Background
ohn C. Scarbrough has had lifelong exposure to the service of the homeless, and children and adults living with
special needs. John Scarbrough is deeply committed to the challenges of providing quality care to individuals with special
needs. John Scarbrough has a working knowledge of the Health Services System and Human Service Agencies of
Philadelphia, Pennsylvania and is well versed in the city A-133 audit requirements, Office of Emergency Shelter Service
Standards and DPW licensing guidelines and other State rules and regulations pertaining to Home and Community Based
Services, Home Care, Transportation Services for the Disabled and Residential Services. John Scarbrough also has a
working knowledge of for-profit and non-profit organization pertaining to the health and human services industry.

EDUCATION
John Scarbrough is a graduate of Valley Forge Military Academy (Class of 1985) with honors. Here is where he learned
military discipline, the strength of character, responsibility, respect and humility, leadership and to aspire to become a
citizen of the highest integrity in his community. He served as a cadet First Sergeant his junior year over 70 cadets and
Company Commander his senior year over 84 cadets between the ages of 14 to 29. John Scarbrough was an award-
winning athlete, honor roll student and earned awards such as the Veterans of Foreign Wars medal for leadership and
academic excellence presented by acting legend Bob Hope and General Mataxis, US Army Retired. John Scarbrough also
holds a Bachelors Degree with honors in Business Administration and Management from Tampa Business College.
During John Scarbrough’s four years of college, he attended classes up to seven days a week, worked three jobs and made
the Dean’s list throughout his college experience.
EXPERIENCE
Descending from two generations of special needs Providers John Scarbrough’s learned empathy and deep commitment
to the service of the homeless, frail elderly, mentally retarded and the disabled grows out of his lifelong exposure to the
service of this special needs population. After finishing his Bachelor’s degree in 1990, Mr. Scarbrough devoted his time
to establish a Personal Care Home Facility for low-income individuals living with disabilities who were in crisis or
homeless.
John Scarbrough was able to place a number of these individuals back into independent living or structured settings and
access day treatment, medical and therapeutic services for residents whose mental and medical diagnoses would be
considered chronic or critical.
Since 1990 to date John Scarbrough has overseen the day to day administration and operations of 4 companies and has
employed up to 45 employees on various academic levels from high school graduates, LPN’s, RN’s, Masters’ and Ph.D.
graduates. As a licensed residential services provider to the homeless, children and adults living with HIV, Traumatic
Brain Injuries, terminal cancer, dialysis treatment, heart failure (with oxygen dependency), blind, amputees, multiple
sclerosis, cerebral palsy, schizophrenia, frail elderly, mentally retarded, developmentally delayed infants, children and
young adults and advocating for client health and welfare.

Mr. Scarbrough’s duties and experience included but are not limited to:
 Over 25 years of Professional expertise in enrollment and business practices necessary to start open and operate a
state license home care, home and community based waiver services agency, homeless shelter, soup kitchen program,
special needs transportation program, personal care home, special needs housing programs, program grant
development and subsidized housing.
 Being granted multiple Medical Assistance Provider Numbers to provide Home and Community Based Medicaid
Waiver Services for people living with physical disabilities and debilitative medical conditions since 2006 to date with
98 and 99 percent inspection scores. Since 1991 Mr. Scarbrough has also been a licensed Personal Care Home
Administrator with a facility which can house up to 51 residents. Since 2000 Mr. Scarbrough has been a Special Needs
Emergency Shelter Provider for the Office of Emergency Shelter and Services and Philadelphia County at large. Mr.
Scarbrough has served well over 800 people living with physical disabilities and special needs and continues to serve
more each year along with his established Soup Kitchen Programs that feeds hundreds each month.
 Cutting through red tape to assure adequacy of individuals care, non-discrimination, access to income benefits, social,
health care information, and services.
 As a COMPASS Partner, Mr. Scarbrough has granted access to the Commonwealth of Pennsylvania Access to Social
Services programs which allows qualified individuals and community-based organizations access to screen for, apply
for, and renew a broad range of social programs.

by the City of Philadelphia and the accounting firm of Asher & Company, Ltd.
 Completed 16 hours in Integrated Asset Protection and Customer Services.
 Skilled in computer graphic design. Working knowledge of Windows 7, Vista, Microsoft Word, Works, Excel,

 Awarded several service contract totaling millions of dollars over the years from Philadelphia’s Department of Human
Services, Office of Mental Health/Mental Retardation and currently the Office of Emergency Shelter and Services the
Department of Public Welfare’s Home and Community Based Waiver Programs.
 Established memberships with United Way of Pennsylvania Southeast Region, Local Food Banks, ACORN member,
National Association of Residential Care Facilities (NARCF) and NAEIR (provides free clothing, medical, office, auto
and rehabilitative equipment to non-profit organizations) and The National Association of Shared Housing
Organization.
 Pre-qualified to be awarded $3 million in Tax Credits from the PA Housing Finance Agency, for special needs housing.
 Wrote a grant which earned $2.4 million award from the Department of Corrections, Bureau of Community
Corrections to provide treatment services for the DOC’s mentally ill and disabled population.
 Awarded National Service Award for Veteran after speaking at the National Convention for Veterans organized by the
Circle of Friends for American Veterans event in Washington D.C...
In 1995 one of Mr. Scarbrough’s program, Coleman Retirement and Respite Center’s Facility was lost due to a fire caused
by a city-owned vacant lot. From 1995 to 2000 John Scarbrough worked diligently to redevelop a larger
facility now located at 935 North 42nd Street. Along with this new facility came the new name:
Victory Support Services, Inc. with John Scarbrough as President/ Chief Executive Officer.
COMMUNITY SERVICE
From 2000 to date, John Scarbrough successfully operates Victory Support Services as a special needs shelter and licensed
personal care facility with service contracts with The City of Philadelphia’s Office of Emergency Shelter and Services.
Currently, Victory has been able to take in over 600 disabled homeless people off the streets of our city and has helped
countless individuals and families in crisis link up with support services which prevented them from becoming homeless.
John Scarbrough has established a not for profit organization Victory Shelter Programs, Inc. which is non-stock 501 (c)
(3) corporation. The mission of Victory Shelter Programs, Inc. Board is to provide emergency shelter services to the
homeless, implement fundraising campaigns to build barrier-free housing to primarily benefit the disabled homeless,
provide outreach service activities, provide jobs and job training to the homeless and very low-income populations of the
communities we serve, mentoring youth and young adults about aspiring to a life of social and community services. Victory
Shelter Programs is also active in providing contract residential and support services to local government, veterans affairs

health and human services agencies. John Scarbrough has also established Victory Shelter Programs Soup Kitchen
program which provides over 37,000 meals per year to the needy in Philadelphia
Community Relations and Special Interest Projects
Mr. Scarbrough lives in Philadelphia, PA. He spends his free time with family and friends. Mr. Scarbrough also spends
time assisting and supporting in church activities, mentoring youth and young adults in social and community services,
volunteering in church fundraisers, working with community politicians, the city’s Police and Fire Departments, business
leaders, and human services professionals on projects for the homeless, disabled, and the impoverished in our community.
Mr. Scarbrough often takes the time to provide consulting services to Human Services and Business entrepreneurs, write
letters of support and recommendations for young adults who wish to attend schools of higher education such as West Point
and Valley Forge Military Academy and College as well as offering letters of reference for youth and adults entering the
workforce. Mr. Scarbrough is also skilled in and enjoys commercial and residential interior design, desktop publishing,
cooking, and facility/home remodeling, and classic and high-performance car restorations.
Mr. Scarbrough’s drive and work ethic have led him towards establishing additional charitable and human services
programs to service our special needs and disabled populations such as the opening of the following:
 A Soup Kitchen Ministry Program to feed the hungry especially the disabled homeless.
 Supportive Transportation Of Philadelphia, Inc.- A wheelchair transportation service
for the disabled and those living with special needs.
 Professional human services consulting services for aspiring human service
