Department Heads and Local Police Area Commanders in implementing
health and safety at Operational Command Unit and Department level, as
well as Co-ordinating the Health and Safety Trainer. Setting the strategy for
health and safety management, including policies and procedure, carrying out
health and safety audits, ensuring the implementation of the safety training
program for all members of staff, carrying out accident analysis, vetting and
monitoring contractors in terms of health and safety and liaising with
constabularies nationally. Providing advice and guidance on estate and
facilities management and co-ordinating the health and safety responsibilities
of the Facilities Team. Attending local safety committees and chairing the
Tactical Health and Safety Committee as well as providing advice and

Please note I have partial dyslexia, but through training, I have developed skills to manage this myself; no special

4. My current role as Hampshire Constabulary’s Corporate Health and Safety Adviser covers some 140
sites across Hampshire and the IOW, with approximately 7000 staff. It is a dynamic role which requires
a practical and pragmatic approach to problem solving. I also act as the Police and Crime
Commissioners Health and Safety Adviser as well as the Police Criminal Records Office.
Reporting to the Strategic Risk Manager and Deputy Chief Constable, I have responsibility for the
strategic management of health and safety across the Force. As well as providing hands on advice and
guidance to all levels of staff including the Chief Constable and senior management team.
This often requires immediate response to operational incidences and attendance to scenes. There is
a requirement to be flexible and prepared for a variety of issues, from body recovery to traffic accidents
and large scale disasters.
I have responsibility for setting the Health and Safety Strategy, developing and maintaining Health and
Safety Policies and procedures and undertaking audits. Which cover a wide variety of activities
including Transport workshops, laboratories, an operational marine unit, firearms and facilities
management as well as the Air support unit before it became the National Police Air Service.
I work closely with the Occupational Health and Wellbeing Team undertaking disability risk
assessments and secondary work station assessments for musculoskeletal issues.
Whilst working for Hampshire Constabulary I have developed an accident database with a private
company to a set budget and timescale, reduced accidents to meet the HSE's target for a healthy
police service for accident reduction and implemented a role profile risk assessment and training
system. I have undertaken the development of an in-house fire warden training course, saving the
Force around £20k a year, which enabled the recruitment of a Health and Safety Trainer. I also have
responsibility for undertaking accident investigations, noise and vibration assessments.
My role is split between operational policing and Facilities safety management. I co ordinate the
facilities teams health and safety responsibilities and ensure compliancy in terms the estate for fire,
asbestos and legionella. I provide strategic advice and guidance to the Estate Development program.
Providing input into building design, construction safety, contractor management and operational
development. Reporting into the Estate Director, I also Strategically manage the joint working
arrangement with Hampshire County Council and Thames Valley Police in relation to health and safety
management systems
Prior to the restructuring of the Force I managed the Health and Safety Training budget and the Health
and Safety Trainer, however this role no longer exists.
I provide operational advice to Commanders across the Constabulary on a variety of issues from large
scale events such as the IOW festival and Olympic torch relay to law enforcement and the purchase of
specialist equipment for operational use. I sit on a number of working parties which include Transport,
Officer Safety Training, Custody, the new Headquarters and Southampton Police Station building
projects, including the design of a new custody desk.
I currently chair the Constabulary Tactical Health and Safety Group as well as advising the
Constabulary’s Strategic Health and Safety Committee. This requires both quarterly and annual health
and safety reports to Chief Constable and the Police and Crime Commissioner.
In the past, I have also been responsible for managing and mentoring a Police Sergeant who was on
secondment to the Safety Team for 2 years; this meant having regard for a member of the team who
had a different employment contract, along with different working conditions and styles of reporting.
In addition to the above duties I also undertake analysis of accidents to provide statistics to the
Constabulary Strategic Health and Safety Committee as well as senior managers.
I monitor contractors, including vetting them for tendered contracts in relation to health and safety. The
Constabulary has been inspected by the HSE in last 8 years where only minor issues were identified. I
have applied and successfully been awarded a ROSPA silver award on behalf of the Force for two
years running.
5. I represent the Force at Regional and national level as the South East Regional Secretary for the
Association of Police Health and Safety Advisers.
Whilst working for Hampshire Constabulary I have also been under contract to HART Ambulance
(hazardous response team) to provide a half day risk assessment course every month on their Urban
Search and Rescue course. I was also the Health and Safety Consultant for the Police National
Chemical Biological and Nuclear training centre for 4 years. Both of these roles were undertaken in my
own time.
During my career I have covering the following areas.
Construction and Design
Undertaking site safety inspections for both private companies and local authorities, covering new
housing and building refurbishments This included implementing the Construction Design Management
Regulations for a Local authority, providing safety advice with regards to the design of a major
swimming and diving complex in Southampton undertaking the hand over checks for the safety of the
final product. Working with the Hampshire Constabulary’s designers on new large multi storey police
station and 3 new custody and investigation centres ensuring they are fit for purpose and working
closing with the estates team on the multi million pound estate change program.
Facilities Management
60% of my current role involves setting the health and safety strategy for Facilities Management,
including auditing, training, inspections, asbestos management and statutory compliance. Setting
procedures on fire safety and providing advice and guidance to the estates team as well as
undertaking fire risk assessments. I also audit and review contractors.
Events
Whilst working for a local authority and as a self employed consultant I provided health and safety
advise for the Millennium Youth Games, Skate board festival, pop concerts and New Years Eve event.
In my current role with the police I have covered the Wickham Horse Fair, IOW pop Festival, Americas
Cup and the Trafalgar Celebrations in relation to the policing of such events.
Fire
I have a NEBOSH Certificate in Fire Safety Management and undertake regular Fire Risk
Assessments providing advice and guidance on fire issues to the Force Estates Change Program
training Fire Wardens and undertaking fire risk assessments for private clients.
Change Management
Over the last 3 to 4 years the Police service including Hampshire Constabulary has gone through a
number of major changes including a major restructure. As part of my role I have worked with the
change management team setting safety strategies that help reduce costs, but still ensure safety
compliance with much fewer staff and resources.
Transport
I have been responsible for a number of transport workshops both with in the force and in local
authorities in relation to health and safety. Working as part of the Force Transport Working Group
which looks at vehicle and equipment purchases, from boats to cars and off road vehicles including the
design of specialist equipment.
Call Centres and Banking
The Force as 2 large emergency number call centres which I have responsibility for in terms of safety,
including the redesign of the main centre. I have also covered banking call centres and trading floors
whilst working as a consultant. I have huge experience in relation to DSE assessments and disability
assessments, working with staff, managers and estates.
6. Marine
I have provided advice and guidance to the Southern Water Bourne Activity Centre, Southampton City
Council Woodmill Canoe Centre and worked closely with the Constabularies Marine Unit and Water
Search and Rescue Team. This included providing advice on the Marine Units new launches and ribs,
water search risk assessments as well as auditing the teams. I also have a huge passion for the sea
with Day Skipper, Safety Boat, Power Boat Level 2 and dingy sailing level 2 qualifications. I have taken
part in Cowes Week and Round the Island Race, as well as windsurfing and kite surfing on a regular
basis. I am also a qualified life saver.
Environmental Health
As an Environmental Health Technician I had responsibility for the enforcement of environmental
health legislation for a local authority, for which I have a diploma in environmental health. This also
included an enforcement role in relation to health and safety
Education
As part of my role working for a unitary authority I had responsibility for health and safety within in
schools across Southampton as well as outdoor activity centres.
Training
I have designed and undertaken training for the last 20 years covering all aspects of safety training,
from senior managers through to talk box talks. I pride myself on making the subject both interesting
and relevant to the audience and their work.
Engineering
During my time working as a consultant I have undertaken inspections and provided advice for a
number of small engineering and manufacturing companies.
Leisure Facilities
Whilst working for Southampton City Council I had responsibility for health and safety for Leisure
Services, which covered 6 large leisure centres with swimming pools a dry ski slope and golf course.
This covered all aspects of health and safety management from chemical management, maintenance,
staff and public safety, grounds maintenance, training and purchase of new equipment.
Refuse
I have had responsibility for health and safety management of a refuse department, including training
of staff on safe systems of work through to assess equipment purchases.
Parks and Gardens
Within my role at Southampton City Council I also had responsibility for health and safety management
of the parks and gardens service.
Working closing with managers and staff, introducing safe systems of work, undertaking training, audits
and monitoring contractors. This also included play equipment safety and design.
Airports
Whilst working for Hampshire Constabulary I was also responsible for providing advice and guidance
to the Constabularies Air Support Team who were responsible for managing the day to day safety of
HMS Dadalus airfield. This included public safety, grounds maintenance, noise and other airfield users.
Together with providing advice to the Ports and Airports Police Security Teams.
Security
With my current role and my role with the National Farmers Union I have covered security both in
terms of physical security and how security links in with health and safety in relation to fire safety and
the safety of staff lone working.
7. Care Homes
Whilst working for a unitary authority I had responsibility for health and safety within the care homes,
both in terms of the building and client safety.
Design of Systems and Products
I have worked with Posturite to design and develop an accident recording and reporting system, which
has now been sold to a number of companies and police forces. The system has the ability to auto
complete accident reports for the Health and Safety Executive.
I have also worked with Beeswift Safety Products to help develop a needle resistant glove for police
search activities which prevents needle stick injuries.
Occupational Health
I have worked closely with Occupational Health teams as well as setting up the Occupational Health
contract for the Police CBRN Training Centre.
