In 2010 The Affordable Care Act (ACA) was enacted; the hope was to expand access to medical care, make coverage more affordable, and decrease the number of people without medical insurance. The Affordable Care Act (ACA) expanded and improved health insurance coverage in two primary ways. First, the number of individuals receiving insurance coverage grown by increasing access to coverage through Medicaid expansion and providing subsidies to purchase private insurance on the health care exchanges. Second, the ACA upgraded the quality and scope of coverage by improving benefit design, including implementing the essential health benefits (Willison & Singer, 2017). People who did not have coverage through their employer or Medicaid were required to purchase insurance through the Marketplace. The Marketplace was created as a one-stop-shop for people to view multiple plans and purchase insurance. Just because you have access to health care insurance does not mean you are going to receive quality health care (Teitelbaum, 2018).
Both parties have asked that the ACA be repealed or replaced for multiple reasons. Every Republican presidential candidate for 2016 has called for the repeal of the ACA. Some, but not all, Republican candidates have proposed health policies that they would like to put in place after repeal, but there is no broad agreement on a replacement for the ACA (Buettgens & Blumberg, 2016). The federal government would spend $90.9 billion less on health care for the nonelderly in 2021 if the ACA were repealed (Buettgens & Blumberg, 2016). State governments as a whole would spend $5.2 billion more on health care for the nonelderly in 2021 if the ACA were repealed (Buettgens & Blumberg, 2016). Healthcare is a priority to many Americans for obvious reasons; it was more costly for those with preexisting conditions before the ACA to obtain Medical Insurance. With the ACA the income guidelines for Medicaid where changed so additional people qualified that didn’t prior. As a Behavioral Health Nurse, I am a fan of anyone and everyone having access to Healthcare Services. I have seen to many times my patient not have the money for their medications because insurance was canceled so they go off their medications, they become unstable and ended up in the Emergency Department and admitted Inpatient, costing more money, hurting themselves and their loved ones.

policies that can be utilized to solve these health issues and help individuals in the country
attain a healthcare improvement. An example of the many issues that the country is facing

obesity. Access to healthcare is a major issue that many individuals in the United States feel
the need to ensure its existence.

Hello class, my name is Rachel and I am nearing (finally) the end of my MHA degree. I have been a nurse for over 15 years and decided to transition from clinical healthcare to administrative because I have worked in many organizations where administrative leaders have little to know clinical knowledge, yet make substantial decisions impacting clinical workflow and patient care. That being said, I have worked over 10 years in the federal healthcare system as a military spouse and recently relocated to Japan after living in Germany for 6.5 years. I actually am writing this in quarantine (thanks Covid-19) as military regulations require us to quarantine for 14 days after arriving in the country. My career goals have been modified quite a bit in the last year, as I was gearing up to move back to the US and have a lot more employment opportunities, but like always, the military had different plans for us. My employment options are very limited here in Japan but I hope to make the best out of the situation and hopefully can find some employment opportunities to enhance my professional development.
As I mentioned, one of the main reasons I switched from clinical to administrative roles is because I felt decision makers needed clinical guidance and knowledge. When thinking about the role of interest groups in policy-making, I think it’s fair to say a wide variety of stakeholders need to be actively engaged in the policy process to best suit all stakeholders. I say this because a policy can improve things for one group of stakeholders while providing negative effects for another group. For example, access to care has been at the forefront of many healthcare issues; however, shortening appointment times to allow for more appointment slots will improve access to care for patients but could decrease the quality of care provided from providers and increase the workload of those clinicians. I can speak from experience that this change, while intended to have positive impacts on patient care actually leads to increased frustration from both providers and patients because patients are rushed out of their appointments feeling like the provider isn’t listening. That being said, focus groups for policy making should include a variety of stakeholders such as providers, patients, public figures, insurance agents and government officials if available to create an environment to discuss policies that will affect positives and negatives for each stakeholder group to best approach local and national levels. America is supposed to be a place where people have a say in their rules and regulation. Public policy is a difficult and challenging process that involves a lot of different players with all different interest. The people involved vary from individuals, interest groups, religious groups, nongovernmental organizations, and businesses. They all use different tactics to push their agenda forward through sensitization of the public, lobbying, and donating to political leaders’ campaign (Todd, 2013). All these groups tend to drag the policies in different directions. If the policy does not favor a particular group; they try to block it instead of changing or improving it. In healthcare, affordability is a big concern when it comes to health coverage in this country. The affordable care act (ACA) was passed in 2010 by Obama which allowed every American access to affordable health care (Brown, 2018). At first many were pleased because they could have healthcare that was once out of reach, or they could not afford. However, this did not ensure that they were guaranteed access to quality care. The decision of our legislators is driven by the excitement and power the legislative position brings to them and not primarily on what benefits the people. Affordable Act Care has been a significant issue in Texas State for the past seven years. Texas governor, Greg Abbott has been on the frontline in fighting the implementation of the Act in Texas and America. The governor's office claims that the penalties related to avoiding the Act are unconstitutional and not democratic (Toussaint, 2017). Furthermore, the Governor argues that the Affordable Care Act should be put on halt while the cause is being liquidated. However, the governor does not concentrate on improving the policy rather than doing away with it. Greg Abbott believes the pre-existing conditions are the major barriers for the effectiveness of the act. The Affordable Care Act allows people to purchase the policy even with pre-existing conditions. In favor of the governor, the act should limit the purchase of the act during such conditions with the aim of reducing the cost as well as the rates of insurance. Therefore, an appeal can be made based on the governors value since most Americans are complaining about the same issue (Toussaint, 2017).

In America, an executive order is directed by the president on the managers of various federal governments with the aim of forcing policy to law. In 2013, former president of America Barack Hussein Obama issued a directive on the implementation of the Affordable Care Act (Rovner, 2018). The current President, Donald Trump began fighting the Act by attacking the executive committee and even dismantling it. An executive order is written, signed and published by the president's office and directed to various federal departments. The Executive order directed all agencies responsible under the Affordable Care Act provision that will provide a regulatory and fiscal burden on entities that will be reluctant on adopting a policy. In 2010 The Affordable Care Act (ACA) was enacted; the hope was to expand access to medical care, make coverage more affordable, and decrease the number of people without medical insurance. The Affordable Care Act (ACA) expanded and improved health insurance coverage in two primary ways. First, the number of individuals receiving insurance coverage grown by increasing access to coverage through Medicaid expansion and providing subsidies to purchase private insurance on the health care exchanges. Second, the ACA upgraded the quality and scope of coverage by improving benefit design, including implementing the essential health benefits (Willison & Singer, 2017). People who did not have coverage through their employer or Medicaid were required to purchase insurance through the Marketplace. The Marketplace was created as a one-stop-shop for people to view multiple plans and purchase insurance. Just because you have access to health care insurance does not mean you are going to receive quality health care (Teitelbaum, 2018).
Both parties have asked that the ACA be repealed or replaced for multiple reasons. Every Republican presidential candidate for 2016 has called for the repeal of the ACA. Some, but not all, Republican candidates have proposed health policies that they would like to put in place after repeal, but there is no broad agreement on a replacement for the ACA (Buettgens & Blumberg, 2016). The federal government would spend $90.9 billion less on health care for the nonelderly in 2021 if the ACA were repealed (Buettgens & Blumberg, 2016). State governments as a whole would spend $5.2 billion more on health care for the nonelderly in 2021 if the ACA were repealed (Buettgens & Blumberg, 2016). Healthcare is a priority to many Americans for obvious reasons; it was more costly for those with preexisting conditions before the ACA to obtain Medical Insurance. With the ACA the income guidelines for Medicaid where changed so additional people qualified that didn’t prior. As a Behavioral Health Nurse, I am a fan of anyone and everyone having access to Healthcare Services. I have seen to many times my patient not have the money for their medications because insurance was canceled so they go off their medications, they become unstable and ended up in the Emergency Department and admitted Inpatient, costing more money, hurting themselves and their loved ones.
Politicians are aware that election time is the best time to play the tug of war game with the heavy ticket items to capture someone votes. Republicans ran hard on promises to get rid of the law in every election since it passed in 2010. The United States currently has many healthcare issues that it is facing. These issues
are the main reason why a large number of people in the country face a lot of health
problems. The country is currently spending the largest amount of money on healthcare
compared to other countries. Due to this reason, many people have provided proposals for
policies that can be utilized to solve these health issues and help individuals in the country
attain a healthcare improvement. An example of the many issues that the country is facing
among others includes shortage of doctors, substance abuse, tobacco, overweight, and
obesity. Access to healthcare is a major issue that many individuals in the United States feel
the need to ensure its existence.
Many people in the United States are interested in the issue of access to healthcare.
Without good access, people do not have the ability to ensure that they will remain healthy.
Access to health care is thus a significantly important aspect that people are highly concerned

Hello class, my name is Rachel and I am nearing (finally) the end of my MHA degree. I have been a nurse for over 15 years and decided to transition from clinical healthcare to administrative because I have worked in many organizations where administrative leaders have little to know clinical knowledge, yet make substantial decisions impacting clinical workflow and patient care. That being said, I have worked over 10 years in the federal healthcare system as a military spouse and recently relocated to Japan after living in Germany for 6.5 years. I actually am writing this in quarantine (thanks Covid-19) as military regulations require us to quarantine for 14 days after arriving in the country. My career goals have been modified quite a bit in the last year, as I was gearing up to move back to the US and have a lot more employment opportunities, but like always, the military had different plans for us. My employment options are very limited here in Japan but I hope to make the best out of the situation and hopefully can find some employment opportunities to enhance my professional development.
As I mentioned, one of the main reasons I switched from clinical to administrative roles is because I felt decision makers needed clinical guidance and knowledge. When thinking about the role of interest groups in policy-making, I think it’s fair to say a wide variety of stakeholders need to be actively engaged in the policy process to best suit all stakeholders. I say this because a policy can improve things for one group of stakeholders while providing negative effects for another group. For example, access to care has been at the forefront of many healthcare issues; however, shortening appointment times to allow for more appointment slots will improve access to care for patients but could decrease the quality of care provided from providers and increase the workload of those clinicians. I can speak from experience that this change, while intended to have positive impacts on patient care actually leads to increased frustration from both providers and patients because patients are rushed out of their appointments feeling like the provider isn’t listening. That being said, focus groups for policy making should include a variety of stakeholders such as providers, patients, public figures, insurance agents and government officials if available to create an environment to discuss policies that will affect positives and negatives for each stakeholder group to best approach local and national levels. Furthermore, it is important to remember that many healthcare policies and decisions are made at the state level and don’t require fe.

America is supposed to be a place where people have a say in their rules and regulation. Public policy is a difficult and challenging process that involves a lot of different players with all different interest. The people involved vary from individuals, interest groups, religious groups, nongovernmental organizations, and businesses. They all use different tactics to push their agenda forward through sensitization of the public, lobbying, and donating to political leaders’ campaign (Todd, 2013). All these groups tend to drag the policies in different directions. If the policy does not favor a particular group; they try to block it instead of changing or improving it. In healthcare, affordability is a big concern when it comes to health coverage in this country. The affordable care act (ACA) was passed in 2010 by Obama which allowed every American access to affordable health care (Brown, 2018). At first many were pleased because they could have healthcare that was once out of reach, or they could not afford. However, this did not ensure that they were guaranteed access to quality care. That is one of the reasons why the ACA has had a lot of controversy from the Republican Party. The suppliers of legislative benefits are legislators, and their primary goal is to be re-elected. Thus, legislators need to maximize their chances for re-election, which requires political support. Majority of the legislative members act on self-interest, they fight to achieve their goal of re-election and their legislative decisions are based on factors that would contribute to their re-election and not for the benefit of the citizens who they serve (Milstead and Short, 2019). The decision of our legislators is driven by the excitement and power the legislative position brings to them and not primarily on what benefits the people. These have affected efforts to repeal/replace the ACA. Even though the republican legislators understand the benefits of ACA to the citizens, good number of them still support to have it replaced or repealed because of the consequences it will have on their chances of getting re-elected if allowed to continue.
The decision of legislators is driven by their desire to achieve their goal of re-election and not on the primary need of the voters who elected them. Voters views may affect decisions by legislative leaders in recommending or positioning national policies as elections have the effect of bringing about some degree of policy compromise. Affordable Act Care has been a significant issue in Texas State for the past seven years. Texas governor, Greg Abbott has been on the frontline in fighting the implementation of the Act in Texas and America. The governor's office claims that the penalties related to avoiding the Act are unconstitutional and not democratic (Toussaint, 2017). Furthermore, the Governor argues that the Affordable Care Act should be put on halt while the cause is being liquidated. However, the governor does not concentrate on improving the policy rather than doing away with it. Greg Abbott believes the pre-existing conditions are the major barriers for the effectiveness of the act. The Affordable Care Act allows people to purchase the policy even with pre-existing conditions. In favor of the governor, the act should limit the purchase of the act during such conditions with the aim of reducing the cost as well as the rates of insurance. Therefore, an appeal can be made based on the governors value since most Americans are complaining about the same issue (Toussaint, 2017).
Affordable Act Care was implemented under the executive administrative policy. In America, an executive order is directed by the president on the managers of various federal governments with the aim of forcing policy to law. In 2013, former president of America Barack Hussein Obama issued a directive on the implementation of the Affordable Care Act (Rovner, 2018). The current President, Donald Trump began fighting the Act by attacking the executive committee and even dismantling it. An executive order is written, signed and published by the president's office and directed to various federal departments. The Executive order directed all agencies responsible under the Affordable Care Act provision that will provide a regulatory and fiscal burden on entities that will be reluctant on adopting a policy. Also, the Executive Order directs the same agencies to offer greater flexibilities and collaboration on implementing such healthcare policies.
Since the implementation of the Affordable Care Act in 2010, the policy has suffered various criticisms in its debate. For those who believed that the primary goal of the Act was to make insurance more affordable didn’t achieve their purpose. Published classroom materials form the basis of syllabuses, drive teacher professional development, and have a potentially huge influence on learners, teachers and education systems. All teachers also create their own materials, whether a few sentences on a blackboard, a highly-structured fully-realised online course, or anything in between. Despite this, the knowledge and skills needed to create effective language learning materials are rarely part of teacher training, and are mostly learnt by trial and error.
Knowledge and skills frameworks, generally called competency frameworks, for ELT teachers, trainers and managers have existed for a few years now. However, until I created one for my MA dissertation, there wasn’t one drawing together what we need to know and do to be able to effectively produce language learning materials.
This webinar will introduce you to my framework, highlighting the key competencies I identified from my research. It will also show how anybody involved in language teaching (any language, not just English!), teacher training, managing schools or developing language learning materials can benefit from using the framework.

Artificial Intelligence (AI) technologies such as Generative AI, Image Generators and Large Language Models have had a dramatic impact on teaching, learning and assessment over the past 18 months. The most immediate threat AI posed was to Academic Integrity with Higher Education Institutes (HEIs) focusing their efforts on combating the use of GenAI in assessment. Guidelines were developed for staff and students, policies put in place too. Innovative educators have forged paths in the use of Generative AI for teaching, learning and assessments leading to pockets of transformation springing up across HEIs, often with little or no top-down guidance, support or direction.
This Gasta posits a strategic approach to integrating AI into HEIs to prepare staff, students and the curriculum for an evolving world and workplace. We will highlight the advantages of working with these technologies beyond the realm of teaching, learning and assessment by considering prompt engineering skills, industry impact, curriculum changes, and the need for staff upskilling. In contrast, not engaging strategically with Generative AI poses risks, including falling behind peers, missed opportunities and failing to ensure our graduates remain employable. The rapid evolution of AI technologies necessitates a proactive and strategic approach if we are to remain relevant.

Patient Protection and Analysis of Affordable Care Act
The people are the primary beneficiary of policy-making. The Affordable Care Act invests in
programs meant to lower costs and raise the standard of care alongside broadening health
insurance. The policy has helped to save both life and healthcare expenses. The Affordable
Care Act (ACA) aids in cost reduction, and its improvements should be kept up in the future
(Willison & Singer, 2017). This is an essential program for the people and should be
considered an important milestone towards quality healthcare for all. The program is very
beneficial for Americans. However, some issues would require the policy to be repealed or
replaced. The policy has yet to help people get coverage despite too much government
spending.
The cost-benefit analysis focuses on examining the overall benefits of an action and
evaluating them against the costs. This helps to determine whether the policy has positive
outcomes (Newcombe, 2021). The main focus here is to determine a policy's productivity
level based on the invested costs. Taxpayers are the main stakeholders and want policies
with the most benefits based on taxes. Some changes, such as economic problems, have
made it difficult for the program to deliver (Congress, 2023). Many people are without
health coverage, and the cost of healthcare has also risen tremendously. However, the bid
for legislators to be reelected has hampered their ability to repeal the policy. Some gaps in
the policy need to be addressed, but legislators fear they might lose voters' support if they
do so (Milstead & Short, 2019). Most voters feel that the policy should not be repealed or
replaced as they feel it has more benefits for the general populace.
The voters do have the power to affect policy-making in the country. Voters yield too much
power in political decisions made by their legislators because they have the power to
reelect or remove them (Taylor et al., 2017). They can analyze whether the legislators met
their expectations and then decide accordingly. The leader's desire to be reelected makes
them support policies that make the voters happy.
