i-SCOPE delivers an open source toolkit for 3D smart city services based on 3D Urban Information Models
(UIM), created from accurate urban-scale geospatial information. The smart services proposed address the
following three scenarios: 1) Improved inclusion and personal mobility of aging people and diversely able
citizens; 2) Energy dispersion & solar energy potential assessment; 3) Noise mapping & simulation.
In recent years, the European Commission and EU countries have set up numerous large-scale pilot projects to contribute to the digitisation of the energy industry across Europe and beyond.
The most important goals of this endeavour are reaching a common energy data space to facilitate infrastructure planning and monitoring, empowering citizens by providing them with tools for participation in energy markets, supporting research and development of digital solutions, improving cybersecurity of the energy sector, and supporting the adoption of climate-neutral solutions for the ICT sector.

A Web of Things Based Eco-System for Urban Computing - Towards Smarter CitiesAndreas Kamilaris
Environmental awareness and knowledge may help people to take more informed decisions in their everyday lives, ensuring their health and safety. The Web of Things enables embedded sensors to become easily deployed in urban areas for environmental monitoring such as air quality, electromagnetism, radiation, etc. In this presentation, we propose an eco-system for urban computing which combines the concept of the Web of Things, together with big data analysis and event processing, towards the vision of smarter cities that offer real-time information to their habitants about the urban environment. We touch upon near real-time web-based discovery of sensory services, citizen participation, semantic technologies and mobile computing, helping people to take more informed everyday decisions when interacting with their urban landscape. We then present a case study where we demonstrate the feasibility and usefulness of this eco-system to the everyday lives of citizens.

Up to €67.4 million is foreseen from the 2020 CEF Telecom Work Programme for grants managed by INEA in the area of Generic Services. The grants under CEF Telecom helped European public administrations and businesses to hook up to the core platforms of the digital services that are the object of the calls.
In particular, €5 million was made available in 2019 and €3 million in 2020 for projects oriented towards 'Open Data' management.
GreenMov, ODALA and INTERSTAT have developed services and products that can be easily adopted by public administrations and beyond thank to the funding of CEF programme target on Open Data

analysis of big datasets stemming from social networking (SN) sites and Internet of Things (IoT) devices,
collected by smart city applications and socially-aware data aggregation services. A large set of city
applications in the areas of Participating Urbanism, Augmented Reality and Sound-Mapping throughout
participating cities is being applied, resulting into produced sets of millions of user-generated events and
online SN reports fed into the RADICAL platform. Moreover, we study the application of data analytics such
as sentiment analysis to the combined IoT and SN data saved into an SQL database, further investigating
algorithmic and configurations to minimize delays in dataset processing and results retrieval.

We touch upon near real-time web-based discovery of sensory services, citizen participation, semantic technologies and mobile computing, helping people to take more informed everyday decisions when interacting with their urban landscape. We then present a case study where we demonstrate the feasibility and usefulness of this eco-system to the everyday lives of citizens.

Up to €67.4 million is foreseen from the 2020 CEF Telecom Work Programme for grants managed by INEA in the area of Generic Services. Abstract: In this paper we present a SOA (Service Oriented Architecture)-based platform, enabling the retrieval and
analysis of big datasets stemming from social networking (SN) sites and Internet of Things (IoT) devices,
collected by smart city applications and socially-aware data aggregation services. A large set of city
applications in the areas of Participating Urbanism, Augmented Reality and Sound-Mapping throughout
participating cities is being applied, resulting into produced sets of millions of user-generated events and
online SN reports fed into the RADICAL platform. Moreover, we study the application of data analytics such
as sentiment analysis to the combined IoT and SN data saved into an SQL database, further investigating
algorithmic and configurations to minimize delays in dataset processing and results retrieval.

This approach encourages minor, intentional adjustments in user behaviour to enrich the data available for system learning. This paper introduces epistemic interaction within the context of human-system communication, illustrating how deliberate interaction design can improve system understanding and adaptation. The modern software delivery process (or the CI/CD process) includes many tools, distributed teams, open-source code, and cloud platforms. Constant focus on speed to release software to market, along with the traditional slow and manual security checks has caused gaps in continuous security as an important piece in the software supply chain. Today organizations feel more susceptible to external and internal cyber threats due to the vast attack surface in their applications supply chain and the lack of end-to-end governance and risk management.
The software team must secure its software delivery process to avoid vulnerability and security breaches. This needs to be achieved with existing tool chains and without extensive rework of the delivery processes. This talk will present strategies and techniques for providing visibility into the true risk of the existing vulnerabilities, preventing the introduction of security issues in the software, resolving vulnerabilities in production environments quickly, and capturing the deployment bill of materials (DBOM).

• Data driven green and just transition (Municipality of Milano): with SPOTTED, Milano plans to develop a data platform to
analyze and predict urban, social, and economic impacts of green transformation initiatives. The platform will serve as a
practical policy-making asset, as it will provide machine learning tools to assess, plan, and develop sustainability programs
such as ForestaMI, the Milan building regeneration plan, or the municipal de-sealing action;
• Monitoring sustainability of tourism and urban planning (Helsinki): the pilot in Helsinki focuses on identifying the green areas
out of the satellite imagery at the city level. This information is used to create two data products, one for monitoring the
sustainability of nature tourism and one for maintaining the green index indicator in support of urban planning;
• Monitoring urban regeneration strategies (Municipality of Napoli): the Naples pilot project focuses on the use of satellite
images to create multi-temporal and multi-parameter thematic maps for a thorough analysis of the starting point of the actions
and for a constant and continuous monitoring of the achievement of the identified objectives.

• TLC will be the coordinator of the proposal. It will take care of the correct achievement of
the project objectives and contractual commitments.
• FVH, CDM and CDN, the Finnish and Italian Public Administrations involved in the
project , will have the main role of: (i) providing the requirements for the services, related
to green transition and sustainable urban planning, to be developed during the project
execution; (ii) providing local data to leverage on (e.g. open data, IoT data, urban plans,
cartographies). They will also support the validation of the defined/implemented services
in their territory and provide proof of service replicability and cross-border capability.
• ENG will be the technical coordinator of the project; it will be in charge of (i) defining the
overall SPOTTED framework design, including integration requirements definition to
achieve a full interoperability among external systems, in primis the European Open
Data Portal, and internal assets provided by all the technical partners involved (in
particular CEF Context Broker building block and spatial technologies) . ENG will be also
involved in the exploitation and business sustainability activities.

liability, by committing to an Open Source model. FF will also bring its

They will bring their technical assets facilitating the (re)use of spatial data,
supporting the PAs involved in taking advantage of it. They will lead the pilot
activities on the field during the project and, as SMEs, will be fully involved in
the exploitation plan design and implementation.

analyse what’s happening in their organisation.

The project will mainly contribute into the analysis of innovative ways for (a) designing service models for public administration processes, mainly demand-driven (i.e. cases where service providers and the users of services, such as citizens and organizations, are the key actors), and (b) by bottom-up supply (e.g, through civil servants, front-line workers, or third parties) that promotes the voluntary and active participation of society in the transformative efforts of public administrations.
