 Energy is the most important topic in modern life, and 
it becomes a new challenge due to the great demand 
for it , since the available sources are about to end. 
 So we should find a new sources the take the place of 
the old one ,, tthheerreeffoorree aa nneeww tteecchhnnoollooggiieess sshhoouulldd bbee 
developed. 
 But this development needs time , this means that we 
should do something to keep the presented sources 
available for more time 
 This take us to our concept which is Energy Efficiency
 According to IEA – International energy agency – the 
term Energy Efficiency is defined as : 
“ The level of energy consumption to provide a given 
service include both technical and non-technical 
ffaaccttoorrss ””.. 
 technical and non-technical factors are understood 
through a question a light bulb is used less, or a less-energy 
consumption light bulb is used.

 Although energy efficiency have a great benefits but it 
has a some disadvantages – costs- which can be 
summarized in rebound effect. 
 Rebound effect can be explained as not accept the 
same service with lloowweerr eenneerrggyy bbuutt tthhee ttrreenndd ttoo 
increase services delivered. 
 There are three types or ways of the rebound effect 
1. Direct 2. Indirect 3. Macroeconomic or 
economic-wide 
that can be explained by the following example
The table explains the types of rebound effect such 
that: 
 The direct one the consumer and produce try to 
increase his consumption or production using 
proceeds of energy savings
 Indirect rebound : the money saved from energy 
efficiency is used for other goods that not necessarily 
have a benefits for the public. 
 Macroeconomic : increase the needs on other goods 
and services that may cause more energy consumption 
compared to no energy efficiency applied.
 The energy problem is one of the most important 
problems that faces our country , since there is an 
increasing in the demand due to rapid increase in 
population by about 3.1% as in official reports. 
 In number language from 2004-2008 the energy 
consumption of the kingdom increased by 12% as well 
as the electricity consumption increased by 42%
 As shown in the above figure that the consumption of 
electricity is increasing , the National Energy Strategy 
was developed to reduce the cost of energy and suggest 
some solution that are : 
Renewable eenneerrggyy pprroojjeecctt aanndd EEnneerrggyy EEffffiicciieennccyy 
programs. 
Oil shale as an alternative source of power generation. 
Nuclear power for electricity generation.
1. Create an Energy Efficiency Fund to support the various 
programs and initiatives focused on reducing market 
demand and increasing renewable energy production. 
2. Increase public awareness of energy efficiency 
3. Provide financial incentives to energy-efficient and 
renewable technologies such as tax breaks and custom 
duties exemptions 
4. Establish an energy efficiency award program
5. Develop and enforce energy efficiency building codes 
such as thermal insulation. 
6. Develop certification programs for residential buildings. 
7. Promote the use of energy efficient lighting in all public 
buildings. 
8. Implement energy efficiency programs in the transport 
sector such as reducing custom duties on smaller engines 
and Hybrid cars that uses alternative fuels
1. Tariff policy 
2. Legislations 
3. Awareness and Training. 
4. Financial Policies
 As we see the energy efficiency is a great concept with 
includes a great benefits in its application. 
 We can solve the rebound effect with the some policies 
that focus mainly on the direct type of it. 
 In Jordan as we sseeee tthhee aapppplliiccaattiioonn ooff NNEESS hhaass ccoommee 
with great benefits – hypothetically- and so it will 
make some jump in our working for improve energy 
sector in Jordan in addition also to other projects like 
the renewable energy and the nuclear power.
