HUM5300 Week 1 Instructor Guidance
Throughout this course you will get a broad overview of the laws and regulations that govern human services disciplines. Some of you will be pursuing social services which are governed by county laws and regulations which typically stem from federal regulations. Some of you will be pursuing non-profit work which also has a different degree of governing and bylaws. We will explore how they govern and change from a state to state level and national level. In this first week, “It all begins with policy” you will gain an understanding of the foundation on which human services derives. Building upon this foundation is an understanding of the process of legislative and community advocacy: a process where human service and professional organizations engage in lobbying efforts to encourage action on current issues affecting the provision of services, consumer rights, or professional autonomy. Some of you may be able to relate it to work or agencies you are currently employed in or be able to understand how it relates to areas you wish to pursue once your degree is completed.
There is no written assignment for the first week (don’t worry, there will definitely be some coming!) so I encourage you to put critical thought and perspective into your discussion post and your replies to your classmates. Your discussion for this week will center on lobbying and advocacy which you will find is a major component in human services work.

The article begins by explaining that policy advocacy is a feature that is usually used by human services organizations in representation of their constituencies. The literature review in the article focusses on the research that has been done in the last ten years about policy advocacy in human services organizations particularly the non-profits. There is also an elaboration of the contributions and characteristics of policy advocacy in relevance to human services organizations. The major topics that are addressed in the review are; the definition and how the term policy advocacy originated, the current issues that have been studied on the topic, current prevalence and situation on advocacy activities of human services organizations, structural and organizational variables related to policy advocacy. The other aspect that is highlighted by the article and it affects most of human services organizations is that on policy advocacy and dependence on external funding. The article is important for my research topic as it gives a deep insight on one of the challenges facing human services agencies.

This is a quantitative study that was done by conducting interviews in order to identify the dimensions used in determining the capacity of human services agencies. The objective of this paper is to give a presentation and develop a better understanding on the capacity of human services organizations. The article adopts resource-based perspective on the organization which appreciates that capabilities and attributes of the organization determine and promotes performance. Data collection was done by conducting interviews among 66 executives in human services organizations that were moderate sized in which there was discussion of factors influencing performance. The finding elaborated in the article is that social, human and financial capital all contribute to the performance of the organization. From the executives who were interviewed, it was apparent that the quality of those people who are associated with the agency including board of directors impact on the performance. Hello class, my name is Rachel and I am nearing (finally) the end of my MHA degree. I have been a nurse for over 15 years and decided to transition from clinical healthcare to administrative because I have worked in many organizations where administrative leaders have little to know clinical knowledge, yet make substantial decisions impacting clinical workflow and patient care. That being said, I have worked over 10 years in the federal healthcare system as a military spouse and recently relocated to Japan after living in Germany for 6.5 years. I actually am writing this in quarantine (thanks Covid-19) as military regulations require us to quarantine for 14 days after arriving in the country. My career goals have been modified quite a bit in the last year, as I was gearing up to move back to the US and have a lot more employment opportunities, but like always, the military had different plans for us. My employment options are very limited here in Japan but I hope to make the best out of the situation and hopefully can find some employment opportunities to enhance my professional development.
As I mentioned, one of the main reasons I switched from clinical to administrative roles is because I felt decision makers needed clinical guidance and knowledge. When thinking about the role of interest groups in policy-making, I think it’s fair to say a wide variety of stakeholders need to be actively engaged in the policy process to best suit all stakeholders. I say this because a policy can improve things for one group of stakeholders while providing negative effects for another group. For example, access to care has been at the forefront of many healthcare issues; however, shortening appointment times to allow for more appointment slots will improve access to care for patients but could decrease the quality of care provided from providers and increase the workload of those clinicians. I can speak from experience that this change, while intended to have positive impacts on patient care actually leads to increased frustration from both providers and patients because patients are rushed out of their appointments feeling like the provider isn’t listening. That being said, focus groups for policy making should include a variety of stakeholders such as providers, patients, public figures, insurance agents and government officials if available to create an environment to discuss policies that will affect positives and negatives for each stakeholder group to best approach local and national levels. Furthermore, it is important to remember that many healthcare policies and decisions are made at the state level and don’t require fe.

This article conveys important and useful information that practitioners can apply in their day-to-day
professional lives by including citizen– consumer– client participation in their work. Three collaborative
action projects are described that yielded significant benefits both for local communities and broader
policy. These interventions, which were on topics as diverse as tobacco use among youth, recidivism
among substance abusers, and chronic fatigue syndrome, were greatly enhanced by the involvement of
citizens. The case studies are presented in such a way that the reader has a sense of how, when, and in
what ways the interventions were collaborative as well as what the outcomes have been vis-à-vis public
policy. The article is intended to encourage professional psychologists to collaborate more fully with
community groups in efforts to expand and improve behavioral health services and policies.

You might ask why practitioners would be interested in activity
involving community members in their work. With busy practices,
multiple obligations, and an increasingly hectic work world, add-
ing another set of responsibilities might seem to be burdensome
and even counterproductive. Yet, it is very possible that our work
could be immeasurably enriched by obtaining greater involvement
from citizens– consumers– clients. In fact, such work might even
make for more relevant assessments and interventions as well as
better relationships and cooperation with community partners and
local organizations. These types of rich collaborative efforts could
even help bring added attention, publicity, and even public policy
benefits. In fact, whether you are implementing individual-level
interventions at the local level or larger-scale public health projects
at the community or state level, you probably are going to be
involved in making some decisions regarding behavioral health
policies.
In this article, some of the benefits and challenges of mobilizing
citizen participation will be reviewed. Clearly, these collaborations
have important implications for practitioners. For example, it is
possible that bringing community members into our work might
help us better prioritize the needs and interests of our clients and
participants (Chataway, 2001). In addition, a relationship based on
meaningful citizen involvement may be a critical factor for the
sustainability of community efforts (Altman, 1995). In a sense,

The major I am pursuing is my Bachelors in Nursing, and with my persuasive essay I intend to convince healthcare providers in this persuasive essay that physician-assisted suicide (PAS) must be considered illegal and it should not be practiced in any hospital that values human life. I had to tell them while observing the ethical aspects and value of a human soul alongside the biblical worldview that physician assisted suicide is killing regardless of how you stage or justify the act. Doctors, before they start practicing their profession, make the vow of helping patients and help with the progression of medication. On the off chance that a patient is critically ill, they can be made comfortable with drugs like morphine that are deliberately given through IV or orally to help reduce or stop any pain or misery the patient is experiencing.
There are several reasons that support my argument. Some of them are positive while others are negative. But, since the benefits exceed the negative ones, this practice should be dismissed. For one, we ought not, as a rule, give physicians the privilege to help kill their patients. The entire history of medication has been one of improved healing or, in terminal cases, reduced pain; killing, which debases life to the point of liquidation, is the exact inverse of good and mindful medical care (Knaplund, 2010). To legalize suicide along these lines is to weaponize the therapeutic system against the very individuals to which it ought to be generally attentive. A second reason why PAS may sound interesting is that individuals believe that others ought to be put out of their misery in the event that they are in pain. This article conveys important and useful information that practitioners can apply in their day-to-day
professional lives by including citizen– consumer– client participation in their work. Three collaborative
action projects are described that yielded significant benefits both for local communities and broader
policy. These interventions, which were on topics as diverse as tobacco use among youth, recidivism
among substance abusers, and chronic fatigue syndrome, were greatly enhanced by the involvement of
citizens. The case studies are presented in such a way that the reader has a sense of how, when, and in
what ways the interventions were collaborative as well as what the outcomes have been vis-à-vis public
policy. The article is intended to encourage professional psychologists to collaborate more fully with
community groups in efforts to expand and improve behavioral health services and policies.

You might ask why practitioners would be interested in activity
involving community members in their work. With busy practices,
multiple obligations, and an increasingly hectic work world, add-
ing another set of responsibilities might seem to be burdensome
and even counterproductive. Yet, it is very possible that our work
could be immeasurably enriched by obtaining greater involvement
from citizens– consumers– clients. In fact, such work might even
make for more relevant assessments and interventions as well as
better relationships and cooperation with community partners and
local organizations. These types of rich collaborative efforts could
even help bring added attention, publicity, and even public policy
benefits. In fact, whether you are implementing individual-level
interventions at the local level or larger-scale public health projects
at the community or state level, you probably are going to be
involved in making some decisions regarding behavioral health
policies.
In this article, some of the benefits and challenges of mobilizing
citizen participation will be reviewed. Clearly, these collaborations
have important implications for practitioners. For example, it is
possible that bringing community members into our work might
help us better prioritize the needs and interests of our clients and
participants (Chataway, 2001). In addition, a relationship based on
meaningful citizen involvement may be a critical factor for the
sustainability of community efforts (Altman, 1995). In a sense,

Needs assessments are a form of research conducted to gather information about the needs of a population or a group in a community (Tutty & Rothery, 2010, p. 149). One purpose of a needs assessment is to explore in more depth whether a new program within an organization or agency is needed (Dudley, 2014, p. 117). Key questions of this type of needs assessment may revolve around: (1) whether there are enough prospective clients to warrant this type of program, (2) the different activities or programs that the respondents would be interested in using, priorities for some activities over others, (3) importance of the activities, and (4) times in which this program would be desired and used (Dudley, 2014, p. 117). Potential barriers for the implementation of a new program should also be assessed to ensure the best possible outcome. Some barriers to services could include factors such as: location, costs, potential need for fees, and possible psychological issues related to such things. The following is an assessment of an intensive outpatient program for youth, and a potential need that is currently being unmet.

Safeguarding information disclosed to psychologists during the course of a professional relationship is something both clients and psychologists alike expect. It is a fundamental building block of the trust needed between psychologist and client. This expectation crosses many types of psychological interventions, including (but not limited to) interpersonal therapy; assessment of children, individuals, and couples; and research with human subjects. Confidentiality is expected in both public and private professional settings and interactions.
Despite such protections of confidential client information, there has been a persistent weakening of these same rights, especially subsequent to the September 11, 2001 destruction of the World Trade Center towers in New York City. The passion for privacy needed to be balanced by the right to protect one’s homeland and life (Safire, 2004, p. A27). Safire observed that patients could no longer expect that their mental health histories would remain confidential. This, however, was true prior to September 11, 2001. Clients have long been forced to waive their right to privacy when utilizing insurance to pay for their mental health treatment, which routinely requires transmission to the insurer of client diagnosis, prognosis, and aspects of history. There also are other exceptions that have existed before 2001 and include the following: the legal mandate to report both child and elder abuse/neglect; the legal requirement to warn specified others of a client’s intent to harm; the legal requirement to cooperate in providing records for which a psychologist has received a court order; the requirement to provide information to an employer who has hired a psychologist to assess a client for “fitness for duty” or some other reason (and similarly providing information to the courts from court mandated assessments).

Provide a brief description of one of these major challenges and suggest some potential solutions based on your reading and your own research. (Some of these challenges are discussed in your text, but you are not limited to only these examples.) · Discuss the implications these challenges have on your ability to develop budgets for an organization. · Evaluate the role fundraising plays in filling gaps in services. Be sure to support your solutions and cite your references. Discussion Healthcare Crisis Defend whether you believe there is a healthcare crisis in the United Sates. Analyze how the US health care system performs.
- 2. Consider the fact that as technology advances, so does the cost of health care. Evaluate the implications for this in terms of service delivery for human services providers. Based on this evaluation discuss what you believe are the challenges leaders will face in the managing of human resources in human services organizations. Be sure to support your position with academic references. (This issue has many political implications; please try to avoid party rhetoric and political arguments). Explain your answer. Discussion The stigmas of mental illness and substance abuse The stigmas associated with mental illness and substance abuse have created a barrier which prevents many people from receiving services. · How have recent national legislation or policy efforts helped or hurt the battle against these stigmas? · What can be done in the future from a national policy perspective to reduce these stigmas? · As a human services provider what could you do to ensure people needing services for mental illness and substance abuse had access to these services? · What unique needs do you believe these clients would have that you would consider as you plan services for them? - 3. The Criminal Justice and Implications for Human Services Choose one of the following questions to discuss. You should not discuss both questions, but should respond to peers for both. Legalizing marijuana is a controversial topic in human services, criminal justice, political arenas, and health arenas. From a human service policy perspective, analyze what you believe would be the positive and/or negative consequences of legalizing marijuana. Discuss the implications for human services providers. If you agree or disagree with the stance of your peers, then explain specifically why and provide substantial evidence in your peer responses. OR Sexually violent predators are among the most feared and the most ridiculed individuals in our society. Some states have enacted legislation to allow civil commitment of sexually violent predators once they have been released from prison. Discuss the pros and cons of this legislation. Include in your discussion the implications for human services providers. Discussion Consequences of Mandated Reporting of Child Abuse All human services professionals are included under mandated reporting statutes. Discuss both the positive consequences and the negative or unintended consequences of mandated reporting of child abuse. Analyze the implication of mandated reporting in delivering services to clients identifying challenges you would face in planning and providing services for clients.
