Federal legislation (Water Infrastructure Improvements for the Nation Act, 2016) requires the Oakdale and South San Joaquin Irrigation Districts and NOAA Fisheries to jointly establish a multi-year research program in the Stanislaus River to investigate whether predator removals are an effective strategy to improve the survival of juvenile salmonids. Initial project goals included efforts to: (1) gather data on the abundance, composition, and distribution of both native and nonnative fish predators in the Stanislaus River; (2) gather age composition and diet information from fish predators; and, (3) implement and assess removals of piscivorous fishes using a Before-After-Control-Impact study design. The sampling design allows for information to be gathered on both temporal and spatial aspects of predation in the Stanislaus River with randomly selected sampling locations revisited multiple times. Data will be analyzed using a robust design framework to account for the ability of tagged predators to move into and out of the sampled locations (i.e., an open population). Data from the study can provide insight on how predation risk (e.g., the number of Chinook salmon consumed by predators) may change through time and space as well as how predator populations may change throughout the study period.

Maryland is paving the way for oyster aquaculture expansion through online data portals, GIS tools, and stakeholder outreach. Maryland’s eastern oyster represents a key component of the state’s heritage, culture, economy, and environment. Despite the oyster’s inherent value, populations sit at 1% of historic levels. Through a NOAA Fellowship, the state has taken steps to employ oysters in water quality improvement efforts, as well as identify and address potential use conflicts.

While in Fiji, David Pflieger led the country’s national airline to strongly support the Mamanuca Environmental Society (MES) which worked with local community stakeholders to protect the environment and promote environmental conservation efforts, such as the Reef Check Surveys program.

Freshwater mussels are an important part of river ecosystems but many species are endangered. Mussels play key roles like filtering water and providing habitat. They are very sensitive to pollutants like ammonia and were among the most sensitive species considered in setting the 2013 US EPA ammonia standard. This standard will better protect mussels and other aquatic life in Missouri waters, though it may apply broadly across the state given mussels' widespread historical distribution. Cooperation will be important to successfully implement the new protective standard.

The researcher measured 75 crabs at VIERS and 22 crabs near water sources for size, shell size, crowding level, and shell quality. Crabs were crowded regardless of location, and smaller shells showed less damage than larger shells. When given a choice, crabs acquired shells of higher quality than their current shell. The results suggest crabs are limited by shell availability.

The Department of Fish and Game (DFG) oversees several divisions and programs related to the conservation of Massachusetts' inland and marine wildlife, fisheries, habitats, and recreational access sites. Key responsibilities include restoring and protecting ecosystems, managing fish and wildlife populations, regulating commercial and recreational fishing, and acquiring and stewarding over 200,000 acres of protected open space. Final Research Presentation

The sediment trap was last emptied in 2006, so continued impacts of sedimentation are possible. Further sampling was recommended.

There are increasing opportunities to expand observation of ocean biology from advances in individual sensors to development of national and global networks. To leverage these opportunities, the ocean community has defined essential variables, initially in physical oceanography. In 2013, a Biological Integration and Observation Task Team (BIO-TT) was formed under the IOOC to focus on biological essential variables for U.S. IOOS. The primary goals of the BIO-TT were a) to improve availability of observations on the existing IOOS core biological variables (defined by BIO-TT as phytoplankton species; zooplankton species and abundance; fish species and abundance), and b) to identify and prioritize additional cross-cutting federal agency biological and ecosystem observation needs.
To address these objectives the team (1) completed a survey of federal agencies for existing core variable datasets and identified needs for biological and ecosystem observations and (2) conducted an expert workshop to explore best available science of biological and ecosystem observing, and determine implementation strategies for biological and ecosystem observation needs identified from the survey. To build upon the actions and recommendations made previously by several other groups working towards the development of a global, coordinated ocean observation system, the BIO-TT Expert Working Group activities followed the guidelines developed by the Framework for Ocean Observation (2012) and the prioritization themes identified by the GOOS Biology and Ecosystems Panel (IOC 2014).
Workshop participants agreed that the highest priority is to include species and abundance of core functional groups (pelagic and benthic) not currently represented among the IOOS core variables. This presentation will summarize key results from the survey and then focus on analyses, outcomes and recommendations from the expert workshop for new and enhanced biological variables as part of IOOS.Rob Toonen Ocean Awareness Training

The study examined the relationship between the size of sea rods and their location on reefs around San Salvador Island, Bahamas. Data was collected from 62 sea rods on the unprotected side of reefs and 29 sea rods on the protected side. Sea rods were significantly larger on the unprotected side, with an average size of 1679.39cm2, compared to 531.48cm2 on the protected side. The null hypothesis that location did not impact size was rejected. Larger sea rods on the unprotected side may be due to greater nutrient availability and water flow strengthening the rods. Further research with more precise measurements and additional reefs was recommended.

Estuaries, long recognized for their local importance, form collectively an important global ecosystem, sensitive to both climate change and local pressures. This has been recognized by a 2013 U.S. workshop, which issued a set of recommendations directed at building worldwide capacity and collaborations to address estuaries as a global ecosystem. The workshop recognized that modern observation and modeling technology is poised to play a key role in advancing the scientific understanding of estuaries, and identified the need to map the resulting understanding of individual estuaries into a common global framework. An international partnership has since emerged, driven by the increasingly recognized need to advance estuarine observation, modeling, science and science translation worldwide. Anchoring the partnership is a belief that there are important commonalities across estuaries that, if explored, will prove synergistic and transformation towards understanding and sustainable management of all estuaries. On behalf of this emerging international partnership, we describe here steps that are being taken to develop Our Global Estuary. Integral to these efforts are: (a) the organization of regular international workshops, to build a common vision and global capacity and collaborative networks—the first of these workshops planned for Chennai, India; (b) the creation of a pilot project, Our Virtual Global Estuary, where a common modeling and analysis framework, supported by and supporting local observations, will be progressively put in place for estuaries across the world—with an initial set identified in Brazil, China, Portugal, Spain, and United States, and additional estuaries under consideration; and (b) exploration of synergies with global organizations (such as the Partnership for Ocean Global Observations) and global-scale programs and initiatives (such as Blue Planet), to further contextualize the role of estuaries in the earth’s sustainability.

Using MPAT in Mozambique
The senior M&E officer from Mozambique's Fisheries Promotion Project provided feedback on using MPAT. He said that the MPAT survey gathered relevant baseline information on social, economic, and food security aspects of selected villages. He noted that the MPAT questionnaire is well-structured with logical and relevant questions tailored to the country's reality. Going forward, the project plans to extend the MPAT survey to all 30 of its geographic locations in 2014 to assess initial conditions and repeat the survey at medium-term and project end for comparative analysis.

Estuaries, long recognized for their local importance, form collectively an important global ecosystem, sensitive to both climate change and local pressures. This has been recognized by a 2013 U.S. workshop, which issued a set of recommendations directed at building worldwide capacity and collaborations to address estuaries as a global ecosystem. The workshop recognized that modern observation and modeling technology is poised to play a key role in advancing the scientific understanding of estuaries, and identified the need to map the resulting understanding of individual estuaries into a common global framework. An international partnership has since emerged, driven by the increasingly recognized need to advance estuarine observation, modeling, science and science translation worldwide. Anchoring the partnership is a belief that there are important commonalities across estuaries that, if explored, will prove synergistic and transformation towards understanding and sustainable management of all estuaries. On behalf of this emerging international partnership, we describe here steps that are being taken to develop Our Global Estuary. Integral to these efforts are: (a) the organization of regular international workshops, to build a common vision and global capacity and collaborative networks—the first of these workshops planned for Chennai, India; (b) the creation of a pilot project, Our Virtual Global Estuary, where a common modeling and analysis framework, supported by and supporting local observations, will be progressively put in place for estuaries across the world—with an initial set identified in Brazil, China, Portugal, Spain, and United States, and additional estuaries under consideration; and (b) exploration of synergies with global organizations (such as the Partnership for Ocean Global Observations) and global-scale programs and initiatives (such as Blue Planet), to further contextualize the role of estuaries in the earth’s sustainability.

He said that the MPAT survey gathered relevant baseline information on social, economic, and food security aspects of selected villages. Developing Participatory Fisher Surveys to Monitor Fish Catch in the Mekong R...
Over 60 million people depend on fish from the Mekong and its tributaries for protein, and many engage in small-scale subsistence or commercial fishing. Accessible information on small-scale Mekong fisheries is essential to developing better estimates of the scope and scale of inland fisheries and understanding their contribution to the economy and food security. FISHBIO has been developing a participatory standard fish sampling program as part of a larger effort by several organizations to form a Mekong Fish Network among several organizations. The objective of the program is the regular, long-term collection of basic fishery-dependent data following robust, standardized methods, which will provide information on status and trends of Mekong fishes. Using participatory methods also engages local in data collection and enhances their capacity to enact conservation and sustainable fisheries co-management. Information generated from this monitoring will inform resource management through village-level regulations. In 2013, FISHBIO piloted the proposed sampling protocols in two villages of Lao People’s Democratic Republic in a district where there are no existing government programs to study wild capture fisheries. Local fishers were trained to record basic data on their catch each day they spent fishing, such as species name, fish length, total biomass, gear type and fishing effort. Fishers caught more than 54 species in the three-month period, including two species of commercially valuable fish listed as “endangered” on the IUCN Red List, Probarbus jullieni and Probarbus labeamajor. We are currently evaluating the survey protocols to explore their application to other settings in the Mekong Basin
SEAKFHP unveils draft strategic action plan at 2013 SE AK Watershed Symposium
The Southeast Alaska Fish Habitat Partnership (SEAKFHP), a candidate partnership under the National Fish Habitat Action Plan, works to foster cooperative fish habitat conservation in freshwater, estuarine and marine ecosystems across southeast Alaska. The partnership formed under the belief that many benefits result when multiple partners come together to share resources, align strategic actions, and speak with a united voice about the conservation and value of productive and intact fish habitats at both local and regional scales. Partner expertise and focus is currently on populations of resident species and anadromous salmonids in freshwater systems as well as anadromous and marine species in estuarine and nearshore habitats. Our mission is to foster and facilitate regionally relevant strategies that will conserve and sustain the region’s fish habitat, fisheries-based economy, and culture. To achieve this broad mission the partnership is working to develop a strategic action plan. In this presentation we share a general overview of the partnership and introduce our draft strategic action plan.

In collaboration with the San Diego Bay Wine + Food Festival, the panel of scientists and fishmongers included celebrity chef Rick Moonen, an early pioneer of sustainable seafood. Local chefs Davin Waite and Isabel Cruz prepared several dishes using a giant opah from Catalina Offshore Products alongside some delicious vegan options for the crowd.

The UWP is a grassroots coalition of citizens, nonprofits, local and regional governments, and federal and state agencies dedicated to understanding, restoring and protecting land and natural resources within the Uncompahgre Watershed.

This document summarizes research on using oysters as a best management practice (BMP) to improve water quality in Chesapeake Bay. Successful Adaptation to Coastal Climate Change
This document describes a project to identify the characteristics of successful adaptation to coastal climate change. A team of researchers from Stanford University, University of Washington, and Oregon State University will conduct a literature review, workshops with scientists and practitioners, and stakeholder engagement. The project aims to develop clear categories of desirable and undesirable adaptation outcomes, principles for assessing adaptation options, and metrics to measure adaptation success over different timescales. The researchers expect the project to provide guidance to support coastal climate adaptation planning and implementation.

Larval connectivity along the Oregon coast
This document describes a project to study realized and potential larval connectivity along the Oregon Coast. The project will use particle tracking models combined with plankton sampling data to identify the source regions and destination sites of crab and barnacle larvae. The goals are to provide guidance for marine protected area monitoring and identify gaps that could limit the effectiveness of Oregon's MPA network. Outreach efforts will include meetings with managers and a public exhibit at the Hatfield Marine Science Center.

Modeling Disease in Pacific Salmon
This document summarizes a study modeling the effects of climate change on disease in Pacific salmon. The study will link several models: 1) a degree-day model of the parasite Ceratomyxa shasta's life cycle, 2) the USGS Basin Characterization Model of the Klamath River, 3) a hydraulic model of the invertebrate host's habitat, and 4) an epidemiological model. The linked models will predict how climate change may alter disease severity and distribution. Outcomes include identifying habitats for protection and a model to predict changes in C. shasta and other diseases. The study aims to inform management of healthy fisheries under climate change.
Budget allhands
Oregon Sea Grant's budget for FY2012 totaled $6,255,469. The majority (48%) of funding went towards research and program development. Personnel costs accounted for $3,542,390 and are expected to increase by around $100,000-114,100 each year due to faculty salary increases. With a $300,000 balance rolling into July 2012 and anticipated future salary increases covered by grants and contracts, Oregon Sea Grant expects to have $160,000 available for discretionary use going forward.

Allocation Committee Report
The committee was formed to revisit Sea Grant's allocation policy and criteria for distributing funding among programs as, when adjusted for inflation, the appropriated funding has been steadily declining and may reach zero by 2035. Surveys of Sea Grant programs found a range of views on allocation models but broad support for minimum funding levels and maintaining the current model while addressing inherent inequities. Concerns were also raised that the uncertain budget prospects and NOAA's lack of interest in Sea Grant may not be the right time to make major changes to the allocation approach.

Using Social Media in Public Communication
This document discusses a study examining the use of social media, specifically Twitter and Facebook, by the CDC and WHO during the 2009 H1N1 flu pandemic. The study analyzed over 200 social media posts and official website messages from April to July 2009. It found that the WHO's social media posts more closely reflected the situation updates on its official website, while the CDC's posts varied in focus across platforms. Both organizations avoided direct engagement with users on social media. The study concludes that social media can effectively disseminate timely pandemic information while avoiding misinformation, but direct interaction with users may not be advisable in emergency situations.

Honam (Korea) Sea Grant Program, Part 1.
- Sea temperatures in Korea have increased 1.5°C over the past 100 years and sea levels around Jeju have risen 22cm over the past 40 years, more than the global average increase.
- Surveys have discovered large soft coral colonies covering around 50 hectares in areas around Wando and Goheung, including around Geumdang Island and Chounghwa Island.
- Samples of soft coral were collected for new material discovery and studies of the environment and ecosystems of the soft coral colonies.
Development of an Indonesian Sea Grant Partnership Program
Indonesia's Sea Partnership Program (SPP) provides a mechanism for addressing gaps in marine resource management at central and regional levels. SPP matches national strategic priorities with regional development issues through partnerships between regional universities, local governments, NGOs, and the private sector. The program was established in 2002 and had expanded to involve over 86 universities, 39 private institutions, and 77 NGOs across 33 provinces by 2010.
Gyeonggi (Korea) Sea Grant
1) The Gyeonggi Sea Grant was established in 2007 to conduct research, education, and outreach activities focused on marine issues in the Gyeonggi area.
2) It is hosted by Inha University and collaborates with local governments, industries, and other universities to solve problems and strengthen marine infrastructure.
3) The program focuses on areas like fisheries, coastal management, energy, tourism, and education through activities such as workshops, internships, and an ocean science camp.
Yeongnam (Korea) Sea Grant
Yeongnam Sea Grant (YSG) is a marine research and education program established in 2005. It aims to support sustainable development of the ocean industry in the Yeongnam region through research, education, and outreach. YSG conducts applied research on local coastal issues, provides educational programs to foster marine experts, and shares information to support industries. Notable achievements include developing management plans for marine protected areas and promoting local fisheries. YSG involves local communities and schools in activities such as coastal cleanups, camps, and training programs to raise awareness of marine conservation.
Honam (Korea) Sea Grant
This document discusses the development of a Korea-style mud boat for marine tourism by the Honam Sea Grant Program. It describes the program's research on 11 eco-tourism villages which found that current mudflat tours pose safety and environmental issues. The program worked with experts and locals to develop a safer, more comfortable and eco-friendly mud boat concept. The final design was a 4.71m hybrid-powered boat that can carry 4 adults across mudflats, water and roads, helping promote the Honam Sea Grant Program's mission of life, science and happiness from the sea.

CAKE: Sharing Slices of Confidential Data on Blockchain
Presented at the CAiSE 2024 Forum, Intelligent Information Systems, June 6th, Limassol, Cyprus.
Synopsis: Cooperative information systems typically involve various entities in a collaborative process within a distributed environment. Blockchain technology offers a mechanism for automating such processes, even when only partial trust exists among participants. The data stored on the blockchain is replicated across all nodes in the network, ensuring accessibility to all participants. While this aspect facilitates traceability, integrity, and persistence, it poses challenges for adopting public blockchains in enterprise settings due to confidentiality issues. In this paper, we present a software tool named Control Access via Key Encryption (CAKE), designed to ensure data confidentiality in scenarios involving public blockchains. After outlining its core components and functionalities, we showcase the application of CAKE in the context of a real-world cyber-security project within the logistics domain.

- This project has the potential to enhance management and conservation of nearshore species by reducing the risk of overfishing or local depletion for species with no current statewide monitoring beyond fisheries catches, and those with no federal stock assessment.
