2. Brief : Electronic Quota for companies
having 50 and above employees?
• A service offered by Ministry of Labour to companies having more than
50 employees (not including free zones).
• Once approved, quotas can be used in applying for New Work Permit.
• Federal Law No. 8 1980 and UAE Cabinet Decree No. 259/1 for 2004 on
Emaratization

3. Conditions
• The company is having 50 or more employees
• The company must have clean track record and free of any violations.
Such as:
a. No labour cards are expired for more than 2 months
b. WPS compliance
c. No pending labour disputes or court cases
• Sponsor and owners must have clear file at MOL. Such as:
a. No licenses under his name is expired
b. No pending dispute with competent court or at MOL
c. Sponsor must have an E-signature card
d. Sponsor must have a single file at MOL
• Must hire a UAE National

4. What are the Required Documents?
1. Copy of valid Trade License with partners list
2. Passport copy of sponsor and owners
3. Copy of Jincia book
4. E-Signature Card Copy
5. Establishment card from Ministry of labour (Labour Computer Card)
6. Establishment Card from DNRD (Immigration Card)
7. Valid Tenancy Contract
8. Location map
9. Utility Bills (DEWA/ETISALAT/DU)
10. List of Employees
11. Labour Contracts of all employees of the company
12. Mulkiya or report from RTA about all company vehicles
13. If accommodation is provided in the labour contract, Tenancy Contract, Location map and
picture of accommodation is required

5. To add more credibility to the application
We may attach the following
• Letter from the manager to MOL
• Company profile in English and Arabic
• DHA License

• 53 AED and each work permit application will be 253

6. If the Ministry will do an inspection:
• If accommodation is provided MOL will check if the company is in compliance
with safety rules, if the place is a conducive environment, of Man and
Women are on separate quarters.
• MOL might visit the hospital . We must be ready any time with HR file which
should contain list of employees, individual files of employees containing
salary records, leave, holidays etc.
• In case of inspection the approval will be based on the inspection

7. Fines
• First Offense - After using the E-quota or applying for New Work
Permit and 20 applications were incorrect the fines will be 10,000
AED and a labour block of 1 month
• Second Offense - After using the E-quota or applying for New Work
Permit and 10 applications were incorrect the fines will be 10,000
AED and a labour block of 2 months
• Third Offense- After using the E-quota or applying for New Work
Permit and 10 applications were incorrect the fines will be 10,000
AED and your labour file will be blocked indefinitely
