  • Working with you because working together we are stronger
  • European Location Framework and how it related to e-government and INSPIRE

    1. 1. HOW EUROPEAN LOCATION FRAMEWORK (E.L.F.)RELATES TO EGOVERNMENT AND INSPIREAntti Jakobsson Programmes Manager, EuroGeographicsINSPIRE Conference 24th June 2012 O O L N C I A T
    2. 2. What is EuroGeographics?• A not-for profit international association under Belgium law (AISBL)• 56 national mapping, land registry and cadastral agencies in 45 European Countries• Working to bring interoperable European geospatial reference data for the benefit of society• A distributed head-office of 10 people• Experience in making interoperable datasets for 20 years
    3. 3. What we have learnt in ESDIN… Understand your users’ needs! • In ESDIN we found important to understand the users’ process • This understanding is best achieved by involving users to the project
    4. 4. Cross-border interoperability requires agreements withmany partners• Data Policy is a key issue• A harmonized policy is a dream that can not be achieved• Modular approach to handling licenses -> GeoProduct Finder• Resolve first policy then technical issues will be resolved• Consider legal basis
    5. 5. ESDIN results – www.esdin.eu (and videos in Youtube)• An understanding of user requirements• Harmonised specifications for data• Transformation rules and services• A comprehensive quality assurance approach, including automation of quality evaluation services• Generalisation rules and services• A modular approach to pricing and licensing and a Geo Product Finder• A more efficient way of gaining access to the data – Federations authenticated by Shibboleth• Tools for testing the infrastructure• Proposals and tools to manage maintenance and updates• A solution to technical architecture.

    7. 7. Why we need the European Location Framework Today After -Access to NSDI data is mostly national - Access possible for -Only global players provide easy access to geographic data National, European and -NSDI data is not used for the European Global use (E.L.F policy decision making platform) -use of INSPIRE data services is ? -common tools not co-ordinated - SME applications easy (Quality, Generalization, Edge- to connect matching, Change management, Visualization) - NSDI data is used for European policy decision making - INSPIRE services utilized - Common tools (in the cloud)
    8. 8. The European LocationFramework is a technicalinfrastructure which deliversauthoritative, interoperable,cross-border geospatialreference data for analysingand understandinginformation connected toplaces and features Picture: Virginie LuppensEU Location Framework will provide the political/policy context to the E.L.F BASED ON BEST PRACTICES OF NATIONAL MAPPING AND CADASTRAL AGENCIES, INDUSTRY AND ACADEMIA
    9. 9. • Policy drivers • eGovernment (Programme on interoperability solutions for European public administrations, ISA) • Digital Agenda • INSPIRE • GMES,SEIS • PSI • International (UNGGIM, GEOSS) Source: EuroGeographicsIt is for EUROPE – JOINING NATIONAL GEOINFORMATION TOGETHER
    10. 10. Content and Services • E.L.F Global and Regional (EuroRegionalMap, EuroGlobalMap) • E.L.F Admin Regional (EuroBoundaryMap) and National • E.L.F international boundaries for edge-matching • E.L.F Raster Basemap Service (Regional to National) • E.LF Cadastral (Regional and National) • E.L.F Geolocator (names, address and admin) • E.L.F Hydro, Transport, Buildings
    11. 11. The proposed ELFI projectProject proposal send to theCIP ICT PSP call• 36 months project• 30 partners• Implementation of the E.L.F• Three phases
    12. 12. The planned E.L.F. coverage at National Level throughproposed ELFI project Not available Phase I Global and Regional Phase II Cluster areas / 15 data providers Phase III New cluster areas /NSDIs Note Phase I covers also phase II countries Phase III covers also phase I and II countries
    13. 13. EDGE-MATCHED AT NATIONAL BOUNDARY, QUALITY CHECKED,IT IS A FRAMEWORK IDENTIFIABLE,THAT MAKES MULTI-LEVELEUROPE UNITED BY GEOSPATIALGEOINFORMATION REFERENCE INFORMATION DISCOVER- LICENSE- AUTHENTICATION- ACCESS
    14. 14. How E.L.F relates to eGovernment and INSPIRE• Most of the issues we have to solve at European level are similar that have to be solved at National eGovernment level • For example integration of data from many sources • Quality Assurance • Edge-Matching• INSPIRE sets the basis but is not enough both at National and European Level • Need for co-ordination at European Level but also at national level • Agreements needed both European and National Level -> EIF/ISA/eGovernment
    15. 15. Together we are stronger Working together we can achieve much more than working apart Thank you!
