of the President of USA and USAID.

Rehabilitation of Kandahar – Herat Road:
Final Design of 442 km for PCC pavement rehabilitation. Rubblization of PCC and
25 cm asphalt overlay has been adopted for the rehabilitation. Several pavement
design methods including the new AASHTO Guide 2002 have been used.
Extensive analysis of asphalt and modifiers has been conducted to analyze low
temperature cracks and rutting. Pavement and Materials advisor during
construction. From February 2004 up to 2006. LBG and Antigo Construction won
the 2006 IRF award in the Construction Methodology category for our
rubbilization on the Kandahar Herat road.

1994 EL SALVADOR. Road Inventory Specialist. Public Services Improvement
Project/Inventory of Local Roads in Ex-Conflict Zones. MOP/USAID. As the
specialist in the maintenance and planning of road inventories, Mr. Garcia
directed the planning of the visual inventory of the low traffic volume roads; the
conceptual design for the development of schematics of local roads in each of the
121 municipalities located in Ex-Conflict Zones throughout the country
(approximately 600 km); the development of a computerized data management
system that allows processing of information resulting from the inventories to
summarize the road characteristics as well as the preliminary cost estimation of
construction alternatives to allow almost permanent passableness in each of the
subject roads. In this manner, the Highway Management System was developed
to allow easy access to the information by the municipal authorities. Mr. Garcia
conducted the training of local engineers in techniques of inventory of roads of
low-traffic volume as well as in the development of the instructive necessary to
carry out the inventory.
1994 PARAGUAY. Plan for the Preservation of the National Road Network. As a
short-term expert in Highway Maintenance, Mr. Garcia was in charge of the
preparation of the road inventory system for a network of approximately 25,000
km, comprised of asphalt, rigid gravel, cobblestone, and earth pavements. He
developed inventory instructive for the characteristics of the road network as well
as training the engineers responsible for carry out the inventories. BID/DNV.

1993 EL SALVADOR. Project Manager. Construction Supervision of Rehabilitation
Works of the International Airport of El Salvador. Mr. Garcia was in charge of the
direction of a group of local and expatriate professionals. The works consisted of
the laying of a hot asphalt mix overlay in the system of taxiways and aprons.
Problems with instability in the hot mix asphalt due to the hot weather and
existing conditions of the existing aprons paralyzed the works on other aprons
and the main runway.
1993 NICARAGUA. Technical and Economic Feasibility Study and Preliminary Design
of the Izapa-Leon-Chinandega-Guasaule Highway, BIRF/MCT. Mr. Garcia was in
charge of the revision of the final aspects of basic engineering and construction
and maintenance costs. Aspects such as the rehabilitation and improvement of
pavements and bridges were also considered.
1992 EL SALVADOR. Soils and Pavement Engineer. Feasibility Study and Preliminary
Design of Highway CA:4/Quitasol-El Poy. MOPT-DGC/FOSEP. Mr. Garcia was
responsible for the evaluation of soils, pavements, and construction materials as
well as the unit costs for the end of the rehabilitation and established
improvements. Additionally, within the technology transfer program of this
project, delivered a conference on the Structural Design of Pavements.
1992 COSTA RICA. Infrastructure Engineer. Study of the Provincial Highway System.
MOPT/BID. Mr. Garcia directed the development of the basic engineering aspects
and the construction and maintenance costs for the evaluation of 2,300 km of
roads for feasibility studies and 950 km of schematic designs for construction
including bid documents. The low traffic volumes in the subject roads required
the application of special concepts for these types of roads.
1992 NICARAGUA. Highway Engineer. Rehabilitation and Improvements of Rural
Roads. MCT/BID. Mr. Garcia was responsible for assisting a group of local
consultants in developing feasibility studies and construction bids for 250 km of
rural roads.
1992 BOLIVIA. Technical Advisor for Construction Materials and Pavements.
Reconstruction of the Confital-Calhuasi Roadway. SNC/BID. Mr. Garcia provided
the guide for the use of marginal materials and the design of asphalt concrete
mixes in cold climates. He also evaluated the structural characteristics of the
projected pavements and recommended guidelines for their monitoring.
1992 EL SALVADOR. Public Services Improvement Project. Mr. Garcia developed a
training manual for construction supervisors of gravel roads. Mr. Garcia delivered
various training conferences on this material to DGC personnel. Mr. Garcia also
produced teaching guides for future DGC trainers. Training of Construction

1991 EL SALVADOR. Soils and Pavement Engineer. Public Services Improvement

MOPT/USAID. Mr. Garcia developed basic engineering aspects and construction
costs for the study.
1991 EL SALVADOR. Road Inverntory Engineer. Public Services Improvement
Project. MOPT/USAID. Mr. Garcia was responsible for the direction of the Road
Inventory of the National Road Network for its use within the Highway

Management System. The inventory system consisted of the visual and
structural evaluation of paved roads. Mr. Garcia participated in the training of
local consultants and personnel from the Direccion General de Caminos (Ministry
of Highways) on inventory techniques. In this way he developed guidelines
allowing the personnel to conduct the inventories themselves.
1990 - 1991 PHILLIPINES. Soils and Pavment Engineer. Rural Roads Infrastructure Project.
USAID/Public Works and Highways Department. Participated in the soils and
construction materials study for the final pavement designs, bridge foundations,
slopes' stability analysis and drainage. The project analyzed approximately 1,000
km of roads for feasibility studies and 500 km of roads for final designs.
1990 GRENADA. Construction Supervision of the Principal Highway. MOP/CDB.
Engineer in charge of the final evaluation of the construction works. The works
consisted of the evaluation of the materials and their quality after their use. Also
designed systems to correct the stability of slopes.
1989 EL SALVADOR. Transportation Engineer. Infrastructure Sector Assessment.
MOP/USAID. In charge of the basic engineering, technical specifications, and
costs for the technical-economic evaluation of the national system of highways,
airports, ports and railroads.
1989 MEXICO. Pavement Engineer. Urban Roads Maintenance Project. In charge of
the definition of maintenance and rehabilitation works for planning purposes, as
well as costs and quality control for construction proceedings on urban roads. Mr.
Garcia developed the manuals related to the structural evaluation of pavements
using non-destructive methods for use in the Highway Management System
developed by LBII.
1989 EL SALVADOR. Soils and Pavement Engineer. Final Design for the Rehabilitation
of the San Salvador - Comalapa Freeway. MOPT-DGR/DGC/USAID. In charge of
soils and pavements studies with non-destructive devices, also development of
specifications and cost estimation for the overall project.
1989 MEXICO. Study of the Rehabilitation of the Central Avenue in the State of
Mexico. Carried out superficial and structural evaluations. Studied the soil
properties of the extremely soft soil in the Texoco Valley and analyzed diverse
rehabilitation alternatives.
1988 PERU. Project Engineer. Study for the Rehabilitation and Maintenance of the
Airports of Cuzco and Tarapoto. Peru. CORPAC/DIA. In charge of the basic
engineering works. The works consisted of soils studies, structural evaluations of
pavement with non-destructive methods, studies of construction materials,
rehabilitation plans, specifications, construction costs, construction procedures,
and works scheduling.
1985 - 1987 PERU. Chief of Project. Final Design for the Rehabilitation of Roads in the
National Network of Asphalt and Concrete Roads, Peru/MTC. Head of the
rehabilitation studies that consisted of field work and preparation of contracts for
the works. Evaluated diverse types of pavements using destructive and non-
destructive methods.

1985 SUDAN. Soils and Pavement Engineer. Evaluation of the Ed-Dueim-Raback
Highway. In charge of developing a program of studies to evaluate the final
quality of the work. The evaluation consisted of studies of quality of the materials
used during construction, as well as the structural evaluation of the finished
pavement. A series of destructive and non-destructive methods was used for the
studies of sub-grade soils and top pavement layers.

1981 - 1987 PERU. Chief of the Soil Mechanics and Testing Materials Division, Bureau of
Special Studies, Ministry of Transport and Communications. Was responsible for
the following activities:
Investigations of soils and construction materials for bridge foundation projects
and projects for rehabilitation of urban roads, roads with low traffic roads,
highways and airports. These projects were located in diverse geographical
locations (desert, high mountains, and jungle), climactic conditions (dry, humid,
frigid, wide daily variation), and a wide range of soil types (conglomerate, Aeolic,
expansive). Implemented non-destructive methods of structural evaluation of
pavements, as well as proceedings for soils and construction materials testing.
Development of bidding documents of public works. The projects included:
Rehabilitation: 9 first category airports, 100 km of urban roads.
Construction of new roads: 400 km of second category roads, 200 km of
low traffic volume roads, 2 airports, 15 bridges.
Responsible for investigations of soils and new construction materials, some of
which are indicated below:
Hot, cold and emulsified asphalt mixes for cold and hot weather.
Chemical stabilization with Portland cement, hydrated lime, pozzolan,
sulfonated oil, and slag.
Use of marginal materials for pavement works.
Dry compaction of desert sands.
Reology of asphaltic products (Asphalt, Cutback, Emulsions)
Effective expansion of salty soils.
Introduction of new highway engineering technologies, among which are:
Destructive and non-destructive methods of structural pavement
evaluation for highways and airports (Benkelman beam, CBR, In situ,
Charge Plate, Dynamic Cone Penetrometer, exploratory shaft).
Introduced structural evaluation methods employed in France, U.S.A.,
Argentina, Brazil and South Africa.
New methods of pavement design for urban roads, low traffic volume
roads, highways and airports. Introduced diverse methods accepted
around the world, such as AASHTO, TRRL, SHELL, ASPHALT
INSTITUTE, FAA.
Application of geotextiles and stabilized columns of soil/lime.
Supervision and approval of projects awarded to local consultants by the
government.
