The paper investigates the possibility, first suggested by Avinash Dixit and Mancur Olson (2000), that the Coase Theorem may be inconsistent with natural notions of voluntary participation. Retaining Dixit and Olson’s denotion of voluntariness, we consider bargaining over the provision of club goods. Although property rights are well dened and there are no transaction costs, we provide examples in which the unique equilibrium outcome is inefficient under a variety of bargaining protocols. The reason is that some agents may profit from not participating at the club good provision stage, but instead negotiate access ex post.

They are the abilities employers deem necessary for today’s knowledge workers and graduate success (HEA UK, 2013). The National Framework for the Enhancement of Teaching and Learning in Higher Education identifies ‘Student Success’ as:

The Graduate Attribute agenda is key to fulfilling this promise to its students by Dundalk Institute of Technology, and this report outlines the results of our research with the goal of establishing our own graduate attribute framework. The Department for Business, Innovation & Skills hosted ‘Graduate Talent Pool’ Internship
scheme is designed to help match the skills business require with those offered by new and
recent graduates with a view to providing real work experience. The Foreign and
Commonwealth Office (FCO) participated in this scheme in 2012. Against a very
competitive field of over 1,300 applications, Jamuna Murphy secured an 11-month fixed
term Training Contract at the FCO from autumn 2012.
Graduates were placed into a variety of tailor-made training roles across the FCO, offering
them opportunities to develop project, financial, event management and policy skills. They
were also invited during their placement to support a range of high profile FCO and central
government activities; such as the 2013 G8 summit in Northern Ireland; the FCO’s annual
Leadership Conference; the FCO response to international crises, and Civil Service wide
corporate events.
As well as supporting FCO Directorates in the UK, some of the graduates participated in
overseas visits to our embassies, high commissions and delegations to international
organisations, such as NATO and the United Nations.
The graduates formed a cohesive unit right from the start to help advance their personal
and corporate learning and development. They were also proactive in creating a supportive
social network and established themselves as a FCO alumni group.
Feedback from managers across the FCO throughout the placements has been wholly
positive, with Sir Simon Fraser, Permanent Under Secretary and Head of the Diplomatic
Service, recently commending the positive energy the graduates brought to the FCO. I hope
the experiences they have gained from working at the FCO will provide a valuable
springboard to future employment success.
