This document discusses filter bubbles and framing, and their relationship to the self-affirming dynamics of technologies. It covers how personalized filtering can lead to issues like a decline in public discourse. It also discusses Heidegger's concept of clearing and how technologies can frame our understanding of reality in ways that become static. Local framings by media infrastructures are analyzed, with a focus on whether they allow for questioning of the framing or tend towards stagnation. The document concludes by connecting these ideas to the self-affirming nature of technologies.

This document discusses signal detection and classification techniques in cognitive radio systems. It begins with an introduction to cognitive radio and the importance of spectrum sensing. It then reviews several existing spectrum sensing techniques, including matched filter detection and energy detection. The key focus is on cyclostationary feature detection, which exploits the periodicities in signal statistics. The document proposes combining cyclostationary analysis with support vector machines for signal detection and classification in cognitive radios. It describes selecting spectral coherence characteristic parameters and choosing the optimal kernel and parameters for the support vector machine classifier. Performance analysis is provided over Gaussian and IEEE 802.22 WRAN channels. The proposed approach is found to be more effective than other classifiers like binary decision trees and multilayer perceptrons,

Information Literacy: Working Outside the Curriculum to Work Your Way InAmanda Binder
The librarians developed a series of drop-in library workshops and tours to reach more students, especially online and transfer students, after research found many were not utilizing library resources. They started with one general workshop and expanded the offerings over time, adding separate online/on-campus materials and subject-specific sessions. Surveys found students found the sessions helpful for learning library services and most had not received prior instruction. Based on feedback, activities were added and the librarians will partner with a Freshman Seminar course in the fall.
WorldCat Local Lists is a tool that helps faculty connect students to library resources through course-specific lists. It allows faculty to centralize required readings and other course materials. Students can use the lists to find resources for assignments and create lists of their own potential sources. The lists provide direct access to online resources and interlibrary loan requests. Faculty report that the lists make it easier to direct students to materials and collect sources from different databases in one place. The tool is being tested in the spring 2012 semester and some faculty are having students create lists of potential research sources.
The document summarizes key implications of the NHS Next Stage Review for rural areas in England. It notes that the review's focus on centralization, choice, and marketization could disadvantage aging rural populations who value access to local services over choice. Centralizing some specialized services to populations of 1-2 million risks increasing travel burdens for rural patients and compromising follow-up care. The review also fails to consider higher costs of delivering services in rural communities and different quality thresholds that ensure patient safety over strict volume requirements.
The document discusses two things that are missing from the Darzi report on the NHS: 1) A focus on nursing as the essence of care delivery, and developing nursing leadership. 2) A focus on team managers, who are often nurses, and empowering them to effectively lead and motivate staff to improve patient experience. The document argues these two areas are what can truly deliver personalized, dignified care, but they were not adequately addressed in the Darzi report.
This document provides an overview of time-series analysis techniques. It defines the components of a time series as trend, seasonal variation, and cyclical variation. Smoothing techniques like moving averages and exponential smoothing are described to reduce random fluctuations and expose patterns. Methods for separating out the trend, seasonal, and cyclical components are outlined, including linear regression for trends and calculating seasonal factors. The goal of time-series analysis is described as describing historical patterns and making forecasts by projecting patterns into the future.

This paper analyzes exchange rate behavior across 154 exchange rate arrangements between 1970-1999 to assess if countries' official labels match their actual practices. The authors find that countries claiming to float their currencies do not actually float and there is widespread "fear of floating." Countries classified as freely or managed floating resemble non-credible pegs. The supposed "demise of fixed exchange rates" is a myth, as fear of floating persists even in developed countries. The authors present a framework explaining why countries fear floating and large exchange rate swings.
