2. About NSC:
National Safety Council (NSC) was set up by
the Ministry of Labour, Government of India
on 4th
March, 1966 to generate, develop and
sustain a voluntary movement on Safety,
Health and Environment (SHE) at the
national level. Its mission is building capacity,
developing material, methods, procedures and
strengthening the national movement (including
unorganized sector) on Safety, Health and
Environment to prevent and mitigate the loss
of life, human suffering and economic losses.
NSC provides a number of services to its
members. These include organising and
conducting specialized training courses,
conferences, seminars & workshops;
conducting consultancy studies such as safety
audits, hazard evaluation & risk assessment;
designing and developing SHE promotional
materials & publications; facilitating
organisations in celebrating various campaigns
e.g. Road Safety Awareness Week, National
Safety Day/Week, Fire Service Week, World
Environment Day, and recognizing meritorious
safety performance of organizations.
SHE Training:
National Level Training:
The council develops and organizes a
wide range of short-term National Training
programmes to meet the emerging needs and
to promote a preventive safety culture. These
programmes are designed for senior and middle
management personnel, safety committee
members, SHE professionals and trade union
representatives. NSC maintains a pool of
experts for conducting these programmes.
These programmes are supported by Safety
Videos, Exercises and Case studies.
Inplant (Unit level) Training:
NSC designs and conducts need based training
programmes at the organization premises.
These programmes are best suited for various
levels of employees including Senior managers,
Supervisors and Workers.
E-learning:
Traditional methods of learning i.e class room
training/ coaching have limitations in terms
of time and cost involved. There is very little
flexibility in traditional training for a working
person to enhance his learning required for
career advancement, whereas, E-learning
mode offers an effective alternative. NSC is
constantly looking for the new methods and
techniques to reach out to maximum number of
organizations and their employees for creating
awareness & enhancing competency in the
area of Safety & Health.
The E-learning is fast becoming popular as it
offers following benefits :
• Cost Effective and Time Saving.
• Easily accessible as per participants
convenience.
• Continuous assessment of the progress.
NSC has started E-learning Course on “Safety
at Construction Sites" since March 2014 and
successfully completed three batches.
About this course :
Chemicals are an important part of our life. They
are everywhere around us, in the food we eat,
the water we drink, the consumer products we
use, even the air we breathe. These chemicals
are both man made and natural.
Global chemical production is growing and this
growth is contributed mainly by the chemical
industry of developing countries. The Chemical
industry is one of the oldest industries in India.
It not only plays a crucial role in meeting the
daily needs of the common man, but also
contributes significantly towards the industrial
and economic growth of the nation. The
chemical industry includes basic chemicals and
their intermediates, petrochemicals, fertilizers,
paints, pesticides, bulk-drugs pharmaceuticals
and is one of the most diversified industrial
sectors covering more than 70,000 commercial
products. The nature of work in chemical
industry exposes employees to certain
hazards specific to chemicals handled. These
include toxicity, flammability, corrosion. These
chemicals if not managed appropriately may
result into accidents leading to human injuries,
and damage to property and environment .
Further more than 23 lakh workers are
employed in about 26,000 hazardous process
industries in the country (Directorate General
Factory Advice Service and Labour Institutes
Standard Reference Note 2013). As per the
provisions under Section 41 C (b) of The
Factories Act,1948 and the State Rules framed
there under, a specific responsibility is cast on
the occupier of the hazardous factory to employ
supervisor competent to supervise the handling
of hazardous chemicals in such factories.
In order to supplement the compliance
of this requirement, NSC has designed
this course for the persons working
in hazardous industries to ensure safe
handling of chemicals.
Participants :
The course is open for the Supervisors,
Managers from Chemical Industry / Industries
involving hazardous process as defined under
Section 2 C (b) of The Factories Act,1948.
At the end of this course, participants will
