Education Savings Accounts Primary Users using Area Weighted Averages

Background
• In 2015, the Nevada Legislative Session created
“Education Savings Accounts” (ESA) for Nevada
families.
• The vouchers allow for families to withdrawal
their children from Nevada public schools to
enroll them in private or charter schools and
receive funds to pay for the alternative school.
• The goal of this program was to provide an
alternative schooling for Nevada families who
were unsatisfied with the low ranked public
education of the state.
• The legislation has come under heavy scrutiny
from the public for various political reasons.
• Food deserts are heavily correlated with poverty,
so it is used as an instrument for poverty.
Methods
• Examine whether individuals in food deserts are
applying for Education Savings Accounts.
• Use Area-Weighted-Averages to calculate the
percent of people within food deserts who are
applying for the vouchers.
• Discuss whether using food deserts is an
accurate targeting measure.
• It is assumed that population is evenly
distributed across census tracts and zip codes.
Steps:
1. Select zip codes with application data and food
desert census tracts.
1. Calculate area of zip codes.
2. Select and export zip code and census layers
that intersect or are within each other.
3. Clip the census tracts so that the ones within or
touching are exported.
4. Create new feature class so census tracts are
separated based off different zip codes.
5. Dissolve the features into the new zip codes
that are considered food deserts.
1. Calculate the area of zip code-food
deserts.
2. Divide the new area by the old area.
3. Multiply by ESA count to find percent
of ESA applications within food
deserts.

• These results depend on whether poverty/food
deserts applications is the best measure of success.
• Average graduation rate for K-12 students with
disabilities in Washoe County is 28%, American
Indian Students with Disabilities is 1%, and Black or
Hispanic Students with disabilities is below 20%.
• Areas considered a food desert do not account for a
large portion of the ESA applications.
• Whether the program is a success or not depends
on the definition of success.
• Examining if special needs students families that
apply to the program might be a better measure of
success, as they do far more poorly in Nevada’s K-
12 Education system.

Conclusions Maps Results Education Savings Accounts Primary Users using Area Weighted Averages Brian Fogarty, Graduate Research Assistant bfogarty@Nevada.unr.edu University of Nevada, Reno Background • In 2015, the Nevada Legislative Session created “Education Savings Accounts” (ESA) for Nevada families. • The vouchers allow for families to withdrawal their children from Nevada public schools to enroll them in private or charter schools and receive funds to pay for the alternative school. • The goal of this program was to provide an alternative schooling for Nevada families who were unsatisfied with the low ranked public education of the state. • The legislation has come under heavy scrutiny from the public for various political reasons. • Food deserts are heavily correlated with poverty, so it is used as an instrument for poverty. Methods • Examine whether individuals in food deserts are applying for Education Savings Accounts. • Use Area-Weighted-Averages to calculate the percent of people within food deserts who are applying for the vouchers. • Discuss whether using food deserts is an accurate targeting measure. • It is assumed that population is evenly distributed across census tracts and zip codes. Steps: 1. Select zip codes with application data and food desert census tracts. 1. Calculate area of zip codes. 2. Select and export zip code and census layers that intersect or are within each other. 3. Clip the census tracts so that the ones within or touching are exported. 4. Create new feature class so census tracts are separated based off different zip codes. 5. Dissolve the features into the new zip codes that are considered food deserts. 1. Calculate the area of zip code-food deserts. 2. Divide the new area by the old area. 3. Multiply by ESA count to find percent of ESA applications within food deserts. Discussion 0 10 20 30 40 50 60 70 Application Frequency by Zip Code Total Applications in Zip Codes with Applications Food Desert Applications Total Applications Food Desert Applications Mean 65 29 Median 47 13 Standard Deviation 58 41 Variance 3388 1641 • These results depend on whether poverty/food deserts applications is the best measure of success. • Average graduation rate for K-12 students with disabilities in Washoe County is 28%, American Indian Students with Disabilities is 1%, and Black or Hispanic Students with disabilities is below 20%. • Areas considered a food desert do not account for a large portion of the ESA applications. • Whether the program is a success or not depends on the definition of success. • Examining if special needs students families that apply to the program might be a better measure of success, as they do far more poorly in Nevada’s K- 12 Education system. 1.
