The High Speed Packet Access technology is the most widely used mobile broadband technology in communication world. It was already built in more than 3.8 billion connection with GSM family of technologies. The HSPA technology is referred to both High Speed Downlink Packet Access (3GPP Release 5) and to High Speed Uplink Packet Access (3GPP Release 6). The Evolved HSPA technology or HSPA + is the evolution of HSPA that extends operator's investments before the next generation's technology 3GPP Long Term Evolution (LTE or 3GPP Release 8). The HSPA technology is implemented on third generation (3G) UMTS/WCDMA network and accepted as the leader in mobile data communication.
Using the HSDPA optimization on downlink is performed, whereas the HSUPA technology applying Enhanced Dedicated Channel (E-DCH) sets some improvements for the uplink performance optimization. The products that support HSUPA became available in 2007 and the combination of both HSDPA and HSUPA were called HSPA. Adopting these technologies the throughput, latency and spectral efficiency were improved. Introducing HSPA resulted to the increase of overall throughput approximately to 85 % on the uplink and a rise more than 50 % in user throughput. The HSPA downlink available rates are 1 to 4 Mbps and for the uplink are 500 kbps to 2Mbps as of 1 quarter of 2009. The theoretical bit rates are 14Mbps at the downlink and 5.8 Mbps at the uplink in a 5MHz channel. Besides, the latency is notably reduced as well. In the improved network, the latency is less than 50ms, and after the introduction of 2ms Transmission Time Interval (TTI) latency is expected to be just 30ms.

Information needs of health service commissioners Anne Gray
This document discusses the information needs of commissioners and how to meet those needs. It provides resources for commissioners to access evidence on various topics, including what has worked elsewhere, key topics in health care, and new information they should be aware of. It emphasizes that references alone are not enough and commissioners should attend meetings, understand the significance of research, and have relevant sections summarized. A collaborative wiki provides organization around the commissioning cycle and highlights the role of library services in commissioning support. Clarity in evidence-based commissioning is needed as simply producing evidence is not sufficient.

The document describes an exploratory study examining changes in functional recovery levels and associated factors over the first six months following right hemisphere stroke. The study assessed 93 right hemisphere stroke patients at four time points - within 7 days of admission, at discharge, 6 weeks post-discharge, and 6 months post-stroke - using a battery of validated tests. Functional ability was the primary outcome measured, while factors like age, stroke severity, cognition, inattention, self-efficacy, therapy received, and discharge location were examined. A multi-level model was used to analyze the hierarchical longitudinal data and determine the variability in functional ability attributed to each factor over time.
Leading a library review and developing a strategic plan through evidence and...Anne Murphy
Murphy, McMahon, Peakin. 6 June 2017. parallel paper, leadership 3. ICML/EAHIL 2017
Introduction
Tallaght Hospital is a teaching Hospital of Trinity College, Dublin and within this structure, the Library plays a vital role in maintaining that status. When the Library faced a period of fiscal uncertainty and potential closure due to a loss of clarity with regards to its role within the organisation, the Hospital Executive commissioned a review of the service to be led by the Head Librarian and terms of reference were agreed.
Objective
The objective was to review the service and make recommendations about its future development, and to utilise a strategic framework to guide this development, highlighting the Library as a service which is essential to the standing of the Hospital.
Methods
A Library Review Group was established, composed of a broad and representative cross-section of stakeholders. The values underpinning the review were evidence and engagement. Bryson’s Strategic Change Cycle was adopted as the strategic framework to structure the review process. The Group took a multi-faceted approach to gathering the evidence, using benchmarking, stakeholder feedback and a comprehensive literature review. The Group used the opportunity afforded by the review to engage a diverse range of hospital staff who voiced their requirement for the development and expansion of library services. Contemporary best practice was considered as was the strategic context outlined in Tallaght Hospital’s Clinical Service Strategy 2016-2018 and Trinity Health Ireland’s strategic objectives.
Results
The Library Review Group completed its work in July 2016 with the submission of its report and recommendations to the Executive. The Report and Library Service Strategy outlines how the Hospital can build on the quality of its existing Library service. At the time of writing in October 2016, a meeting with the CEO is scheduled and it is anticipated that the report recommendations will be adopted and resourced by the Hospital.
Conclusion
The strategic planning involved in leading a review such as this showcases the variety of approaches that can be taken and by analysing this process, a framework can be considered for similar projects. This type of strategic management requires librarians to fully embrace leadership roles as they look to guide their own service and integrate themselves into the healthcare environment.

2) Examples of digital health innovations in the region include shared care records, telehealth, and online signposting tools.
3) Over the past five years, the region has developed digital health platforms, worked with successful innovators, and evaluated clinical delivery partnerships.
Implementing Patient & Public Involvement in Research: 27.06.2017RDSLondon
This document provides guidance on effective patient and public involvement (PPI) in research. It discusses what PPI is, who can be involved, and how to avoid tokenistic involvement. PPI refers to actively working with patients, caregivers and the public to plan, conduct and disseminate research. Effective PPI ensures research questions reflect patient priorities, methods are appropriate, and findings are disseminated to lay audiences. The document provides examples of how patients can be involved at different stages of the research process and urges researchers to meaningfully incorporate PPI in grant applications.

Towards informed and innovative commissioning, Workshop for LKS October 2013suelb
This document provides an overview of a workshop on commissioning for library and knowledge services. It discusses key topics around commissioning including defining commissioning, understanding customers, gathering evidence, and demonstrating best value. Commissioning aims to allocate resources to maximize health gains for a population. Understanding customer needs is important, as is using a plurality of evidence, including both clinical and non-clinical sources, to make informed decisions. Library services can add value by providing targeted information to support commissioning, and it's important they clearly demonstrate their impact and benefits through metrics like timeliness and client satisfaction.
This document provides an overview of the RDDirect Research Process Flowchart, which outlines 10 key steps in the research process from developing a research question to disseminating findings. It includes links to external resources for each step to provide guidance on issues like reviewing literature, study design, obtaining funding and ethics approval, collecting and analyzing data, and reporting results. The overall flowchart acts as a guide for navigating the research process from start to finish.

8 Surprising Reasons To Meditate 40 Minutes A Day That Can Change Your Life.pptxHolistified Wellness
We’re talking about Vedic Meditation, a form of meditation that has been around for at least 5,000 years. Back then, the people who lived in the Indus Valley, now known as India and Pakistan, practised meditation as a fundamental part of daily life. This knowledge that has given us yoga and Ayurveda, was known as Veda, hence the name Vedic. And though there are some written records, the practice has been passed down verbally from generation to generation.

Cell Therapy Expansion and Challenges in Autoimmune DiseaseHealth Advances
There is increasing confidence that cell therapies will soon play a role in the treatment of autoimmune disorders, but the extent of this impact remains to be seen. Early readouts on autologous CAR-Ts in lupus are encouraging, but manufacturing and cost limitations are likely to restrict access to highly refractory patients. Allogeneic CAR-Ts have the potential to broaden access to earlier lines of treatment due to their inherent cost benefits, however they will need to demonstrate comparable or improved efficacy to established modalities.
In addition to infrastructure and capacity constraints, CAR-Ts face a very different risk-benefit dynamic in autoimmune compared to oncology, highlighting the need for tolerable therapies with low adverse event risk. CAR-NK and Treg-based therapies are also being developed in certain autoimmune disorders and may demonstrate favorable safety profiles. Several novel non-cell therapies such as bispecific antibodies, nanobodies, and RNAi drugs, may also offer future alternative competitive solutions with variable value propositions.
Widespread adoption of cell therapies will not only require strong efficacy and safety data, but also adapted pricing and access strategies. At oncology-based price points, CAR-Ts are unlikely to achieve broad market access in autoimmune disorders, with eligible patient populations that are potentially orders of magnitude greater than the number of currently addressable cancer patients. Developers have made strides towards reducing cell therapy COGS while improving manufacturing efficiency, but payors will inevitably restrict access until more sustainable pricing is achieved.
Despite these headwinds, industry leaders and investors remain confident that cell therapies are poised to address significant unmet need in patients suffering from autoimmune disorders. However, the extent of this impact on the treatment landscape remains to be seen, as the industry rapidly approaches an inflection point.

Evidence based commissioning - now and moving forward
1. Evidence based commissioning -
now and moving forward
Anne Gray, Knowledge Officer, Arden & GEM CSU
HLG Conference September 2016
2. What is commissioning?
• Commissioning is the process of procuring health
services.
• It is a complex process, involving the assessment
and understanding of a population’s health needs,
the planning of services to meet those needs and
securing services on a limited budget, then
monitoring the services procured.
[Faculty of Medical Leadership and Management, 2012]
3. What evidence do commissioners need?
• Scope need
• Data analysis
• Map the current
service
• Proposed service
model and
pathways
• Business case
• Implementation/
monitoring
[http://www.epilepsytoolkit.org.uk]
6. Analysis of items in 4 Knowledge@lerts July 2016
• 20 - “expert” groups (Kings Fund, Nuffield Trust)
• 13 - NHS England/DH/PHE
• 10 - clinical peer groups (Royal College, Diabetes UK)
• 6 – Guidelines/standards (NICE,CQC,NHS Improvement)
• 5 – Local Government Association
• 3 - case studies (CCG board papers, magazines)
• 1 – peer reviewed journals
7. Looking for the evidence
What the research says:
• Commissioners look for themselves or rely on
colleagues, email discussion lists & alerts
• NHS sources are constantly changing and confusing
• Difficult to find commissioning/ management evidence
(exception – public health team)
• Don’t ask the library unless they have had previous
contact
• Library staff also found it difficult
[Edwards 2013, Wye 2015]
8. [Wye et al. 2015, Wilson 2016]
Using the evidence
9. A commissioning librarian
• Service model to help my customer
• Searching skills to identify the plurality of
evidence
• Report formats to meet the business need
10. Lessons learnt – Know your customer
• What is business critical?
• Speak the language
• Understand national and local drivers
• Tailored service
Rather than merely searching for relevant articles,
Anne reflected on the problem areas, searched
for evidence of a range of successful
interventions achieved elsewhere and provided a
new measurable solutions for the CCG to adopt.
This saved me time and added real value and a
new angle of approach. CCG Director
12. Lessons learnt – Synthesis&Summary
• Highlights …with an overview but also a link so you
can do into more depth if interested
• For busy people, as we all are, the snippets are
great as you don’t have to wade through a whole
load of words to understand what the info is about
• Having everything in one email instead of having to
remember where I saw this that and the other!!!
