The European (Digital) Library - Overview and OutlookOlaf Janssen
The European Library (www.theeuropeanlibrary.org) is a multilingual portal offering integrated access to the tens of millions of resources (books, magazines, journals...) of 18 national libraries in Europe. It offers free searching and delivers both digital and non-digital objects. It provides a vast virtual collection of mate-rials from all disciplines. The European Library is currently being expanded with the holdings of the national libraries of the 10 EU New Member States. From September 2006 onwards the remaining EU and EFTA na-tional libraries will be connected to TheEuropeanLibrary.org, bringing the total number of participating na-tional libraries to ±35 by the end of 2008.
In the beginning of 2006 the EC expressed support for The European Library to evolve into a much bigger European Digital Library (EDL), including access to the digital collections of other major cultural heritage institutions, such as museums and archives. The EDL is planned to include the holdings of all European na-tional libraries and a minimum of 2M digital works by the end of 2008. By 2010 the EDL needs to have ex-panded to include collections of archives, museums and other libraries, with a minimum of 6M digital works.
The European Library aims to remain a major player in the European cultural heritage field and is already strengthening its cooperation with other relevant key initiatives, such as MACS, DELOS, MICHAEL, BRICKS and MINERVA.

Cultural heritage embraces resources inherited from the past and offers a great variety of opportunities to the present: monuments, sites and traditions, but also visual arts, cinema, TV and radio archives.
In this framework, the Media of the Euro-Mediterranean region – both traditional and new ones – have to play their role, particularly given the challenges that such issue implies in terms of content production, audiovisual documents preservation and impact of the digital transition as a tool for the safeguard and enhancement of our common heritage.

In December 2004 Google announced its plans to digitise and publish millions of books from 5 prestigious Anglo-American academic libraries by the year 2015. Initiated by French fears that Google's initiative could create a bias towards Anglo-American language and culture, Europe quickly united to mobilise funds for the digitisation, preservation and accessibility of European cultural heritage and the creation of a European Digital Library, including 6M digital works from libraries, muse-ums and archives by 2010.
Today The European Library (TEL) is a multilingual portal offering integrated access to the tens of millions of resources of Europe's national libraries. It offers free federated searching and delivers digital objects - some free, some priced.
The EU stressed that the European Digital Library should not be constructed from scratch, but build on existing initia-tives such as TEL, because TEL has a long history of successfully implementing and using some of the vital ingredients for the European Digital Library. These include A) internal & external collaboration and cooperative organisational networks, B) a technological platform based on creating, maintaining and conforming to common standards in i) data harvesting and ac-cess protocols, ii) metadata and iii) collection descriptions and C) multilingual access.
The reader will 1) learn what it takes to build a pan-European Digital Library, 2) find out about the history and future of this project and C) discover that this a win-win-win project: for its users, for its builders, and for world knowledge.

Making cultural content available for everyone via mass digitisation is still a challenge for the European ALM (Archives, libraries and museums) sector. Most European memory institutions intend to digitise their whole collection and develop projects for the attractive presentation of their online available electronic content.
The creative industry expects content that is ready for remix and reuse even for business purposes. Based on the experiences of the meetings of Member States Expert Group on Digitisation and Digital Preservation the lecture will summarize the main factors that challenge the realization of this aim and outline possible solutions.
I will present the business needs (what creative reuse means), the legal barriers (how existing copyright rules make creative reuse difficult), the memory institutions’ perspective and some landmark projects from all over Europe that makes it clear that there is a light at the end of the tunnel!

History of the Foundation By 1947, as a result of the Second World War and the dissolution of Prussia, parts of the Prussian State's museum and library collections had been destroyed, looted or scattered. In the eastern part of Germany the surviving buildings, most notably those on the Museum Island and the State Library on Unter den Linden, were provisionally re-opened for use. In West Germany some Federal States took over as trustees with temporary responsibility for former Prussian collections. On 25 July 1957 a law was passed establishing the Stiftung Preußischer Kulturbesitz (Prussian Cultural Heritage Foundation), based on the German Federal Constitution which states that, where the Federal interest is greater, the legal succession to former Prussian possessions can be ruled by Federal law. After years of constitutional wrangling between the Federal Government and some individual states, the Foundation was finally able to start work in 1961, with its headquarters in Berlin. Initially, alongside the Federal Government, the Prussian "successor states" of Baden-Württemberg, Berlin, North Rhine-Westphalia and Schleswig-Holstein were members of the Foundation; in 1975 the other West German Federal States also joined. Later, the Unification Treaty allowed for the temporary inclusion of former GDR institutions (Berlin State Museums, German State Library, the Merseburg branch of the GDR Central State Archive). After all the new Federal States joined the Foundation in 1992, a permanent settlement was confirmed in 1994. The Prussian Cultural Heritage Foundation In 2007, the Prussian Cultural Heritage Foundation celebrated its 50th anniversary. The Foundation is one of the world's major cultural organisations. The State Museums of Berlin, the State Library, the Secret State Archives Prussian Cultural Heritage Foundation, the Ibero-American Institute and the State Institute for Music Research, all with their origins in the collections and archives of the State of Prussia, are linked to form a close network for cultural transmission. From the beginning it was scholars and artists rather than princes and kings who gave the collections their distinctive profile. Although individual treasures such as the world-famous Pergamon Altar or the bust of Nefertiti draw the attention, the encyclopaedic range and ordered structure of the collections as a whole reflect an all-embracing interest in education. The preservation and care of the collections, their structure and development, and the continuation of academic and scientific research form the basis for a mediation of cultures with a mission to encourage learning and understanding between different peoples. The Foundation embodies the shared governmental responsibility for culture in Germany. The Federal Government and the sixteen individual states share the legal and financial responsibility, a living manifestation of constitutional reality.

Institutions A closed network for cultural transmission linking: The Staatliche Museen zu Berlin - Preußischer Kulturbesitz (Berlin State Museums - Prussian Cultural Heritage), with 16 separate museums devoted to the ancient cultures of the Mediterranean (Egypt, the Near East, Greece, Rome), to all branches of modern art and culture (paintings, sculpture, graphic arts, applied art, photography, film, video), to the great non-European cultures (India, the Islamic world, East Asia), and to the ethnology of all five continents. Altogether the Berlin State Museums form the largest and most multi-faceted museum complex in Germany, and one of the largest in the world. The Staatsbibliothek zu Berlin - Preußischer Kulturbesitz (Berlin State Library - Prussian Cultural Heritage), with holdings of more than 10 million volumes and 38,600 current periodicals as well as comprehensive special collections of western and non-European manuscripts, music manuscripts, maps and early books. It is the largest and most important universal research library in Germany. The Geheimes Staatsarchiv Preußischer Kulturbesitz (Secret State Archives Prussian Cultural Heritage Foundation) holds some 35,000 metres of archives (including those of the Prussian Central Government, the Household Archives of Brandenburg-Prussia, the historic State Archives of Königsberg in Prussia with the archive of the Teutonic Knights) and a specialist library of around 190,000 volumes. It is a public research institute for the history of (Brandenburg-)Prussia, covering all its historic territories between the lower Rhine and East Prussia. The Ibero-Amerikanisches Institut - Preußischer Kulturbesitz (Ibero-American Institute) is an interdisciplinary center for academic and cultural exchange between Germany and Latin America, the caribbean, Spain and Portugal. It is home to the largest specialist library in Europe for the Ibero-American region. Combining an information center, a research center and a cultural center, the Ibero-American Institute is both a platform for cooperation and a catalyst for intercultural and transcultural dialog.. The Staatliches Institut für Musikforschung - Preußischer Kulturbesitz (State Institute for Music Research - Prussian Cultural Heritage), with the Musikinstrumenten-Museum (Museum of Musical Instruments), comprises a collection of historic instruments from the 16th to the 20th centuries and research departments for the study of instruments, musical acoustics, music theory and music history.

Das Institut für Museumsforschung erbringt Leistungen für die Museen in Deutschland in den Bereichen Forschung, anwendungsorientierte Vermittlung und Dokumentation. Das Institut arbeitet in Ergänzung zu den regionalen, teilweise hoheitlich tätigen Museumsämtern und Fachberatungsstellen der Bundesländer. Es hat keine hoheitlichen Aufgaben im Sinne einer zentralstaatlichen Einrichtung und greift damit nicht in die Kulturhoheit der Länder ein. This declaration recognised the urgent need for Europe to quickly exploit the opportunities of the knowledge-based economy and, in particular, the internet.
