DEFINITION:
This is supervisory and administrative work of considerable difficulty including direct supervision of police
line functions in Field Operations.
Work involves assisting in command of a patrol district composed of one or more squads of police officers.
Work involves responsibility for performance of Field Operations patrol functions including preventive
patrol, law enforcement, and investigative duties. Work includes supervision of police field and patrol
duties through one or more subordinate supervisors. Work includes responsibility for scheduling and
assignment of subordinate personnel, to evaluate subordinate performance, and to assist subordinate
personnel in directing and controlling the activities of their subordinates. Work requires the exercise of a
moderate degree of initiative and independent judgment. Work may require considerable public contact.
Work is reviewed through direct observation of results and through appraisal of written and oral reports
concerning activities and assignments.
ESSENTIAL JOB FUNCTIONS:
Assists in commanding district personnel in the delivery of police patrol service.
Plans, assigns, supervises, and evaluates the work of district subordinates including sergeants and patrol
officers.
Determines District scheduling, including schedules for in-service training, court and special assignments.
Manages District facilities to include budget and expenditures for maintenance and operations.
Assists in determining crime patterns.
Coordinates special projects.
Supervises inspection procedures.
Attends CAC, Community Watch, and other community meetings and events.
Assists in training and instructing subordinates through daily roll call.
Coordinates and assigns district personnel for squad, district, and in-service training.
Assists in ensuring compliance with departmental rules, regulations, policies, and procedures through
instruction and inspections.
Assists in conducting investigations of any allegations or complaints of police misconduct by subordinate
personnel.
Assists in recommending, and administering disciplinary action.
Reviews performance evaluations of subordinate district personnel.
Counsels and assists district personnel with problems, grievances, appeals, and complaints.

Review employee’s and subordinates’ electronic payroll information for accuracy, and submits according to
software function and City policy.
Assists in ensuring the effective utilization of material resources, equipment, and personnel consistent with
departmental objectives.
Handles facility and building issues, vehicle assignments, and maintains supplies and reports.
Assists monitoring and evaluating all field operations of the district and adjust them according to varying
needs and conditions.
Confers with superior and subordinate officers to discuss operational field problems, and to devise and
administer appropriate solutions.
Receives and takes action upon citizen complaints and concerns regarding police policies, procedures,
activities, and services.
Attends administrative staff meeting, assist in the development of policy and procedure, completes
administrative staff reports.
Serves as liaison with Detective Division.
Serves as district commander and duty officer in absence of the District Commander in addition to regular
duties.
Serves as Watch Commander for the City of Raleigh periodically each month as needed. Responsible for
all activities within the City and completion of a written summary of pertinent activity occurring during that
period.
Assists in supervising complex field investigations, major field incidents, project assignments, and tactical
field operations.
Be capable of working rotating shifts.
Operates a law enforcement vehicle during both the day and night under a variety of conditions and speeds.
Communicates effectively and coherently over law enforcement radio channels.
Maintains good media relations through cooperative effort.
Conducts career development counseling with subordinates.
Performs related work as required.

Of federal, state, and local laws and ordinances.
Of Fair Labor Standards Act, personnel laws, regulations, procedures and basic employment
practices.

EDUCATION:
An Associates Degree (A.A.S.) or sixty (60) semester hours of study from an accredited college or
university in a job related field.
