SUMMARY OF BACKGROUND AND QUALIFICATIONS:
20 years of service in the U.S. Navy as an Enlisted Information Systems Technician. Enlisted Surface Warfare
Specialist Qualified, Enlisted Air Warfare Specialist Qualified on an Amphibious steam propulsion ship. Experienced
manager with excellent leadership skills. During my career I led and trained Sailors in the operation and maintenance
of Naval Telecommunication equipment and software, LAN Security and EKMS Operation. Vast knowledge of DOD
message and telecommunication policies and procedures for the processing and dissemination of Naval message
traffic and the onboard subject matter expert for the Challenge Athena (SHF) install. I was responsible for reviewing
Planned Maintenance System (PMS) for applicability to the Class Maintenance Plan. Managed the divisions
Consolidated Ship’s Maintenance Project (CSMP) and reviewed Divisional Work Candidates (2Kilo) prior to
submission for planning and execution. Computer skills (Microsoft Suite, Various DOD applications).
Currently hold an active Top Secret Security clearance.
Highest security clearance obtained: TOP SECRET, (TS/SCI).
10/2011 to 09/2015: Communications Center Leading Chief Petty Officer; Commander Naval Air Forces
Atlantic:
Responsible for the management and supervision of Commander Naval Air Forces, Atlantic communication center and
its personnel. Provide IT and communication support for United States Fleet Forces Command and tenant commands,
manage a 24/7 staff in the processing of communication correspondence for Commander Naval Air Atlantic and
Commander Naval Air Pacific. Technical subject matter expert representing the Government’s interest in
communications and network equipment and the first line reference for technical repair and communication support.
Resolve issues that have a negative impact on sending, receiving and processing of Naval messages for high level
Navy and DOD personnel. Review and update knowledge of security requirements to ensure constant compliance.
Managed the Electronic Key Management System (EKMS), Communications Security. Provide oversight and user
training of EKMS. Responsible for the security, loading, maintaining, inventory and audit of all EKMS material.
03/2009 to 10/2011: Information Assurance Officer/Combat Systems Security Manager; USS Dwight D.
Eisenhower:
Responsible for the ship network security; ensuring vulnerabilities where identified and eliminated in accordance with
the correct actions and protocols set by the Department of Defense and DOD 8570 Information Assurance Workforce
Improvement Program Manual. As the Information Assurance Officer / Manager, developed a comprehensive training
plan, which allowed 35 of 35 personnel to certify Computing Technology Industry Association (CompTIA) Security
Plus. Responsible for safeguarding the USS Dwight D. Eisenhower LAN, ensuring network Information Assurance
Vulnerability Alert (IAVA) updates and Intrusion Detection System devices were operational to increase security with
maximum effectiveness for over 4000 assets. As the focal point for all command information security matters
pertaining to networks used by ships personnel; ensured audit trails were reviewed periodically and network events
were monitored to detect unauthorized access. Coordinated and supervised the Information Assurance watch team in
the monitoring and review of the Computer Network Defense-Intrusion Detection System (CND-IDS), router system
access control logs and monitoring of network activity.
06/2006 to 03/2009: Training Officer/Command Career Counselor; Naval Computer Telecommunications Area
Master Station Atlantic:
Designed, conducted and developed programs to improve individual and organizational performance and analyze
training requirements. Monitored, evaluated, and recorded training activities for program effectiveness. Developed
written and visual training materials for command training. Evaluated training needs through surveys, interviews with
personnel and collaboration with management. Served as the Command Career Counselor, revamping the command
indoctrination and sponsor program, to facilitate the adaptation for Sailors and their Families into new working and
living environments, minimized the anxiety associated with a permanent move for over 200 personnel.
02/2002 to 06/2006: Leading Petty Officer; Commander Amphibious Group Two:
Supervised 6 personnel responsible for transmitting, receiving, operating, monitoring, controlling and processing all
forms of telecommunications through various transmission media including global networks.
Subject matter expert in the maintenance, management and operation of the command network, telecommunications,
EKMS matters. Responsible for the processing of Satellite allocation and frequency management for all
COMPHIBGRUTWO tenant Commands. Served as Assistant Webmaster for command.
09/1999 to 02/2002: Technical Control Operator; USS Wasp LHD-1:
Technical Control Operator, responsible for the activation, operation and quality assurance of all tactical
communications circuits, electronic key material and associated equipment. Provided communication support and
maintained over 150 voice, data, and video and primary imagery circuits. Assigned as the subject matter expert for the
Super High Frequency (SHF) system install. Took system through all phases of system operation and verification
testing. Responsible for the installation of the ships satellite communication system and all associated equipment.
08/1998 to 09/1999: Radio Operator; USNS Kanawha TAO-196:
Responsible for processing telecommunication media, establishing and maintaining radio circuits. Radio Operator,
responsible for the maintenance and operation of ships radio communication circuits. Provided essential mission ready
and technical support for short notice military assignments. Took custody, operated and maintained the shipboard
information, training and entertainment television system and circuitry. Ensured the proper safeguarding, storage and
usage of communication security material.
06/1996 to 08/1998: Fleet Center Operator; Naval Computer Telecommunications Area Master Station Atlantic:
Responsible for the operation of communication systems and the processing of telecommunication media. Operated
major shore communications systems. Processed narrative message traffic in a Fleet Operations Center environment.
Provided regional operational direction to Naval Computer and Telecommunications Command Sites to execute Fleet
