NEW FEDERAL CLEAN SCHOOL BUS PROGRAM (CSBP)
In November 2021, Congress passed the bipartisan
Infrastructure Investment & Jobs Act, including a record
$5 billion to replace older, polluting school buses with
cleaner and electric school buses.
That includes $2.5 billion in dedicated, standalone
funding for electric school buses (ESBs) and another
$2.5 billion for electric and low-emissions school buses.
Last month, EPA began releasing details about the
Clean School Bus Program and the first round of
rebates.

CSBP REBATE OVERVIEW
● Who can apply?
○ School districts, charter schools, Tribes, non-profit
school bus associations, and school bus
dealers/manufacturers
● What’s covered?
○ Cost of ESBs and chargers almost entirely covered, up
to 25 ESBs per fleet: a transformational opportunity!
○ Upgrades needed by utility will not be covered - start the
conversation with your utility today!
● How will it work?
○ Lottery to obtain funding: apply May - August
○ Priority for certain applicants
○ Two years to obtain ESBs, dispose of old buses

PRIORITIZED APPLICANTS
● The Bipartisan Infrastructure Law allows
EPA to prioritize certain applicants
including:

& low-income areas
Rural school districts
Tribal school districts
Note: Charter schools and other eligible
applicants can “self-identify” as a priority
applicant if 20% or more students are living
in poverty in the area

REBATE DETAILS
● Application will be short & online; must list older
buses to be replaced
● Scrappage is required for replaced bus:
○ 2010 and older model year buses must be
scrapped
○ If no 2010s or older in fleet, 2011 or newer
may be scrapped, sold or donated
○ Fleets have two years to dispose of replaced
buses
● Funds will be transferred upfront, before purchase
● EPA hopes to fund ESBs in each state & territory,
provided there are eligible applicants
3 STEPS: REGISTER, PLAN, APPLY
1. Register - Create a SAM.gov account
○ Important to do this ASAP, as an
active account is needed to apply
2. Plan - Determine number & type of
buses to be purchased/replaced
3. Apply - Complete online rebate
application before August
*In the meantime, start talking with your
utility about the ESB transition process!*
WHAT HAPPENS AFTER YOU APPLY
1. Continue planning while you wait (with utility,
community partners)
2. EPA will notify you of award or waitlist status
~Oct 2022
3. Winners can begin ordering ESBs once
officially selected
4. Waitlisted districts can prepare for the next
funding opportunity

OTHER FAQS/ THINGS TO KNOW
● If school district has contracted private
transportation, district can apply on behalf of private
company
● School bus dealers and/or manufacturers can apply
on behalf of school district or private company
● New buses must be used in school district for at
least 5 years
● 2011 and newer buses can be replaced but only
with electric
● There will be more funding opportunities over next
five years– rebates, grants, etc.

1. Register for SAM.gov account (as an organization)
5. Winner orders buses, works with utility (Apr 2023)
3. Apply online (May-Aug)
4. EPA conducts lottery & notifies winners (Oct 2022)
2.Talk to utility & community partners
6. EPA pays winner rebate amount up to maximum
7. Winner receives ESBs, installs chargers
8. Winner disposes of replaced buses within 2 years
9. Winner submits close-out form by Oct. 2024

EPA Clean School Bus Program Explained

NEW FEDERAL CLEAN SCHOOL BUS PROGRAM (CSBP) In November 2021, Congress passed the bipartisan Infrastructure Investment & Jobs Act, including a record $5 billion to replace older, polluting school buses with cleaner and electric school buses. That includes $2.5 billion in dedicated, standalone funding for electric school buses (ESBs) and another $2.5 billion for electric and low-emissions school buses. Last month, EPA began releasing details about the Clean School Bus Program and the first round of rebates. Department of Transportation, Department of Energy, and other agencies have the opportunity to provide ESB funding beyond the $5 billion allocated to EPA Source: STN

CSBP REBATE OVERVIEW ● Who can apply? ○ School districts, charter schools, Tribes, non-profit school bus associations, and school bus dealers/manufacturers ● What’s covered? ○ Cost of ESBs and chargers almost entirely covered, up to 25 ESBs per fleet: a transformational opportunity! ○ Upgrades needed by utility will not be covered - start the conversation with your utility today! ● How will it work? ○ Lottery to obtain funding: apply May - August ○ Priority for certain applicants ○ Two years to obtain ESBs, dispose of old buses Image credit: Katherine Roboff

PRIORITIZED APPLICANTS ● The Bipartisan Infrastructure Law allows EPA to prioritize certain applicants including: Source: EPA High-need school districts & low-income areas Rural school districts Tribal school districts Note: Charter schools and other eligible applicants can “self-identify” as a priority applicant if 20% or more students are living in poverty in the area
  • 7. MAXIMUM REBATE AMOUNTS Table source: EPA Winners are responsible for any costs beyond maximum rebate amounts Maximum Infrastructure Funding Amount Maximum Bus Funding Amount per Replacement School Bus
  • 8. REBATE DETAILS ● Application will be short & online; must list older buses to be replaced ● Scrappage is required for replaced bus: ○ 2010 and older model year buses must be scrapped ○ If no 2010s or older in fleet, 2011 or newer may be scrapped, sold or donated ○ Fleets have two years to dispose of replaced buses ● Funds will be transferred upfront, before purchase ● EPA hopes to fund ESBs in each state & territory, provided there are eligible applicants
  • 9. 3 STEPS: REGISTER, PLAN, APPLY 1. Register - Create a SAM.gov account ○ Important to do this ASAP, as an active account is needed to apply 2. Plan - Determine number & type of buses to be purchased/replaced 3. Apply - Complete online rebate application before August *In the meantime, start talking with your utility about the ESB transition process!*
  • 10. WHAT HAPPENS AFTER YOU APPLY 1. Continue planning while you wait (with utility, community partners) 2. EPA will notify you of award or waitlist status ~Oct 2022 3. OTHER FAQS/ THINGS TO KNOW ● If school district has contracted private transportation, district can apply on behalf of private company ● School bus dealers and/or manufacturers can apply on behalf of school district or private company ● New buses must be used in school district for at least 5 years ● 2011 and newer buses can be replaced but only with electric ● There will be more funding opportunities over next five years– rebates, grants, etc.
  • 12. APPLICATION PROCESS RECAP 1. Register for SAM.gov account (as an organization) 5. Winner orders buses, works with utility (Apr 2023) 3. Apply online (May-Aug) 4. EPA conducts lottery & notifies winners (Oct 2022) 2.Talk to utility & community partners 6. EPA pays winner rebate amount up to maximum 7. Winner receives ESBs, installs chargers 8. Winner disposes of replaced buses within 2 years 9. Winner submits close-out form by Oct. 2024
