Dr. Kathi Bailey, TIRF President and Professor at the Monterey Institute, discusses the role English plays in the 21st century global knowledge economy at the Association of Binational Centers of Latin America, Cali, Colombia.
This document summarizes a paper presented at the 8th International Conference on Language and Development in Bangladesh in 2009. The paper explores the importance employers in Bangladesh place on English language skills when hiring. It finds that English ability is often used as a screening mechanism in recruitment and is considered a prerequisite for employment, especially in government jobs and organizations that work internationally. While English skills can provide opportunities, they also function to exclude many without access to English education. The paper examines literature showing graduates in other countries also struggle in jobs requiring English communication skills.
English is important for engineers for several reasons: it is the universal language used in many professional fields globally; most scientific publications and engineering materials are in English; and it allows engineers to work anywhere in the world. Specifically for industrial engineers, English is critical because about two-thirds of engineering literature is published in English, so they need to understand publications to excel; and within companies, processes and machinery often have English instructions that engineers must understand to do their jobs properly without error.

The document discusses proposals to boost engineers' careers in Malaysia's food manufacturing industry in order to meet the country's Transformasi Nasional 2050 development plan. It identifies that there is currently a lack of experienced engineers in the food manufacturing sector due to unpopular degree programs and work-life balance issues. This can negatively impact productivity growth and food quality. Proposals suggested include obtaining advanced degrees or certifications, working overseas, adopting lean manufacturing practices, collaborating with foreign industries, showing appreciation for engineers, and running career promotion campaigns to attract more people to the field. Boosting engineers' careers is important to address skills shortages and meet development goals.
