morality
How to define ethics ?
 Ethics (also moral Philosophy) is a branch of philosophy
that addresses question about morality- that is, concepts
such as good and evil, right and wrong, virtue and vice,
justice etc.
 Traditionally, normative ethics (also moral theory) is the
study of what makes actions right and wrong. These
theories offer an overarching moral principle one could
appeal to in resolving difficult moral decisions.
Essence of ethics?
Set of values
 Beliefs about what is very important in life.
 Beliefs about what is right or wrong.
 Something accepted as guiding principles of life.
How do values and beliefs take hold on us ?
 In childhood
- instilled by parents.
-instilled by Society.
 Not easy to Change
 Growing experiences take to get introduced to new views
& Values.
 Religion and cultural Perspective help foster values and
beliefs too.
Defining ‘Ethics’ in other words
 Sets of formal and informal standards of conduct
that people use to guide their behavior at work.
These standards are partly based on core values such
as honesty, respect, and trust but they also can be
learned directly from the actions of others.
 Ethics are about making choices that may not always
feel good or seem benefit you but are the ‘right’
choices to make.
What is morality?
 In its descriptive sense, morality refers to personal or
cultural values, codes of conduct or social values that
distinguish between right and wrong in the human society.
 In its normative sense, morality refers directly to what is
right and wrong regardless of what specific individuals
think. It could be defined as the conduct of the ideal moral
person in a certain situation.
Basic elements of moral values?
 Moral values and beliefs are that help us determine
what is right or wrong and that dictate us as how we
as individuals should behave.
 We say that our conscience delineates between right
and wrong regardless of what the law/ regulation
indicates ought to be done.
Relation between ethics and morality.
 Ethical and moral values are the principles to control
and/ or influence our behavior.
 So ethics and morality virtually form part of our
everyday lives.
 Each day we wake up to some ethical and moral
values and beliefs as they are the ‘rules’ that govern
us.
What do we understand by ‘Integrity’?
Integrity means-
 The quality of being Honest.
 Having strong moral principles.
How values take roots?
 Individual experiences of values and beliefs stem
from the personal point of view, a cultural
Perspective all the way to an organizational
perception.
Concept of golden rules
 In our culture we teach the ‘Golden Rule’ Which
states that one should treat others as on wants to be
treated.
 Some cultures may not agree with this sentiment and
that is when you must use your moral judgment to
avoid falling into the ‘when in Rome, do as the
Romans’ trap.
Role of Ehics and morality in administration......
 If there is one principle that is fundamental to ethics
and morality in administration, it is the principle of
doing the right things, the principle of justice.
 The basic principle that the responsibility of those in
governance is to protect and promote goodness. This
is because it is only by doing so we can help all
citizens get equal opportunities and the weak not
exploited and harassed by the strong.

 -Values are the fundamental principles that are
essential for a good, orderly society.
 Practicing those values in terms of code of
conducts gets translated into morals or ethics
Role of ehics and morality in administration ---
 As values of society remain the same, ethics also in
principle remains constant. This is the underlying
dynamism of ethics in public administration .

 So faster growth is not just a consequence of
appropriate economic policy, savings rate , human
capital and fiscal deficits, but , somewhat
surprisingly, the level of honesty in the citizenry.
Role of ethics and morality in administration –
 If something happens in the domain of corruption
and dishonesty ,each act hurts the nation or the
community that one belongs to, but since that hurt
does not enter the individualistic calculations
(especially so when the individual is selfish) people
tend to overindulge in corrupt and untrustworthy
activities .

 It is significant to note that nations where people are
habitually more honest, will tend to get more
investment trade and business.
 Many scholars direct their advice at the government
or to politicians to act in certain responsibilities . But
the very core element of the desired responsibilities
is the role of trust and justice.

 We realize how values can lead to evolution of codes
of ethical conduct. In the context of public admn
what will be these values? The first of course is the
concept of righteous behavior. When the British
came and we inherited the British system of
administration, we became familiar with the concept
of the rule of law. The rule of law in nothing but the
rule of equality and justice.
Role of ethics & morality in administration…
 If we commit to establishing good governance, we
must try to shape our conduct and system in such a
way that the principle of rightness or law is also
established. In our democratic system we will be able
to establish the rule of law only if we can also ensure
that law makers do not become law breakers, or law
breakers do not become law makers.

 So the civil servants as well as the political executives
are jointly responsible for the well being of the state
and her populace.
 Hence arises the necessity of moral and ethical
patterns of their professional practices.
 In an welfare state everyone is expected not to
indulge in immoral and unethical practices
whatsoever.
