David P. Wartel oversaw the Ohio Cultural Facilities Commission from 2006 to 2013. The Commission was a state agency that distributed capital funds to non-profit theaters, museums, historical sites, and sports venues for construction and renovation projects. Wartel led all administrative functions of the agency and managed over $530 million in grants for more than 300 community projects. Under his leadership, the agency underwent restructuring to address budget cuts and increased project funding, improved communications, implemented new assessment and information systems, and developed human resource programs.
