The Foreign Construction Worker Directory System (FCWDS) is a new technology and solution which empower construction employers to hire existing skilled foreign workers.
The directory system is an online platform containing the list of existing construction workers, mainly the Work Permit Holders whose pass are about to expire. Thereafter, employers who are registered with the system can gain access to search for a pool of available workers who are validated by the Ministry of Manpower (MOM) to meet their project needs.
FCWDS is highly accessible with user friendly search functions enabling employers to search for workers based on their individual needs. Some of the search functions include criteria such as their skill status, years of construction experience, trade skills certificate and many more.

FCWDS is short for ‘Foreign Construction Workers Directory System’. So what exactly is FCWDS?
In simple terms, FCWDS is a platform which connects foreign workers who are facing expiring work permits with potential employers.
Currently when a construction company in Singapore lay off workers, perhaps to reasons like shortage of work, these workers with cancelled or expired work permits are usually sent back to their home countries.
Sending workers back home incur costs such as repatriation and air tickets costs.
And for companies that want to hire workers into Singapore, costs incurred such as hiring, air tickets and training costs are inevitable.
So with so many companies bringing in and sending workers home each day,
Doesn’t it make more sense for companies who want to hire, hire from the pool of experienced workers who are about to be sent home?
Here’s a quick factsheet. In Singapore, according to Ministry of Manpower, there are currently about 322,400 foreign construction workers.
And 1 out of 3 workers is sent home after gaining more than 2 years of work experience in Singapore.
So this would roughly translate that in every 2 years, 107,466 workers leave Singapore, costing the industry tens of millions of dollars in repatriation costs.
Adding on the costs of hiring new unskilled workers, bringing them into Singapore, training them and ensuring that they are compliant to our standards, further escalate the monetary wastages.
Other intangible costs such as unproductive time and inefficiencies cost the construction industry dearly as well.
So this bring me back to my previous question : Doesn’t it make more sense then for companies who want to hire workers, to hire from the pool of experienced workers that other companies are sending home?
With FCWDS, that is exactly what we are doing! You are going to get experienced and trained workers, who are readily available right here in Singapore, and are familiar with our industry work and safety practises!
Now, let’s have a look at the workflow. Workers with expiring permits first register themselves either at FCWDS designated service centers or at our roaming roadshows. We will have counter staff there to assist them or they could self-register by visiting our website or by downloading our soon-to-be-released app. Their profiles and information are then securely stored and backed up on our data centers.
On the other hand, when companies are ready to look for workers, they can visit our website or mobile app, to search for available, trained and experienced workers. Upon selection, SMS messages will be sent to notify the workers.
Workers will receive SMS messages, informing them to collect their Matching Letters from designated FCWDS Service Centers. Upon collecting the Matching Letters, they will proceed to arrange to visit their new companies for interviews. Once their new companies are satisfied, they will proceed to apply to MOM for the workers’ permits.
