This document provides a blueprint for charter schools to ramp up English learner services. It outlines 3 key steps: 1) articulate a clear vision through developing an English learner master plan addressing identification, instruction, staffing, and accountability. 2) Talk to the right people such as federal and state agencies for resources and support. 3) Think outside the box when developing programs, such as partnering with local literacy organizations. The goal is for English learners to learn the language, get good grades, and be happy.
