DepEd Order No. 10, s. 2016 – Policy and Guidelines for the
Comprehensive WinS Program stipulated that the
Office through the School Health Division of the Bureau of Learner
Support Services (BLSS) shall take the necessary strategies and
actions for the overall execution of the WinS program. Alongside this
responsibility is establishing a set of standards for incentives and
awards to recognize outstanding program implementers
It is in this context that the following indicators are
enumerated to translate in working terms the Basic
Requirements and Standards and to guide the field in
the implementation of the WinS Policy.

ratio as stipulated in the . . .; maintain cleanliness and

through school-based solid waste management, proper
drainage, and the elimination of all possible breeding
grounds for mosquitoes to prevent vector-borne diseases;
and ensure safety in food handling and preparation

  • 1. SESSION 5 – TRANSLATION OF THE STANDARDS IN A THREE-STAR RUBRICS Department of Education Conducted by Cordilleria Autonomous Region July 6-7, 2017 ORIENTATION AND PLANNING FOR THE WINS POLICY IMPLEMENTATION
  • 2. DEPARTMENT OF EDUCATION 2 DepEd Order No. 10, s. 2016 – Policy and Guidelines for the Comprehensive WinS Program stipulated that the Office through the School Health Division of the Bureau of Learner Support Services (BLSS) shall take the necessary strategies and actions for the overall execution of the WinS program. Alongside this responsibility is establishing a set of standards for incentives and awards to recognize outstanding program implementers It is in this context that the following indicators are enumerated to translate in working terms the Basic Requirements and Standards and to guide the field in the implementation of the WinS Policy.
  • 3. DEPARTMENT OF EDUCATION 3 WINS: AREAS Water Sanitation Hygiene Health Education Deworming Capacity Building
  • 4. DEPARTMENT OF EDUCATION DISCUSSION APPROACH Our flow of discussion will be as follows:  Objective of the WinS Area  Indicators in a rubrics  Plenary Q&A session  Written Activity The purpose of the written activity is allow reflection time on the indicator and obtain anticipated information on probable difficulties which can be basis for technical assistance. 4 Water; Sanitation; Hygiene; Health Education; Deworming; Capacity Building

AFTER THE DISCUSSION ON THE INDICATORS, PLEASE NOTE DOWN YOUR THOUGHTS AND REFLECTIONS REGARDING THE MATTER Given the list of indicators, please note down on the form provided, which indicators are: a. Can EASILY be achieved by the school b. EXTREMELY DIFFICULT Indicators, thus unachievable Use the form provided (shown in the next slide)

DEPARTMENT OF EDUCATION INDICATORS OF THE STANDARDS AND THE THREE APPROACH  The 40 Standards are translated to operational indicators that are laid out in a 3-level rubrics  Step-wise approach: Three levels are milestones for incremental achievement towards national standards  Integrated system: QA + Monitoring + Merit System 8 Water; Sanitation; Hygiene; Health Education; Deworming; Capacity Building

DEPARTMENT OF EDUCATION INDICATORS OF THE STANDARDS AND THE THREE APPROACH Integrated system: 9 Water; Sanitation; Hygiene; Health Education; Deworming; Capacity Building o QA mechanism  ensures achieve national standards that learning “enablers” are in place and functional o Monitoring scheme  all schools shall be assisted to monitor their WinS implementation to have information and evidence for relevant management systems o Merit system  provides incentive and enhances motivation for continuous improvement. “Improvement due to the collective effort if the school community”

DEPARTMENT OF EDUCATION INDICATORS OF THE STANDARDS AND THE THREE APPROACH  Understanding the Rubrics: 10 Water; Sanitation; Hygiene; Health Education; Deworming; Capacity Building GUIDE    Constant: Drinking Water Variable: Accountable for the drinking water W.1-a. Safe drinking water comes from children who bring their own drinking water W.1-b. Safe drinking water is available in the school but supply is not regular. W.1-c. Safe drinking water is provided for free to all children in the school at all times
  • 12. DEPARTMENT OF EDUCATION WATER Objective • All schools shall have an organized system to make adequate and safe drinking water as well as clean water for handwashing, toilet use, menstrual hygiene management, and cleaning purposes available to all students during school hours 12

  • 14. DEPARTMENT OF EDUCATION WATER 1-Star 2-Star 3-Star W.S1-1. Safe drinking water is not provided by the school. Children are required to bring their own drinking water W.S2-1.
