The Business-to-Government market is about strategic positioning to take advantage of opportunity. Small businesses must be prepared to take advantage of the opportunities because contracts between $3,000-100,000 must be awarded to small businesses. However, small businesses MUST RESPOND or allow the government to compete the opportunity without restriction. Without restriction enables large prime contractors to secure federal business, then subcontract the business to small businesses for a large percentage of the profits.

Many business owners admit accounting is about as foreign to them as any non-English language. Some
have learned enough to survive a rudimentary conversation, while others have delegated responsibility to
someone else. That someone else may not be properly trained in accounting or well-versed in the nuances
of government contract accounting.
In government contracting, accounting is as important as the contract itself. In fact, the contract type
dictates certain accounting requirements including invoice formats and status reports. If you’re performing
work on a cost-reimbursable contract (any cost-type or time-and-material contract), you must have an
approved accounting system.
Obtaining an approved accounting system means understanding the 14 items addressed in the SF 1408
Preaward Survey of Prospective Contractor Accounting System. The survey addresses segregation of costs,
job costing, and timekeeping, among other topics. We walk through the SF 1408 providing practical guidance
and insight into each requirement. You don’t have to be an accountant to understand this, but you need to
understand this to be successful in government contracting.

Central Contractor Registration Prospective contractors shall be registered in the Central Contractor Registration(CCR) database prior to award of a contract or agreement (FAR 4.11 Central Contractor Registration). Enter your registration on-line through the World Wide Web: Step 1: Access the CCR online registration through the CCR home page at https://www.ccr.gov. Click on “Start New Registration.” Step 2: Complete and submit the online registration. Items required to complete a registration include a DUNS #, CAGE Code, Tax ID Number (TIN), at least one NAICS Code and your self certification of whether your firm is a Small Business for that NAICS Code. 2
3. Required Elements for CCR DUNS Number - To register in CCR a Data Universal Numbering System Number is required (FAR 52.204-7 Central Contractor Registration). The Data Universal Numbering System Number (DUNS#) is provided by Dun & Bradstreet, Inc. (D&B) and is used to identify unique business entities. To find out if your firm has a DUNS # you can perform a search at the following website: http://fedgov.dnb.com/webform If you do not have a DUNS # you can obtain one during the registration process or you can request one at 1-866-705-5711. 3
4. Required Elements for CCR CAGE Code – Commercial and Government Entity Code. A five (5) position code that identifies companies doing or wishing to do business with the Federal Government. Supplied by the Defense Logistics Information Service. One will be provided during the registration process if you don’t have one.

Online Representations and Certifications Application(ORCA) Online Representations and Certifications Application replaces many of the paper based Representations and Certifications (Reps and Certs FAR 52.204-8 ). The ORCA site can be found on-line by going to https://orca.bpn.gov/ CCR and ORCA are complementary systems. ORCA reuses data pulled from CCR and pre-populates many of the required Representations and Certifications. The vendor completes the remaining Reps and Certs with the understanding that with each solicitation they are certifying to current, accurate and complete information. 9
