Is Europe ready for cognitive technologies? [Andrew Stirling] Keith
Andrew Stirling presents his insights from cognitive technologies in terms of the larger European context. This presentation also covers recent and ongoing trials in the U.S and Scotland.
Will OneWeb continue as a potential global satellite network after chapter 11?
This paper looks at what we can learn from previous chapter 11 filings such as ICO and Iridium. It notes that the regulatory ITU filings are not via the US administration. The UK and France control the ITU filings as notifying admins - so their attitudes will be key - and likely not bound by US chapter 11 decisions. This was the case with ICO having its filings revoked by the UK.
The paper also looks at what the current constellation of 74 satellites might offer to consumers and how many more satellites might be required (perhaps 300 in total?) to offer consumer grade service in the US.
The paper also looks at who the creditors are - nearly 90% from European companies and some European governments being significant creditors indirectly. This may suggest an option to have the network upgraded and used to provide rural broadband coverage for public policy objectives (perhaps in Northern Europe initially).

The presentation looks at how expensive it might be to deploy a full wide-area 5G network and how spectrum auction fees relate to that. It also looks at what can be done to encourage mobile coverage in rural areas where there is no commercial incentive.

Technological advances and the increased allocation of electromagnetic spectrum for advanced communications have produced a wave of new electronic and digital devices
that communicate wirelessly. As a result, product manufacturers are increasingly abandoning wired communications interfaces in favor of wireless technologies that offer greater user mobility without compromising transmission speed and accuracy. But obtaining worldwide regulatory approval for products with integrated wireless modules is a complex process.
In the European Union (EU), compliance with the essential requirements of the EU’s directive on Radio & Telecommunications Terminal Equipment (also known as the R&TTE Directive) is required for all wireless transmitters, including wireless modules integrated into end host devices. Ensuring compliance with the Directive’s essential requirements is the legal obligation of any party that seeks to import or sell such devices in the EU. However, unlike regulations in the United States that require manufacturers to obtain approval either from the FCC or an FCC-approved telecommunications certification body (TCB), the EU approval process for wireless modules offer manufacturers some flexibility in their chosen method for demonstrating compliance, including the ability to self-declare compliance with the applicable harmonized standards.
This white paper from UL is discusses the key regulatory compliance and approval issues facing manufacturers and importers of host devices with integrated wireless modules. This paper provides information on the regulations regarding the sale of host devices with integrated wireless modules in the EU and guidance on how to efficiently navigate the Union’s regulatory approval process.

14. Geolocation databases
• Under the R&TTE, GLDB is a component, similarly to
software component
– It has an interface to WSD, that is a radio equipment
• In the case of interference, end user must not be liable
– In the absence of HS, the NRA needs to find a single
entity that the responsibility lies with
• Harmonised standard removes the ambiguity through
having a regulatory status that the manufacturers can
refer to
– GLDB-to-WSD interface falls under the HS for RRS
• How to manage device circulation in the EU?
– Master WSD has to connect to relevant GLDB

• Country borders are areas where different
regulatory requirements meet
– Bilateral coordination sets the limits
– GLDB in one country has only information
on the regulatory requirements of that
country
– Interoperability in providing full
information to a device is important
• This applies both to the GLDB-to-WSD (under
HS) and GLDB-to-GLDB interface
