Improved performance of both Mawenzi and Sekou toure Regional
hospitals and increased revenue collections of both hospitals through
introduced electronic systems. The experience from Mawenzi in
Kilimanjaro Region transferred to Mwanza and Sekou toure became
a leading revenue earner among the 25 regional hospitals in the
country while improving it services greatly.
Coordinated with the Ministry for Regional Administration and
Ministry for health and successfully working closely with district
administrations battled cholera epidemic in Mwanza Region in 2015.
Moved Drs. and Nurses from the Regional Hospital to the islands in
lake Victoria to assist districts to fight the epidemic. Harnessed
support of the Bugando Hospital Referral and the Tanzania Red cross
Society in the fight against cholera.

Chairperson of Regional Sports Committee, navigating encumbering

Facilitated leadership and management skills training for RAS
Kilimanjaro 2012 by Uongozi Institute;
Team leader for the GEF/UNDP funded Sustainable Land
Management Programme implemented in Kilimanjaro Region.
Achieved satisfactory progress in implementation between 2012-
2014;
Team leader for the implementation of the Big Result Programme in
the regions of Kilimanjaro and Mwanza, launched in 2012.
Team Leader in the facilitation process for the new MDAs’
(Ministries, Agencies, Independent Government Departments) led
approach to Public Service Reform Program Phase II 2008-2012;
Participated in the exercise of reviewing the structure of the South
African Development Community Secretariat and carrying out job
evaluation;
Supported establishment of the Leadership Institute for Tanzania and
contributed to its successful launching and operation;
Was the Secretary to the Organizing Committee of the Tanzania Top

Government leadership Seminar (Semina Elekezi) in May 2011 after
the inauguration of the new Government following the general
elections in 2010;
Coordinated for the President’s Office Public Service Management
the Enhanced Public Service Leadership Program implemented with
the private sector-CEO Round Table;
Participated in the review of the Competency Based Curriculum for
the Local Government Training Institute –Hombolo, 2011
Participated in the development and review of Competency Based
Curriculum of the Tanzania Public Service College from 2010;
Solicited over a million US dollars worth of capacity building
opportunities for public servants from our international partners and
associations, for example the Commonwealth Secretariat trained 200
senior Police Officers in Community-oriented Policing 2010;
Responsible for successful participation of Tanzania in the United
Nations Public Service Day in Barcelona Spain in 2009 where
MKURABITA won a Medal. Subsequently the event was held in Dar es
Salaam in 2010 the first time in Africa and the second time outside
the US. This event was organised jointly by UNDESSA and the
President’s Office, Public Service Management under my
coordination. MKURABITA again won a medal.
Coordinated and promoted the participation of Tanzania in
international awards: AAPAM innovation award, UN Public Service
Awards, African Public Service Day Innovation Awards, etc. Since the
inception of the AAPAM Award in 2007, Tanzania won three gold
medals two institutional and one individual and had finalists and
lesser awards worn in all the remaining years. Tanzania through
MKURABITA won the UN public service award as a second category
winner in 2010.Tanzania has also been winning the Africa Public
Service Day awards.
Head of the Coordinating Department in the President’s Office,
Public Service Management as the local counterpart of CAPAM (The
Commonwealth Association of Public Administration and
Management), in organising the Regional Conference ‘Good
Governance: Managing Human Potential’ in March 2009, Tanzania.
The conference was being held for the first time in Tanzania.
Head of the Coordinating Department as the local counterpart of
UNDESA in organising the first African Public Sector Human
Resources Managers Network Workshop where the APS-HRMnet was
launched in Arusha. February 2009;

for the public service -2007;
Lead person in developing of a Leadership Succession Planning
system in the public service-2007
Lead person in developing a Human Resources Planning Manual for
the Public Service -2007;
Lead person in Developing a Training Policy for the Public Service of
Tanzania -2006;
Facilitator in a strategic management workshop for senior officers of
the Forest and Beekeeping Division of the Ministry of Natural
Resources and Tourism in 2000 as one of the preparations for the
establishment of a Forest Management Service;
Facilitated supervisory and managerial skills in a managerial skills
workshop organized for senior officials of VETA in 1999
Facilitated a record keeping and management workshop for record
keeping and information management personnel from government
ministries in 1999.
