A feasibility study was conducted for the project and the land was transferred. Interest was secured from Chinese developers and industry groups. The project was approved by the PPP Policy Board. Transaction advisors will prepare bid documents to hire developers under PPP through international competitive bidding.

Project Progress
• The project was approved as a top priority SEZ in 6th JCC held in Beijing and
subsequently validated by 7th, 8th and 9th JCC meetings under the industrial cooperation phase
of CPEC.
• The project was approved to be executed under PPP mode during the 26th PPP Policy
Board meeting held on 10-10-2018.
• A detailed feasibility study was completed in April 2018 by Consortium of Consultants
(EY Ford Rhodes, Osmani & Co., RIAA Barker Gillette and IBA Karachi).
• Consortium of consultants comprised on EY Ford Rhodes, EA Consulting, RBG were
engaged as transaction advisors in 30th November, 2018.
• First RFP for the project was launched through International Competitive Bidding
process on 4th November 2019. The advertisements were published in the Economist, Khaleej
Times, China Daily, Dawn and all leading national dailies.
• Bid Submission was held on 11th June and two bids were received.

Project Progress
• After technical and financial evaluation of the bids, CHQSS consortium with a Bid price of PKR
4.02 billion (CHEC 90% shareholding) was selected as the preferred bidder. However, CHEC was
unable to go through with its commitment and withdrew from the bidding process.
• The project was relaunched after few changes in evaluation criteria which were recommended by
10th TFEC and approved in 31st PPP Policy Board meeting.
• RFP for the project was relaunched through ICB on 7th December 2020. The advertisements were
published in Khaleej Times, China Daily, Dawn and all leading national dailies.
• Pre Bid Meeting was held on Wednesday, 22nd December 2020.
• Bid Submission was held on 2nd March 2021 and four bids were received: The Motor City
Consortium, Zahir Khan & Brothers, Sultan Mahmood & Company Consortium & Sardar Mohammad
Ashraf D. Baluch Consortium.
