. Additionally, ESW affects students' responses more significantly than science learning and ethnoscience. This research provides insightful implications for educators on planning, designing, and practicing ESW to enhance students’ problem-solving motivation and academic achievement. Furthermore, to contribute significantly to future researchers, further research employed the structural equation model through covariance analysis, also known as confirmatory factor analysis (CFA).
This research aimed to assess the readiness of Indonesian pre-service science teachers by examining their perceptions of impending challenges, desired competencies, and anticipated instructional methodologies in preparing for the challenges of Society 5.0. Using a quantitative survey research methodology, 884 pre-service science teachers from 16 universities were surveyed. The research instrument's validity and reliability were assessed utilizing the Rasch model. Inferential statistics were employed to assess the readiness of pre-service science teachers for future challenges, taking into account their backgrounds. The test outcomes showed the Cronbach's Alpha coefficient reached 0.92, is deemed "excellent", affirming the instrument's high reliability. The findings of the study revealed that the majority of teachers share a consistent perception of future challenges and recognize the importance of mastering 21st-century skills, particularly critical thinking, creative thinking, communication, and collaboration. However, respondents believe that the current learning process does not adequately train these skills. They expressed a desire for an alternative learning method that can enhance their skills while accommodating their diverse backgrounds, including place of residence, economic background, and technological proficiency. Further research is needed to identify alternative teaching methods that can effectively foster these abilities in diverse backgrounds.
The issue of psychological well-being in education has emerged as an increasingly critical topic in recent years. This is due to the significance of psychological well-being in enhancing the performance of e ducational institutions, encompassing students, teachers, and the process of formulating school policies. This study sought to discover recent research on psychological well-being from an academic perspective. A total of 27 research articles were successfully gathered and reviewed based on the established criteria. This article review was conducted utilizing two databases (SCOPUS and WoS) and the following keywords: "psychological well-being" combined with "AND" and other search terms such as "school", "teacher", and "student". This systematic review offers a synthesis of results that can serve as the initial step in developing constructs of psychological well-being in educational institutions, thus implying the importance of psychological well-being for teachers and students. The results of the analysis from this systematic literature review have been discussed and concluded in this study.
This study aims to investigate Indonesian senior high school teachers’ perceptions of using the first language (L1) when teaching English because Indonesian teachers tend to have negative perceptions toward the application of the L1, while the L1 is needed in a situation where Indonesian students have limited skills in English. The semi-structured interview was applied to collect data, while thematic analysis was used to analyse it. The result showed that the teachers have three different positions in perceiving the use of the L1: the virtual position, maximal, and optimal positions. Although they have different perceptions toward the application of the L1, a major insight can be concluded about the limited use of the L1 for specific reasons, such as considering teachers’ and students’ English abilities, learners’ needs, and the type and the difficulty of the given task or assignment. The L1 can be functioned as scaffolding in three aspects: when teaching grammar, vocabulary, and when giving instructions. Teachers may consider this study’s results as the information to use the L1 in classrooms. This may also be beneficial for Indonesian educational stakeholders and the government to specifically define what type of scaffolding that teachers can use the L1 to teach English.
The Smile project is an engineering service-learning initiative carried out through collaboration between Chouaib Doukkali University in Morocco and Pusan National University in South Korea. Since 2016, this project has been conducted annually for engineering students from both universities. Participants are selected through an oral interview, ensuring representation from different majors, years, and genders. Due to the COVID-19 pandemic, the project transitioned to an online mode starting from 2020. The objective of this article is to investigate the impact of the service-learning approach on learning and its potential for enhancing engineering education. This study aims to compare the face-to-face and online implementations of the Smileproject as examples of this educational approach. The analysis demonstrates a strong positive effect of engineering service-learning as a learning approach, leading to the improvement of engineering students' skills and competencies. Notably, there is minimal difference between the two implementation modes of this learning approach.
Assessment is an important component of learning which aims to determine student achievement in learning. However, the pandemic has changed how assessment is carried out, prompting teachers to look for new strategies in carrying out mathematics learning assessments under any conditions, whether in normal conditions or during a pandemic. This study described the strategies used by high school mathematics teachers in assessing mathematics learning during the pandemic towards the post-pandemic period. This type of research is descriptive exploratory research with a qualitative approach. The subjects in this study were three mathematics teachers, three principals, and three vice principals from a public senior high school in Yogyakarta City, Indonesia. Qualitative data were collected by means of questionnaires, interviews, and documentation. The collected data were analyzed qualitatively according to Bogdan and Biklen. The results of the study reveal that the mathematics teacher’s strategy for carrying out assessments during a pandemic includes: i) determining the appropriate online assessment platform that suits the needs; ii) assessment based on student participation; iii) using various of online assessment methods; iv) prioritizing academic integrity and honesty in the assessment implementation; and v) carry out the management and reporting of data on the results of the assessment in accordance with established procedures.

This article aimed to identify the inhibiting factors and the
internationalisation strategy of higher education in Indonesia. The study
deployed a qualitative based on the case study at Muhammadiyah Higher
Education Institutions. Data collected through in-depth interviews with key
respondents include the leader of Higher Education, Research and
Development Council of Muhammadiyah, university chancellors, and
International Affairs Office head. Findings illustrate the factors hindering the
internationalisation which are generally not much different from those
described by previous research but here found one factor which has not been
explained before, the geographical location of the university, which mostly
located in small urban areas that depicted a condition in which cooperation
with external parties, foreign institutions, is challenging. The finding also
suggests that the internationalisation strategies formed in a very structured
manner, involving internal and external university parties. Therefore, this is
significant as it explores inhibiting factors and internationalisation strategy of
higher education in Indonesia, where it still prioritises religious and cultural
values in their educational systems. Practically, this result expected to be a
useful reference for university leaders in formulating internationalisation
strategies so that the quality of graduates produced can be further improved.

1. INTRODUCTION
Higher Education Institutions (HEI) are currently considered as a part of international businesses
operating and competing globally [1]. Higher institutions or universities are not only acted as providers of
educational services, but their existence also determines global economic growth [2]. The Organisation for
Economic Co-operation and Development (OECD) [3] points out that the increment of one per cent of the
educated workforce in a country is estimated to contribute to the six percent growth in Gross Domestic
Product. This condition makes educational institutions especially higher education often used as the
spearhead of the state in developing the quality of its human resources (HR) [1-4].
The strategic role possessed by higher institutions attracts many attention to quality improvement [5].
One of the many approaches taken to actualise this expectation is to internationalise. The previous study has
found that internationalisation has a positive relationship with quality [6, 7] and university competitiveness
[8]. The local, regional and national perspectives that are still widely applied by universities, especially in
developing countries, are certainly no longer relevant. It is important to change from local paradigm to

internationalism to become leaders in their countries and the global environment.
A significant increase in attention to higher education institutions' internationalisation indicates that it
is crucial to conduct further research in this study. The availability of adequate studies will be expected to
have an impact on better understanding and practice. In Indonesia, research discussing internationalisation of
educational institutions generally focuses on examining inhibiting factors [9, 10] to comprehend how the
process carried out is challenging to be understood. Therefore, this study explores the obstacles and strategies
of internationalisation of HEI based on educational institutions' perspective in Indonesia. The sample in this
study is Muhammadiyah Higher Education (PTM). PTM was selected as a matter of the fact that this
institution is distinct from others in several aspects. Historically, the establishment of PTM was initially
driven by the Republic of Indonesia's political upheaval at the beginning of independence, which triggered
many conflicts in various regions. The presence of PTM was expected to provide a solution to the problem.
Besides, PTM is a charitable and religious organisation, Muhammadiyah, in which the main purpose is to
spread universal human values based on Islamic viewpoints and teachings. These characteristics makes
governance, including internationalisation policies, within PTM performed differently compared to other
institutions in responding to the globalisation of education that makes this significant for understanding
internationalisation of Indonesian HEI which still prioritises religious and cultural values in their systems and
policies [11]. In practice, this study's result is expected to be an additional useful reference for university
leaders in formulating internationalisation strategies so that the quality of education and graduates produced
can be further improved.
Previous research has grouped several barriers to HEI's internationalisation into individual,
institutional and external barriers [12]. The first obstacle relates to staff and students' behaviour who find it
challenging to adapt to the environment or the global atmosphere. The lack of communication skills, mastery
of language, and support for global interaction is the trigger [13] followed by low ability to conduct research
[12]. The private institution is considered to be another obstacle hindering the process of internationalisation
in HEI. To improve the quality of education, internationalisation should be poured into the organisational
strategy so that all parties can know their respective roles. The fact is that university leaders tend to ignore
faculty participation in internationalisation [12], making these activities a partial focus at the corporate level,
even though the internationalisation process requires all parties' involvement, including faculties. The lack of
costs obtained by faculties in building global academic interactions, such as seminars, conferences and staff
exchanges make internationalisation activities difficult. The final obstacle to the internationalisation process
described by the study arises from the external environment. This includes the dynamics or changes in global
politics, which often impact the difficulties in administering administration (visas) for university members
who want to make an academic visit abroad.
Furthermore, Jiang and Carpenter [14], in their study of the internationalisation of British
universities incorporated within the Russel Group, found that the obstacles to internationalisation mainly
arose from internal organisations. Integrating the system on the main campus with outside branches is a
typical example. Another study by Maringe [15], in the same country found that structural factors and
policies of university leaders emphasised the exchange of human resources compared with integrating
cultural values as a barrier to campus entry into the global, international environment. It is argued that
university leaders should integrate cultural values and design organisational structures to support these
activities. Given that, students and staff will be more confident in building global interactions.
In reviewing HEI's internationalisation in China, Guerreiro and Barros [16], underlined the difficulty
of interacting between students and supervisors. Supervisors, professors, and the country are generally
preoccupied with research activities to neglect student academic guidance. This then makes students prefer to
build interaction with supervisors from other countries. They also explained the separation of local students
from international students as a barrier to the internationalisation of education in the country, followed by the
lack of internship opportunities for international students.
To improve the quality of education, internationalisation is now almost evenly distributed in every
country, including developing countries like Indonesia. One study examined the internationalisation of HEI
in Indonesia was conducted by Soejatminah [9]. The study underlines that the barriers to Indonesian higher
education's internationalisation include the limitations of teaching staff or lecturers in conducting research,
lack of understanding or mastery of foreign languages, and weak technological support. Another study
conducted by Abduh, et al. [10] added cultural factors as obstacles to Indonesia's internationalisation of
education. The academic world experiences the lack of academic activities that support cross-cultural
understanding among students, lecturers, and staff. The ambiguity of government policies towards
internationalisation and poor university management are other factors which make it difficult for Indonesian
tertiary institutions to enter the global environment [17].
There is no one form of strategy that is most appropriate to be applied in all conditions. However,
previous researchers have explained several procedures to internationalise universities. Binangkit and Siregar

[18], explained that internationalisation initially began by including the vision and mission statement, and the
report acted as a reminder that must be realised immediately. Another study conducted by Maringe [15] at a
UK tertiary institution found that young universities tend to recruit international students, develop distance
education, and adopt an international curriculum as an internationalisation strategy. Improving infrastructure
to support learning is also an approach often adopted by new campuses to attract students from other
countries [19], while established universities generally focus on strengthening human resources mobility,
maximising research and developing systems as an internationalisation strategy [15].
However, discussions the internationalisation of education have been dominated by Western
countries [20] so that understanding the concept only refers to their practice. The internationalisation
approach is certainly not always the same on every campus seeing differences in cultural characteristics,
demographics, systems and educational policies that are almost always different in each country. For
example, universities in Norway carrying out the internationalisation approach condemn the development of
collaborative research and teaching [21]. The two aspects' intensity becomes the most critical bridge that
universities must have to enter the global environment [22]. With this change of paradigm from local to
international will be easier to do.
As explained above, educational institutions' internationalisation strategy in western countries is not
necessarily successful if implemented on campuses in Asia. Chan [23] in his study of the internationalisation
of universities in several Asian countries (Japan, Taiwan, Malaysia, Singapore) found that educational
institutions in Japan and Taiwan place more emphasis on strengthening local quality rather than adopting
systems from other countries. The government and university managers in the country try to provide the best
service for every student, including international students, to feel comfortable participating in every
university activity. This approach is different from higher education institutions in Malaysia and Singapore.
The two countries chose to increase cooperation and adopt an overseas education system through student
exchanges, double-degree implementation, and an international curriculum's adoption as an
internationalisation strategy.
The review above made it clear that the internationalisation strategy in each university has its
characteristics. This is in line with what was conveyed by Samuel and Guyo [24] that the choice of approach
depends on each organisation's characteristics. In most cases, university leaders understand the consequences
of each choice of strategy they apply, but resources are often considered for choosing one approach over
another. Improvements to the aspects of research at young universities, for example, will be difficult due to
cost considerations so that the recruitment of international students is an ideal choice and prioritised. In other
words, the activities that eventually receive the most income for the universities are often the primary choice
in internationalisation [20].
2. RESEARCH METHOD
This study aimed to identify the inhibiting factors and strategies of internationalisation of HEI in
Indonesia. A qualitative approach was deployed in achieving the goals, based on case study [25, 26]. In this
study, higher education internationalization if seen from the organization management point of view requires
comprehensive understanding, making the case study approach precise to use since internationalization is a
complicated thing affected by various factors that frequently generate different interpretation [27].
Furthermore, since this research adopted a qualitative case study, the sample selection was made
based on a theoretical sampling approach, to obtain an in-depth understanding of the observed phenomenon
[28]. Therefore, the sample used was Muhammadiyah Higher Education (PTM) with several considerations.
First, as an educational service provider at the university level, PTM is the property of religious organisations
referring to Islamic principles and teachings. Furthermore, every student and employee in PTM is equipped
with Darul Arqam Dasar activities, Islamic leadership training, as the way to have a deeper understanding of
universal human values based on Islamic teachings that must be applied in every aspect of life. Finally, in
carrying out research, teaching, and social service activities (the university's principal activities), as
implemented in other campuses, PTM has one distinguishing aspect in its curriculum, Amar ma'ruf nahi
munkar inviting or advocating for the good and preventing all immoral actions. However, these
characteristics make this study a significant contribution to understanding the concept of internationalisation
based on different tertiary institutions' perspectives.
To obtain information related to barriers and the process of internationalisation, the researchers
conducted qualitative data collection methods [29, 30]. Several stages were interviews, a document study,
and an institutional visit to ensure data validity through source triangulation [31, 32], and to avoid bias on the
real condition. Semi-structured interviews were carried out altogether with the university chancellor,
International Affairs Office (KUI) manager, and the head of the Higher Education, Research and
Development Council (Diktilitbang) of Muhammadiyah Central Leadership. Before conducting interviews,

the researchers first sought the respondent's approval to record, which aimed to assist the transcript and
analysis process. The interview questions are open-ended to freely express their feelings and opinions related
to the topic being observed. Researchers also used document studies as a method of collecting data. The
documents about internationalisation activities obtained directly from the university or published on the
website and press release. To triangulate the source, the researcher makes direct observations. The three
researchers were lecturers at one of the PTMs, who served as a KUI manager to make direct observations
efficiently and effectively.
Qualitative data analysis is organising, grouping and interpreting data [33] from various sources of
information and explaining the relationship amongst the observed phenomena [25, 24]. The analysis of case
study findings was conducted through content analysis by identifying the specific themes related to the
obstacles and strategies of PTM internationalization. Those analysis stages include organizing the collected
data, transcribing, identifying the framework, and interpreting [25, 34]. In conducting interview transcripts,
researchers played back recordings and extracted some essential points relevant to the research topic. This
was thus interpreted in narrative form to explain the reasons for the emergence of each theme. Frequent
themes relate to inhibiting factors and internationalisation strategies. These themes are accompanied by
several sub-themes which will be explained in the following section.
3. RESULTS AND DISCUSSION
3.1. PTM internationalization obstacles
Based on the data analysis, there found several factors inhibiting the internationalisation of PTM.
Internationalisation is marked by staff, lecturers, and students' involvement in global meetings, both in
academic activities such as seminars, conferences, guest lecturers, and non-academic events such as
community service. However, this study found a lack of communication skills, mastery of English, possessed
by staff and students, which finally became the first obstacle to internationalisation. In global interactions,
communication skills, especially English proficiency, have become the campus community's obligation to be
fulfilled because this is the most widely used interaction tool in global academic activities [35].
Furthermore, to gain global or international recognition, universities must ensure that every research
output produced has a significant impact on the development of knowledge, technology, and social life. The
interviews with respondents who were also the head of KUI in one PTM confirmed that this was still very
low. This can be seen from the research output produced by most lecturers only in the form of articles
published in local journals so that the global impact obtained is minimal. Respondents explained:
"We recognise that research is a vital part of the internationalisation process. Global recognition is
possible when this aspect is mastered well. Unfortunately, research and publications are generally
still limited to the completeness of the administration work. Lecturers are demanded to get monthly
compensation from the government through the lecturer certification scheme program."
Another obstacle to the internationalisation process is limited organisational capacity. PTM totalling
116 and spreading in all over provinces in Indonesia are still mostly in high schools, academies and institutes
which are small in size and located in regency or small city areas. As a result, reaching these locations
requires quite a long time and access to the area is still limited to buses. For this reason, it is challenging to
develop cooperation with other agencies, especially from abroad. This also has the effect of delaying or even
cancelling the collaboration. The Head of the Diktilitbang explained:
"Although PTM has Higher Education, Research and Development Council, which functions as a
guide in university management, internationalisation, but not all campuses can be treated equally.
Colleges which are already superior will be prioritised, while new and developing campuses will
continue to be mentored."
The general chairman of the KUI later confirmed the statement by conveying:
"..... the location of the campus, which is mostly located in the region makes external cooperation,
such as distributing prospective students from abroad difficult. At the end we chose to place them on
easy-to-reach campuses, generally located in big cities like Jakarta, Yogyakarta, Malang and
Medan."
Internationalisation of HEI is generally characterised by students coming from various countries into
educational institutions [1]. This condition also applies to PTM campuses. However, based on interviews

with respondents, it was found that bringing students from foreign countries is not an easy job. In addition to
meeting campus requirements, they are also confronted with the system and government regulations of the
destination campus country, which in some cases are often unfavourable. The chairman of PTM KUI
explained:
"As a college owned by a religious organisation, we try to recruit students from small and less
developed countries. Many are interested in coming to our place, but they clash with quite
complicated regulations. The states of origin of the prospective students have not been registered
with immigration, and this is not easy to arrange, so many have cancelled the arrival of their study
plans."
As a campus that is transforming towards an international scale, PTM demands familiarising with
the global academic atmosphere. Therefore, the campus community's participation, students and staff, in
international events such as seminars, conferences, guest lecturers and other essential activities are enhanced.
The action is expected to be able to encourage changes in the global mindset. However, for PTM staff and
students, participation in these activities often gets delays and even cancellations due to the institution's
limited funds. However, this makes the global interaction of students and staff limited and only relies on the
arrival of institutions from abroad in institutional visits and guest lecturers.
3.2. PTM internationalisation strategy
After describing the inhibiting factors of internationalisation, the next section will explain some of
the internationalisation strategy approaches developed by PTM. This strategy is generally grouped into four
main themes, each followed by sub-themes which can be seen in detail.
3.2.1. Designing organisational structure
The first internationalisation approach adopted by PTM was to form an organisational structure. The
structure referred is a specialised division tasked with handling activities or interactions with foreign
institutions related to academics and other collaborations. The Head of the Diktilitbang explained:
"I always remind PTM leaders totalling from 166 institutions in every meeting that three divisions
must be monitored by rectors, within 24 hours. First is the admission division, second is quality
assurance, LP2KM and the last is KUI. This last division is the university's main door in entering
the global environment, and all activities related to international interactions at the university,
faculty, and study program level."
The statement further clarifies the internationalisation of PTM centrally. The Diktilitbang, not only
functions as a supervisor of PTM activities but also acts as a maker or designer of internationalisation
strategies. In their implementation, they were assisted by the general chairperson of PTM KUI and three
regional coordinator chairs spread across Sumatra, Java and Eastern Indonesia. Furthermore, the team was
tasked with providing direction, guidance and ensuring that the internationalisation process was carried out
according to a predetermined plan. When a PTM campus encountered obstacles, the regional coordinator and
the KUI chairperson would help find solutions by coordinating with the entire PTM KUI network. Related to
this, follows the statement of the KUI general chairman:
"All KUI managers can exchange information, and continue to hold meetings in the form of
workshops to discuss the program and progress that has been achieved. When there are campuses
that find difficulties in building international cooperation, others will try to find solutions. This is
the advantage of establishing KUI. In essence, we join hands and move forward together for the
progress of PTM."
3.2.2. Recruiting high-young-talented employees
As explained in the abovementioned section, one of the obstacles to the internationalisation of HEI
institutions is limited to human resources. At PTM, HR is grouped into two categories, namely staff and
teaching staff. The first group is the academic staff in charge of carrying out administrative functions. The
second category is lecturers tasked with carrying out Catur Dharma Perguruan Tinggi; 4 principal activities
of the university, consisting of teaching, research, social service, and Al-Islam Kemuhammadiyahan.
As a component that has a strategic role for the organisation, HR screening in PTM is done very
thoroughly. Planning, recruitment and development are carried out and possible to be the drivers of the
actualisation of the internationalisation objectives. Therefore, employees recruited are also those of

productive age, on average under 30 years old, and are fresh graduates from the best campuses at home
country and abroad. In connection with this, one of the chancellors explained:
"We prefer to develop young personnel who have a passion for continuing education. Hiring them
does require much investment. They must be trained and developed. Nevertheless, when viewed from
the organisation's long-term goals, they are the most strategic and dependable people."
3.2.3. Expand global promotion
This study found that cross country promotion activity is another international strategy approach. As
an institution belonging to a large religious organisation and for more than a century, Muhammadiyah has an
extensive network at home and abroad. The distribution of alumni who managed various strategic positions
in government institutions, education, and the private sector made it easy for them to do promotions globally.
Promotions are not only carried out by the campus, but they involve the entire network and its subsidiary
organisations such as administrators of the Muhammadiyah Special Branch (PCIM) in Europe (Germany,
Great Britain, France, Russia), Asia (Taiwan, Malaysia, Egypt, Iran, Sudan, Libya, Japan, Turkey, Pakistan,
Saudi Arabia), Australia, New Zealand, America to Africa. These elements lead PTM campuses to assist
prospective students (overseas students) in carrying out the admission process, student visa arrangement,
accommodation, and scholarships at the destination campus.
Besides, the universities allocate orientation weeks for respective students to familiarize campus
environment before commencing their study. It is important to note that international class is open in any
department that is eligible for teaching and learning English. Given that such students can participate and
flourish their interest. The chairperson of Diktilitbang explained:
"PTM must be known, either through educational institutions, health services, or their ideology. To
be well-known in the international, all networks must inform the wider community who we are.
Therefore, we continue to develop Muhammadiyah branch managers in various countries. We also
translate pocketbooks or short articles about Muhammadiyah into English so that people can read
quickly."
The statement was later confirmed by another respondent who was also the head of the KUI in one
of the PTMs in the area of the Java coordinator by explaining:
"We must tell the global community who we are, what we offer, and how we can work together. For
this reason, all organisational units, PTM, Muhammadiyah and branch managers must provide
complete information and updates on their respective websites."
3.2.4. Reaching out and gaining recognition
The next internationalisation approach adopted by PTM is to develop cross-country cooperation
with various educational institutions, private sector and Non-Governmental Organizations (NGOs).
Educational assistance is generally carried out with campuses in the Asia Pacific region, America and
Europe, actualised through student, lecturer and staff exchanges, joint programs and joint research
implementation. The collaboration with the private sector includes internships for students, lecturers and
employees. Cooperation with NGOs is manifested in community service activities by providing medical
assistance to disaster-affected countries and sending teachers to less developed countries. In certain
circumstances, PTM and its organisation, Muhammadiyah, also participated in promoting religious harmony
through dialogue between nations and became a mediator in handling conflict in various areas, such as in
Thailand and the Philippines. In connection with this, the chairman of Muhammadiyah's Diklitbang
explained:
"PTM provide educational services at the university level. In providing services to the community
(students), this organisation focuses not only on developing cognitive abilities. Social sensitivity is
also an aspect that is developed. This has been outlined in the curriculum and is part of Catur
Dharma, the university's principal activities, which distinguishes PTM from other campuses in
Indonesia."
In addition to developing cross-country cooperation, the next approach adopted is seeking
international certification or accreditation. This approach aims to show that PTM campuses have the same
quality as other campuses abroad. Global recognition or accreditation has been obtained from the
Accreditation Board for Engineering and Technology at the study program level. At the university level,

PTM has received recognition from various international institutions such as the Asia Pacific Society for
Public Affairs, ASEAN University Network-Quality Assurance, QS World Ranking, and Webometric
Ranking of World Universities.
4. CONCLUSION
This study provides at least two academic contributions related to the process of internationalisation
of educational institutions. The barriers to internationalisation found are not much different from previous
research, limitations of communication skills among students and staff, the low ability of research, and
universities' limited funding. It is also found an obstacle that has not been explained previously, the
geographical location of PTM, which is mostly located in small urban areas that makes external cooperation
challenging to develop.
Furthermore, PTM has a structural strategy in conducting internationalisation, starting from forming
the intermediate level's organisational structure, the Diktilitbang Council, to the university. The position in
the structure is also occupied by professional HR and productive age. Besides, PTM also conducts
promotions in various countries by utilising all networks of organisations and alumni. Obtaining accreditation
from international institutions for study programs and universities is also a strategy developed by PTM to be
the global campus.
In conclusion, this study is in line with the previous research that explained internationalisation
should start from a structure supporting the activities, to gain confidence within community, staff and
students to build global interaction. This study certainly has limitations, where the sample used only came
from one educational organisation, Muhammadiyah Higher Education Institutions. However, this study has a
depth of analysis in examining the barriers and strategies of internationalisation of higher education based on
developing countries' viewpoints. Future research is expected to include samples from various higher
institutions so that broader generalisations can be made.

Muhammadiyah Riau, Indonesia. He gained his master's degree from Universitas Islam
Indonesia, Yogyakarta, specialized in strategic management. His research interests are included
in strategic management, knowledge management, strategic operation and sustainability. Siregar
has several research grants from the Ministry of Research and Technology/National Research

Intan Diane Binangkit, SE, M.Si, is a lecturer in the Department of Management, Universitas
Muhammadiyah Riau. She is an active researcher in financial technology, financial economics,
Islamic economics, financial management and business economics. She had obtained master's
