The increasing availability of open Geographic Information (GI) presents a new opportunity for European Private and Public stakeholders, especially SMEs, to extract extra value from Open Data due to the fact that a vast amount of information has direct or indirect spatial references that open up new ways of interpreting it.
The Census Hub Project can be considerated at the moment as the most advanced project where Internet technologies and SDMX solutions for data transmission get together for an ambicious goal: the data dissemination of Census 2011 results.
We analyze the Census Hub architecture, where a central Hub at Eurostat side manage the user interface, transforming all selections made by the user on the screen in an sdmx query. This query is sent to the web service at NSI side, that parses the query and transforms it in an SQL query that can be used with a data base containing census data. Depending on how many countrys are involved in the answer, the hub will query the web service provided for that country. Finally, the Hub receive all answer fron NSI's and build up a final table, putting all answers toghether. The importance of this implementation is that is a completely new system that change completely the way to disseminate and exchange official data among organizations.

Currently, public services are neither user-driven, nor sufficiently sophisticated to support seamless, real-time collaboration between the service consumers and the service providers. They are provided in a rigid, linear manner, without taking into consideration the individual characteristics and needs of each beneficiary. Such traditional public services have not delivered their promised added value or lived up to the expectations of citizens and enterprises for actual cost-effective, one stop-shop provisions.
A Government Service Utility (GSU), or an Interoperability Service Utility (ISU) operating in the Public sector, is a vision of the Internet of the Future, where public organisations, citizens, enterprises and non-profit organizations can collaboratively shape public services at design-time and runtime, in order to be delivered as a utility-like offering at their own ends, to the channels they prefer and in the context and situation they are. As public services increasingly bridge real with virtual life, new value proposition models embracing the Utility Concept shall emerge, enabling a win-win collaboration among many of the stakeholders. Several models of operation of the ISU within the public sector are presented, allowing for the introduction of shared infrastructures in different levels of engagement. The roles that different ISU implementations can play in digital public service creation and provision are contemplated with relevant business models, prescribing little, significant or full outsourcing of operations from the public sector towards private enterprises of all sizes

The modern software delivery process (or the CI/CD process) includes many tools, distributed teams, open-source code, and cloud platforms. Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management.
The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. This talk will present strategies and techniques for providing visibility into the true risk of the existing vulnerabilities, preventing the introduction of security issues in the software, resolving vulnerabilities in production environments quickly, and capturing the deployment bill of materials (DBOM).

As machine learning integrates deeper into human-computer interactions, the concept of epistemic interaction emerges, aiming to refine these interactions to enhance system adaptability. This approach encourages minor, intentional adjustments in user behaviour to enrich the data available for system learning. This paper introduces epistemic interaction within the context of human-system communication, illustrating how deliberate interaction design can improve system understanding and adaptation. Through concrete examples, we demonstrate the potential of epistemic interaction to significantly advance human-computer interaction by leveraging intuitive human communication strategies to inform system design and functionality, offering a novel pathway for enriching user-system engagements.

Neuro-symbolic (NeSy) AI is on the rise. However, simply machine learning on just any symbolic structure is not sufficient to really harvest the gains of NeSy. These will only be gained when the symbolic structures have an actual semantics. I give an operational definition of semantics as “predictable inference”.
All of this illustrated with link prediction over knowledge graphs, but the argument is general.

Urban atlas production cost 2,5 euro/km2 = 25 000 000 euro for Europe
The idea is to build on members reference data process based on the idea of master database (urban, rural and remote areas) and then ExM based on databases at regional level (1:100 000-1:250 000). Regional level database would then be generalized to Global database 1:1000 000. NMCAs would provide reference data services providing administrative boundaries, hydro, transport, other topographic data, addresses, buildings, DEMS, Landcover, Geographical Names and Ortho based on ExM/INSPIRE specifications. EG would make a edge-matched database at regional level and global level covering Europe. These datasets would be connected to user datasets like ECRINS, Urban Atlas, Corine Land Cover, Point of Interests, Statistical (part of current EBM), commercial datasets like Teleatlas/Navtech roaddata. EG/NMCAs would provide common services for European Infrastructure like Edge-matching service (based on multiple representation boundary database), quality evaluation service, co-ordinate transformation service, view and download service, EGN+ address location service + number of registry services. INSPIRE Commission service + GMES Reference data sercvices would use the reference data services based on NMCAS for maintaining and updating their reference data. Commercial service integrators would provide data for mass-market applications.
