Dr. Walter C. Howard serves as President of Howard & Associates, a national
consulting firm, with clients such as Paine College, Claflin University, Savannah
State University, Atlanta Metropolitan College, Mott Community College, Allen
University, Benedict College, Dorchester SchoolDistrict Four, Burke County
SchoolDistrict, Fairfield County SchoolDistrict, and Voorhees College.
Additionally, Dr. Howard is national presenter on leadership, institutional
effectiveness, and planning. His most recent presentation was at the 2014
International Assessment Institute at Purdue University in Indianapolis, Indiana.
The range of services provided by Howard & Associates is included in the
narrative that follows. The President of Paine College requested, in 2010, that he
move from his external consulting role to serve as Special Assistant to the
President for Institutional Effectiveness. He provided formal training and the
Institutional Effectiveness Manual for vice presidents, deans, faculty, directors, and
staff to create a culture of planning, assessment, and use of assessment data to
improve student learning. Within one year of his tenure at Paine College, he
provided leadership for the successful 2011 SACSCOC re-affirmation after two
failed attempts prior to his arrival. Prior to his current appointment, the President
of Allen University recruited him in 2005 to resolve failed SACSCOC reviews and
to increase student enrollment. He served as Vice President for Academic Affairs
from 2005 to 2008 and as Senior Vice President for the College for Professional
Adults from 2008 to 2010. He provided leadership for the largest enrollment in the
history of Allen University in 2008 and SACSCOC re-affirmation just one year
into his tenure at Allen University. He served as a consultant for the National
Science Foundation (NSF), and he successfully earned $12, 000,000 in research
grants. He is continuing a professional legacy of notable leadership in higher
education through more than 200 successfulinstitutional accreditations and re-
affirmations via his traditional collegiate roles and his former national consulting
firm, Howard and Associates. His unique and published leadership style reflects
successfulcurriculum development and implementations, professional leadership
and faculty development, unprecedented capital campaigns and grant awards,
effective teaching and student recruitment, and award-winning university

Dr. Howard led the successfulapplication for SACSCOC re-affirmation in
traditional collegiate roles at the following institutions: Fort Valley State
University, Allen University, Roxbury Community College, Atlanta Metropolitan
College, and Miles College. He secured $4,000,000 in faculty development grants,
including a $1,000,000 Mellon Foundation grant for faculty to study abroad while
serving as Provostand Vice President for Academic Affairs at Talladega College.
Over his many years as a consultant with Howard and Associates, Dr. Howard led
the attainment of accreditation or re-affirmation for over 200 institutions, managed
an average of $3,000,000 per year in consulting grants and $140,000,000 in
university budgets. The aforementioned amount includes $12,000,000 per year at
Allen University for instructional enhancements. He won more than $55,000,000
in grants, increased enrollment by 400% between two previous institutions, and
aided the successfulimplementation of reform strategies for multiple low-
performance schooldistricts. He provided leadership for a multimillion-dollar
grant for a schoolreform initiative in South Carolina.
Avid student responsiveness to his pedagogy is among Dr. Howard’s most
satisfying rewards. He presented published works in multiple refereed journals
and university presses at refereed regional, national and international conferences.
Dr. Howard is a member of several prestigious honor societies and received
fellowships, such as the AT&T and Andrew Mellon Foundation fellowships, to
study and present nationally and internationally. Colleagues and students granted
him the Executive of the Year and Most Outstanding Administrator awards. In
2014, he presented his model for institutional effectiveness at the international
Assessment Institute conference at Purdue University in Indianapolis.
Dr. Howard holds degrees in Leadership/Law/Planning, Counseling and Social
Science/Psychology. His academic achievements also include an AT&T
fellowship at Harvard University, a University of Alabama Fellowship and UNCF
fellowship at University of Alabama, and scholarships at Fort Valley State
University and Paine College. As an Andrew Mellon Fellowship recipient, he has
