A New Era in Japan Election Campaigning? Perspectives on
‘Big Data’and Social Media Use in Japan’s Electoral Landscape

E-mail: tkach@japan.email.ne.jp
Abstract
Since the mid-1990s, similar to politicians in other countries, Japanese candidates for political office have
been using the Internet as part of their political campaign media mix. However, until recently, Internet
utilization during the crucial period immediately prior to the election (referred to as the “campaign
activities period”) has been strictly regulated by the Public Offices Election Law. Changes in the law in
April 2013 to allow for online campaigning with certain restrictions potentially has ushered in a new era
of political campaigning in Japan.
The combination of high Internet utilization among the public and candidates, growing professionalism
of online campaigning in Japan, and utilization of social media are key factors in this new era of political
campaigning. In this presentation, after briefly reviewing the history of the POEL and how it has been
applied to political campaigning in Japan since 1995, I examine changes in the Japanese campaign
websphere by looking at practical examples from the July 2013 Upper House election campaign period
as well as the current December 2014 campaign period.

Societal Success in the New Economy

Abstract
The new economy in the digital age has impacted societies, globally in unforeseen ways. It was
assumed that the rising tide would lift all social levels as we transitioned from the industrial economy
to the services economy. However, social indicators such as population growths, job opportunities,
and incomes have reacted in diverse ways to this new phenomenon. Developed countries in Europe
and North America are no longer the haven for endless economic opportunities and the youth are
disproportionately disadvantaged. Developing countries have seen a boom but the will the growth
provide only benefits? There is a new wave of thinking that data science can benefit government,
industry, and society. The societal impacts will take much longer and will likely take multiple non-linear
paths. Also data is only one perspective of a much larger picture of productivity and prosperity. This
presentation presents several viewpoints on the possible landscapes of the future and how we must
prepare to address this brave new world.

Policies & Governance Frameworks

Danube University Krems, Krems, Austria
E-mail: Peter.Parycek@donau-uni.ac.at
Abstract
Open Government Data initiatives have developed all over the world – a worldwide phenomenon
that started in traditional democracies and spread to all kind of political systems. Open government
data policies can be connected with different aims: transparency and accountability, participatory
governance, innovation and economic growth or internal value for the public sector itself (Janssen).
Compared with traditional eGovernment projects, one of the major differences is that the data supply is
just the first technological and organizational step - the big challenge after supplying data is to generate
demand in society and companies. The talk will focus on European OGD polices, their impact and their
success factors, like: different OGD policy phases; governance and interoperability structure for federal
states, which are crucial for collecting the data; community based activities which are new terrain for all
administrations all over the world; internal incentives for departments to publish data; The main results
of the talk are based on the evaluation of the implementation of the OGD strategy and portal of the City
of Vienna. This evaluation is grounded on qualitative interviews and online polls held after the strategy
was implemented. The country comparison is part of our ongoing Share PSI Network project (http://
www.w3.org/2013/share-psi/) funded by the European Commission.

Abstract
Technology’s advance is central to our understanding of economic growth and development.
Furthermore, solutions for many of the planet’s most pressing challenges – economic recovery, poverty
reduction, climate change, sustainability – require significant additions to society’s technological toolkit.
Yet, our ability to quantitatively model and forecast technological change has been limited due to
difficulties in defining units of analysis and in collecting comparative empirical data. Some inventions,
namely patents, however, leave behind a documentary trail, enabling us to study the invention processes
in a quantitative way. Here, we propose to develop a formal methodology to construct detailed
technology “map” through combinatorial processes of inventions and its temporal evolution from large
- scale U.S. Patent data spanning 220 years. We utilize the classification system consisting of codes as
temporally consistent units of analysis (nodes). These technology codes are means to succinctly describe
a patent’s technology capabilities. When codes appear together in a patent, therefore, we consider them
interdependent to make a useable function and represent this interdependency by assigning a link to
between them. These microscale invention activities add up to form networks in time where macro-
scale structures emerge through temporal evolution of community structure. We observe and identify
structural change over time correspondent with historic events. We finally demonstrate that analyzing
and quantifying individual communities in time, using and developing a methodology for multiplex
networks, shed light on life cycles of technologies: birth, growth and death.

Abstract
In recent years, researchers have started using social media to predict social, political and economic
outcomes, ranging from election results to box office success of movies. As an increasing share of
everyday social interactions happens on social media platforms, social sciences are experiencing a
dramatic shift from data scarcity to data abundance. Given these important new developments in the
field, it is imperative to revisit theoretical and methodological foundations that have guided public
opinion research in the past. This talk will provide a review of the existing computational social science
research that uses social media messages to predict elections and public opinion. The aim is to compare
different approaches to election and opinion predictions, including volume-based analysis of messages,
sentiment analysis and network analysis, and provide empirical benchmarks of their predictive quality.
I will also discuss some potential theoretical models of public opinion suitable for social media-based
research as well as research designs that can be used for testing them

Abstract
In today’s society social interactions takes place increasingly through ICT, the events of which leave
behind digital traces of individual behaviour as ever-growing datasets. The study of such data using
computational analysis and modeling with Network Theory approach can give us unprecedented
insight into human sociality. This was well-demonstrated by our analysis of the dataset of mobile phone
communication-logs, confirming the Granovetterian picture for the social network structure, i.e. being
modular showing communities with strong internal ties and weaker external ties linking them1. More
recently the same dataset has allowed us to look at the nature of social interaction in more detail and
from a different Dunbarian egocentric perspective, due to it including demographic data in the form of
gender and age information of individual service subscribers2. With this we have got a deeper insight
into the gender and age-related social behavior patterns and dynamics of close human relationships.
Our analysis results demonstrate sex differences in the gender-bias of preferred relationships that reflect
the way the reproductive investment strategies of both sexes change across the lifespan, in particular
women’s shifting patterns of investment in reproduction and parental care. These empirical findings
inspired us to take the next step in network theory, namely developing models to catch some salient
features of social networks and processes of human sociality in them. One of our first models, based on
network sociology mechanisms for making friends, turned out to produce many empirically observed
Granovetterian features of social networks, like meso-scale community and macro-scale topology
formation3. In another model we have investigated the social implications of deception for opinion
formation in coevolving social network, where we find that white or pro-social lies glue society together
while black or anti-social lies create diversity4. To summarize we believe that the network theory
approach to social systems combined with computational data analysis and modeling opens up a new
perspective for studying and even predicting collective social phenomena.

What LinksTell Us: A Dialectics of Dependency
Janghyun Kim Ph.D.
Department of Interaction Science Sungkyunkwan University, Republic of Korea
E-mail: jangkimuh@gmail.com
Abstract
I have researched many social networks from the international, interorganizational, interpersonal and
inter-media perspectives. Furthermore, I have studied semantic networks of mass media coverage, blogs,
social media, research abstracts, websites, and even spam messages delivered to people’s inboxes. These
diverse networks suggest an important question to think about: interdependence and its impact. For
instance, the relational dialectics approach to human communication argues that close interpersonal
relationships necessarily involve inherent and ongoing tensions, struggles, and contradictions among
opposite tendencies such as integration-separation, stability-change, expression-nonexpression,
inclusion-seclusion, conventionality-uniqueness, and revelation-concealment. A close relation is formed
and maintained in continual tensions like playing at a tug of war. The author of this article posits that
such tensions are originated from the duality of interdependence. Interdependence among plural parties
may lead to mutual understanding and achievement of intersubjectivity. However, sometimes, it leads
to misunderstanding, tension, and conflict. Under what circumstances, are the positive outcomes of
interdependence from social networking maximized? Under what condition, are the negative outcomes
of interdependence from social networking controlled and regulated? As a scholar, I would like to
throw such questions for the participants of DISC 2014 at Daegu. On the other hand, semantic network
represents the interdependence of words. Theoretical and methodological approaches to find possible
answer(s) to the questions are included in this paper. In addition, suggestions for future research are
addressed.
Key words: interdependence, dependency, social networks, semantic networks.

New Data, Old Questions:
Using New Methods to Analyse Press and Politics
Wouter van Atteveldt
VU University Amsterdam, Amsterdam, The Netherlands
E-mail: wouter@vanatteveldt.com
Abstract
Our current digitalised society offers an unprecedented amount of information on social behaviour.
What we do, with whom we do it, and what we say while doing it is more and more captured in data
streams that can be scraped, parsed, and combined to form rich and fine-grained data sets. The
challenge for social science is applying the methods of‘Big Data’to interesting theoretical questions and
avoid being swamped by interesting but ultimately meaningless data-driven findings. In order for this to
succeed, the substantive questions must guide methodological application, while at the same time new
methodologies open the way for new theoretical lines of inquiry. Rather than diverging into separate
specializations, methodologists and substantive researches must converge to a point where they can
understand and appreciate each other’s questions and answers. In my current work, I am interested
in combining information from traditional and social media to better understand the interaction
between media and politics. The relationship between press and politics is characterized by strongly
interdependent relations and institutional constraints. Big data and new methodologies promise to help
unravel these complex interactions, but this data is meaningless if it is not analysed and interpreted in
light of the existing body of knowledge in political science and journalism. The content of political news
is the result of a strategic game between journalists and politicians. By combining analysis of mediated
and unmediated communication, either from ‘traditional’ venues such as speeches in parliament or
from social media utterances, we can create a citation network of which media are quoted by politicans
and which polticians are quoted in the media. Running a topic model on these utterances shows which
issues and events are most salient for each actor and for each citation, resulting in a rich semantic
network of what and whom the key actors talk about in both the mediated and direct communication.
This makes it possible to understand how ideas flow between actors and which actors participate as
content producers and gatekeepers, and the respective roles of political and media institutions in a
mediatised society. I show that LDA topics do indeed relate to traditional political issues. Second, I show
that by using grammatical rules it is possible to efficiently extract a semantic network of quotes, subjects,
and predicates. This network can then be enriched using topic models to see which topics politicians
talk about in the media and in their own discourse. This answers questions such as to whether media
messages match the political messages of political parties, and under which circumstances the distortion
of these messages is the greatest. Finally, I demonstrate the open source software that makes it easy to
conduct such analyses. By offering all data and methods using open API’s with bindings for the open
source statistical toolkit R, it is easy to integrate and combine such analyses in your own workflow.

Abstract
Every day hundreds of millions of users share conversations on random thoughts, emotional expressions,
political news, and notable issues on social media. Information propagation in social media is unique
in that traditional media sources and word-of-mouth propagation co-exist. The availability of digitally-
logged propagation events in social media help us better understand how user influence, tie strength,
repeated exposures, social norms, and various other factors come into play in the way people generate
and consume information in the modern society, which is the focus of this talk. This talk will also cover
how misinformation or a rumor propagates in social media, based on extensive data analysis.

  • 15. 15 Daegu&Gyeongbuk,Korea,11-13December,2014. AsianHubConferenceonTripleHelix&NetworkSciences(DISC2014) A New Era in Japan Election Campaigning? Perspectives on ‘Big Data’and Social Media Use in Japan’s Electoral Landscape Leslie M.Tkach-Kawasaki Graduate School of Humanities and Social Sciences Univ. of tsukuba, Tsukuba, Japan E-mail: tkach@japan.email.ne.jp Abstract Since the mid-1990s, similar to politicians in other countries, Japanese candidates for political office have been using the Internet as part of their political campaign media mix. However, until recently, Internet utilization during the crucial period immediately prior to the election (referred to as the “campaign activities period”) has been strictly regulated by the Public Offices Election Law. Changes in the law in April 2013 to allow for online campaigning with certain restrictions potentially has ushered in a new era of political campaigning in Japan. The combination of high Internet utilization among the public and candidates, growing professionalism of online campaigning in Japan, and utilization of social media are key factors in this new era of political campaigning. In this presentation, after briefly reviewing the history of the POEL and how it has been applied to political campaigning in Japan since 1995, I examine changes in the Japanese campaign websphere by looking at practical examples from the July 2013 Upper House election campaign period as well as the current December 2014 campaign period.

AsianHubConferenceonTripleHelix&NetworkSciences(DISC2014) Societal Success in the New Economy Nasir Sheikh Department of Technology and Society College of Engineering and Applied Sciences at State University of New York Korea, Incheon, Republic of Korea E-mail: nasir.sheikh@sunykorea.ac.kr Abstract The new economy in the digital age has impacted societies, globally in unforeseen ways. It was assumed that the rising tide would lift all social levels as we transitioned from the industrial economy to the services economy. However, social indicators such as population growths, job opportunities, and incomes have reacted in diverse ways to this new phenomenon. Developed countries in Europe and North America are no longer the haven for endless economic opportunities and the youth are disproportionately disadvantaged. Developing countries have seen a boom but the will the growth provide only benefits? There is a new wave of thinking that data science can benefit government, industry, and society. The societal impacts will take much longer and will likely take multiple non-linear paths. Also data is only one perspective of a much larger picture of productivity and prosperity. This presentation presents several viewpoints on the possible landscapes of the future and how we must prepare to address this brave new world.

  • 37. 37 Daegu&Gyeongbuk,Korea,11-13December,2014. AsianHubConferenceonTripleHelix&NetworkSciences(DISC2014) SociEuropean Open Government Data (OGD) Policies & Governance Frameworks Peter Parycek Center for E-Governance Danube University Krems, Krems, Austria E-mail: Peter.Parycek@donau-uni.ac.at Abstract Open Government Data initiatives have developed all over the world – a worldwide phenomenon that started in traditional democracies and spread to all kind of political systems. Open government data policies can be connected with different aims: transparency and accountability, participatory governance, innovation and economic growth or internal value for the public sector itself (Janssen). Compared with traditional eGovernment projects, one of the major differences is that the data supply is just the first technological and organizational step - the big challenge after supplying data is to generate demand in society and companies. The talk will focus on European OGD polices, their impact and their success factors, like: different OGD policy phases; governance and interoperability structure for federal states, which are crucial for collecting the data; community based activities which are new terrain for all administrations all over the world; internal incentives for departments to publish data; The main results of the talk are based on the evaluation of the implementation of the OGD strategy and portal of the City of Vienna. This evaluation is grounded on qualitative interviews and online polls held after the strategy was implemented. The country comparison is part of our ongoing Share PSI Network project (http:// www.w3.org/2013/share-psi/) funded by the European Commission.

Furthermore, solutions for many of the planet’s most pressing challenges – economic recovery, poverty reduction, climate change, sustainability – require significant additions to society’s technological toolkit. Yet, our ability to quantitatively model and forecast technological change has been limited due to difficulties in defining units of analysis and in collecting comparative empirical data. Some inventions, namely patents, however, leave behind a documentary trail, enabling us to study the invention processes in a quantitative way. Here, we propose to develop a formal methodology to construct detailed technology “map” through combinatorial processes of inventions and its temporal evolution from large - scale U.S. Patent data spanning 220 years. We utilize the classification system consisting of codes as temporally consistent units of analysis (nodes). These technology codes are means to succinctly describe a patent’s technology capabilities. When codes appear together in a patent, therefore, we consider them interdependent to make a useable function and represent this interdependency by assigning a link to between them. These microscale invention activities add up to form networks in time where macro- scale structures emerge through temporal evolution of community structure. We observe and identify structural change over time correspondent with historic events. We finally demonstrate that analyzing and quantifying individual communities in time, using and developing a methodology for multiplex networks, shed light on life cycles of technologies: birth, growth and death.

Skoric Department of Media and Communication City University of Hong Kong, Hong Kong S.A.R. E-mail: mskoric@cityu.edu.hk Abstract In recent years, researchers have started using social media to predict social, political and economic outcomes, ranging from election results to box office success of movies. As an increasing share of everyday social interactions happens on social media platforms, social sciences are experiencing a dramatic shift from data scarcity to data abundance. Given these important new developments in the field, it is imperative to revisit theoretical and methodological foundations that have guided public opinion research in the past. This talk will provide a review of the existing computational social science research that uses social media messages to predict elections and public opinion. The aim is to compare different approaches to election and opinion predictions, including volume-based analysis of messages, sentiment analysis and network analysis, and provide empirical benchmarks of their predictive quality. I will also discuss some potential theoretical models of public opinion suitable for social media-based research as well as research designs that can be used for testing them

AsianHubConferenceonTripleHelixNetworkSciences(DISC2014) Computational Social Science: Analysis and Modeling of Human Sociality Kimmo Kaski BECS, Aalto University School of Science, Aalto, Finland CABDyN Complexity Center, Said Business School Oxford University, Oxford, United Kingdom E-mail: kimmo.kaski@aalto.fi Abstract In today’s society social interactions takes place increasingly through ICT, the events of which leave behind digital traces of individual behaviour as ever-growing datasets. The study of such data using computational analysis and modeling with Network Theory approach can give us unprecedented insight into human sociality. This was well-demonstrated by our analysis of the dataset of mobile phone communication-logs, confirming the Granovetterian picture for the social network structure, i.e. being modular showing communities with strong internal ties and weaker external ties linking them1. More recently the same dataset has allowed us to look at the nature of social interaction in more detail and from a different Dunbarian egocentric perspective, due to it including demographic data in the form of gender and age information of individual service subscribers2. With this we have got a deeper insight into the gender and age-related social behavior patterns and dynamics of close human relationships. Our analysis results demonstrate sex differences in the gender-bias of preferred relationships that reflect the way the reproductive investment strategies of both sexes change across the lifespan, in particular women’s shifting patterns of investment in reproduction and parental care. These empirical findings inspired us to take the next step in network theory, namely developing models to catch some salient features of social networks and processes of human sociality in them. One of our first models, based on network sociology mechanisms for making friends, turned out to produce many empirically observed Granovetterian features of social networks, like meso-scale community and macro-scale topology formation3. In another model we have investigated the social implications of deception for opinion formation in coevolving social network, where we find that white or pro-social lies glue society together while black or anti-social lies create diversity4. To summarize we believe that the network theory approach to social systems combined with computational data analysis and modeling opens up a new perspective for studying and even predicting collective social phenomena.

AsianHubConferenceonTripleHelixNetworkSciences(DISC2014) What LinksTell Us: A Dialectics of Dependency Janghyun Kim Ph.D. Department of Interaction Science Sungkyunkwan University, Republic of Korea E-mail: jangkimuh@gmail.com Abstract I have researched many social networks from the international, interorganizational, interpersonal and inter-media perspectives. Furthermore, I have studied semantic networks of mass media coverage, blogs, social media, research abstracts, websites, and even spam messages delivered to people’s inboxes. These diverse networks suggest an important question to think about: interdependence and its impact. For instance, the relational dialectics approach to human communication argues that close interpersonal relationships necessarily involve inherent and ongoing tensions, struggles, and contradictions among opposite tendencies such as integration-separation, stability-change, expression-nonexpression, inclusion-seclusion, conventionality-uniqueness, and revelation-concealment. A close relation is formed and maintained in continual tensions like playing at a tug of war. The author of this article posits that such tensions are originated from the duality of interdependence. Interdependence among plural parties may lead to mutual understanding and achievement of intersubjectivity. However, sometimes, it leads to misunderstanding, tension, and conflict. Under what circumstances, are the positive outcomes of interdependence from social networking maximized? Under what condition, are the negative outcomes of interdependence from social networking controlled and regulated? As a scholar, I would like to throw such questions for the participants of DISC 2014 at Daegu. On the other hand, semantic network represents the interdependence of words. Theoretical and methodological approaches to find possible answer(s) to the questions are included in this paper. In addition, suggestions for future research are addressed. Key words: interdependence, dependency, social networks, semantic networks.

AsianHubConferenceonTripleHelixNetworkSciences(DISC2014) New Data, Old Questions: Using New Methods to Analyse Press and Politics Wouter van Atteveldt VU University Amsterdam, Amsterdam, The Netherlands E-mail: wouter@vanatteveldt.com Abstract Our current digitalised society offers an unprecedented amount of information on social behaviour. What we do, with whom we do it, and what we say while doing it is more and more captured in data streams that can be scraped, parsed, and combined to form rich and fine-grained data sets. The challenge for social science is applying the methods of‘Big Data’to interesting theoretical questions and avoid being swamped by interesting but ultimately meaningless data-driven findings. In order for this to succeed, the substantive questions must guide methodological application, while at the same time new methodologies open the way for new theoretical lines of inquiry. Rather than diverging into separate specializations, methodologists and substantive researches must converge to a point where they can understand and appreciate each other’s questions and answers. In my current work, I am interested in combining information from traditional and social media to better understand the interaction between media and politics. The relationship between press and politics is characterized by strongly interdependent relations and institutional constraints. Big data and new methodologies promise to help unravel these complex interactions, but this data is meaningless if it is not analysed and interpreted in light of the existing body of knowledge in political science and journalism. The content of political news is the result of a strategic game between journalists and politicians. By combining analysis of mediated and unmediated communication, either from ‘traditional’ venues such as speeches in parliament or from social media utterances, we can create a citation network of which media are quoted by politicans and which polticians are quoted in the media. Running a topic model on these utterances shows which issues and events are most salient for each actor and for each citation, resulting in a rich semantic network of what and whom the key actors talk about in both the mediated and direct communication. This makes it possible to understand how ideas flow between actors and which actors participate as content producers and gatekeepers, and the respective roles of political and media institutions in a mediatised society. I show that LDA topics do indeed relate to traditional political issues. Second, I show that by using grammatical rules it is possible to efficiently extract a semantic network of quotes, subjects, and predicates. This network can then be enriched using topic models to see which topics politicians talk about in the media and in their own discourse. This answers questions such as to whether media messages match the political messages of political parties, and under which circumstances the distortion of these messages is the greatest. Finally, I demonstrate the open source software that makes it easy to conduct such analyses. By offering all data and methods using open API’s with bindings for the open source statistical toolkit R, it is easy to integrate and combine such analyses in your own workflow.

AsianHubConferenceonTripleHelixNetworkSciences(DISC2014) Propagation Phenomena in Large Social Networks Meeyoung Cha Graduate School of Culture Technology Korea Advanced Institute of Science and Technology Daejeon, Republic of Korea E-mail: meeyoungcha@kaist.ac.kr Abstract Every day hundreds of millions of users share conversations on random thoughts, emotional expressions, political news, and notable issues on social media. Information propagation in social media is unique in that traditional media sources and word-of-mouth propagation co-exist. The availability of digitally- logged propagation events in social media help us better understand how user influence, tie strength, repeated exposures, social norms, and various other factors come into play in the way people generate and consume information in the modern society, which is the focus of this talk. This talk will also cover how misinformation or a rumor propagates in social media, based on extensive data analysis.
