14. Youth Guarantee
National implementation plan
• defines the set of actions that can be activated by regional plans
Regional plan
• is funded by Youth Employment Initiative (YEI) - European Social
Fund amounting to 74 million €
• defines actions activated in Emilia-Romagna
• is realised in agreement with National Minister of labor and social
policies
• started on 1 May 2014
• will last till June 2016

Target
• young people aged between 15 and 29 years who are not engaged in education,
employment or training

Realization
•Emilia Romagna is the only Region who has already invested all the resources
• actions activated in 2016 will be financed by additional resources by ESF
• more than 40.000 young people have been involved by now
• more than 18.000 got a job
16. Dual education system
National experimentation
Framework agreement about the development of a dual system project
in the Education and Vocational Training system
signed on 24 September 2015 by National Government and Regions
Experimentation in Emilia-Romagna
Protocol signed on 13 January 2016 by our Region and the National
Minister of labor and social policies
17. Dual education system
in Emilia-Romagna
• beginning in 2016/2017 school year
• introducion of a fourth year of training after the three-year path of the
current Education and Vocational Training system
• vocational training providers must design and realize the training path
in partnership with enterprises
• this first experimental path will be attended by pupils who are now
concluding the third year
• the fourth year will last 1.000 hours
• internship will have a key role in the training (50-60% of the duration)
• after the fourth year pupils will achieve both a diploma and a regional
vocational qualification
18. Transitions between school and Education
and Vocational Training system
Waiting for an agreement between the Ministry of Education and the
Regions to regulate transitions between education and vocational
traininig systems
What happened in Emilia-Romagna Region:
Regional Law n. 5/2011 - Regulation of regional system of Education and
Vocational Training
“… the Region provides the implementation of measures to promote the
reorientation through support to the transition paths, which make
effective the reversibility of choices of students, with particular attention
to students at risk of abandoning school and training”
19. Regional Action supporting Education
and Vocational Training system
Two types of intervention:
• integration among teachers and trainers who plan and manage
Education and Vocational Training paths at school and training providers
• activities addressed to students, aimed at
• developing basic skills
• preventing school and training drop-out
• facilitating the transition between systems by the mutual recognition
of “educational credits”
Resources
A total amount of 8,7 millions euro:
• 5 millions allocated to educational system
• 3,7 millions to vocational training providers
