California Technical Assistance
Program (CTAP)
Lumetra Healthcare Solutions has been awarded a contract to partner with CalHIPSO and The California
Department of Health Care Services’ (DHCS) Office of Health Information Technology (OHIT) on a Medi -Cal
Electronic Health Record Incentive Program Technical Assistance (TA) contract. Lumetra Healthcare
Solutions will be enrolling over 600 eligible providers in the program to provide technical assistance
services. Technical assistance will be available for providers who have not yet adopted Electronic Health
Records, for those still working on the full implementation of 2014 certified EHR and Stage 1 meaningful
use, as well as those poised to meet Stage 2, 2015 through June 2018. And possibly even Stage 3!
Eligible Professional (EP) - Eligible professional includes physicians, nurse practitioners, dentists,
certified nurse midwives, optometrists, and physician assistants who, individually or with a group, meet
the 30% Medicaid encounter volume (20% for pediatricians) requirement for the Medi-Cal EHR Incentive
Program (EHRIP) (based upon the calendar year preceding the EP’s EHRIP program year).
Services Provided
 Education and Outreach—dissemination of knowledgeabouteffective strategies to select,
implement, and meaningfully usecertified EHR technology.
 Medi-Cal Incentive Program Guidance—assistancein understanding and meetingall
requirements of the Medi-Cal EHR IncentiveProgram. Ensureeligibleprofessionals and groups
successfully submitapplications to theState Level Registry.
 EHR Implementation—assistancewith projectmanagement, planning and supportover the entire
EHR implementation process,including on-sitecoaching,consultation,troubleshooting, and other
activities. The assistancewill assurethatthe professional isableto assess and enhance
organizational readiness,remediategaps in ITinfrastructure,configuration of thesoftwareto meet
practiceneeds,and training on softwareuse.
 Practice and Workflow Redesign—supportfor practiceand workflowredesign necessary to
achievemeaningful useof EHR technology. This may involveworking with eligibleprofessionals,
their staff,and the EHR vendors. Assistancemay includemapping and redesigning work
processes,updating roles for professionals and supportstaff,and rapid cyclecontinuous quality
improvement activities.
 Progress toward Meaningful Use—assistancein attaining and advancing in thestages of
meaningful use. Review of utilization of EHRs by professionals will beprovided and feedback
provided to improvelowrates of utilization of features required for meaningful use. Professionals
will besupported in implementing best practices to protectprivacy and security.
 Health Information Exchange—assistanceto professionals in connecting to availablehealth
information exchangeinfrastructure, including community HIOs,enterpriseHIOs and point-to-
pointhealth information exchange
 Other Services (Fee-based). Your technical assistanceorganization may offer assistancein
