This document proposes a diesel tank remote monitoring and alarm system. The system would monitor tank levels, pump status, and other parameters at a diesel storage facility 24/7 using remote web-based monitoring. Sensors would monitor tank levels, flows, and user IDs. The system has battery backup and alerts managers to any alarms via SMS, email, or a web interface. It stores historical data and generates automated reports. The system provides remote monitoring to avoid the need for on-site monitoring of the facility.

SCOPE:
A Diesel Tank storage facility requires a 24/7 Monitoring system for tank levels
and alarms/alerts for pump status.
Remote web based monitoring provides management with an overview of each
site and its relevant details.
The Data Acquisition hardware will have barriers to all field interfaces:
Tanks levels 4-20mA Loop Powered
Flow Meter Data Pulse per unit measure
ID for driver/user taking fuel. (Can be interlocked)
The system has limited standby battery power in case of mains interruptions.
7Ah (Approx 2Hours cover)
The Website will display the tank dynamic level.
Current Tank Value in litres.
Open balance for last day. Midnight to Midnight.
Close Balance for Last day. Midnight to Midnight

Should any out of limit situations occur the designated cell phones or email
accounts are sms’d or emailed with alarm messages. An acknowledgement is
required from the recipient/s or else the message is escalated to another
designated cell phone/s, or email account. The user has access to a web page
to review the status of the system at any time via the internet.
Data is maintained on the web page with history of events from the site
monitored and can be reviewed by the user. (Normally 3 months data oldest is
purged)
A report is automatically generated daily, weekly (user defined interval)
summarising deviations from acceptable limits and summary of alarms during
the month. This report is email to designated users automatically at month end.
The automated reporting allows the management to focus on their core
activities as opposed to monitoring the site for compliance. The Data2Desktop
system provide alarms and alerts of non conformance and forces action where
the automated reports provide management with an true event log of the facility
for management of conformance.
A backup SD card facility is used to store log files locally on the Omniflex
system as a safety system backup.

Solution Overview
An OMNIFLEX M2G Data Access Point is located at the facility to be monitored usually wall mounted
in an enclosure. The system is battery backed up so that it will function independently of local power
source for a period of time (Approx 1 day depending on loads on standby battery) Thus if a power
failure occurs the system will still be able to report the status of the site and the power failure even
without local power on site ensuring that action can be taken to prevent loss on site.

What do I need to use the system?
Once installed the system runs by itself monitoring automatically 24/7/365. Local users will receive
alarms on the annunciator panel anf force them to acknowledge the alarm and silence the horn,
Management Users require a cell phone to receive alerts, an internet enabled PC to review the site
remotely, and an email address to which email alerts and reports are sent.

In Addition, the system monitors automatically the following for locations:

2. Status of backup Battery for this system
3. Temperature at the Omniflex RTU
4. GSM Signal Strength
5. Last Power Fail Time and Date
Data Access Point
The Data Access Point comprises a panel with Operator interface on the door which displays the
monitored parameters locally. and system diagnostics. It allows management to edit parameter under
password control.

Data2Desktop Features and Functions
Date and Time Stamp Event Logging
Data is stored by date and time stamp providing a chronological log of data acquired from the
outstation and maintained for record keeping purposes. Records can be downloaded for reference or
further analysis or automated reports will email the data to the system users.
Battery Backup
In the event of power failure the system is battery backed up reporting the fact power has failed and
maintaining readings for approx 24 Hours.If PLC is not backed up readings will be null but the system
will transmit alert for power failure on site.
GSM Service interruption
In the event of GSM service interruption the system will collect the reading locally until the service
resumes
SMS Service – Alerts and Alarms
Should an out of limits condition occur then an SMS and or Email is sent to designated cell phones or
email addresses. If no acknowledgement is returned then the message is escalated to another set of
cell phones or email addresses. SMS Service is post billed on usage. Email alarms are part of the
contract.

Browsing the Status of the Site
Typical site overview screen can be browsed via the internet using a PC or Web enabled cell phone.
Viewing Alarms/Alerts and Records of Alarms
Alarms are recorded and can be reviewed by data and time. Alarms can also be acknowledged from
the site as well as via email or sms from the recipients of the Alarm or Alert

Viewing a Trend of Analogue or Digital status
Any parameter can be viewed on a trend over time using the trend tools provided on the Data2Desktop
site. Power failures, Access control etc can be viewed on a trend. Tank level reading can be trended to
see usage. This can also help procurement if usage ramps up to predict re-order requirements. The
user can create as many of these trends as they require.
History Review
History can be reviewed and sorted from the Log files and downloaded for Analysis if required.

Scheduling and Managing On Call People
Creating and Managing On Call resources is easy via the administration facility on the Omniflex Data
Centre which is maintained by the user
People and assets can be grouped and alarms allocated to certain groups. Adding people or
temporarily taking people off is a simple check box.
Connection to end user’s management information systems.
Omniflex can provide interface to end user information systems through liason with relevant end user
IT department to facilitate a suitable connection to the Omniflex Data Centre.

Automated Reporting
Reports are designed per user requirements and then are automatically generated at the interval
requested to lists of subscribers. This eliminates the 24/7/365 monitoring of alarms and data as this
is all automated

The Omniflex RTU is built into a wall mount enclosure and is fitted to a suitable point in the building
taking into account where the temperature probe is to be located and where mains wiring can be taken
from.
