Extradition within the CEMAC Sub Region Prospects and Perspectives
International co operation in criminal matters amongst states in the Central African Economic and Monetary Community CEMAC is a reality. However, this co operation is increasingly being threatened by weaknesses that fraught the existing extradition legal framework. Criminal offenders often misuse the lack of extradition treaties with other states to decide which state to flee to after committing crimes. The very nature of crime has been evolving, and the failure to bring fugitives to justice represents an acute problem to the party which has been wronged. However, there is no general rule of international law that requires a state to surrender fugitive offenders. This school of thought led to the development of the principle of non extradition of nationals fully practices within CEMAC. It is the right of a state to refuse the extradition of its own nationals. This creates a major challenge to law enforcement officials, for it is an opportunity for transnational criminals to find safe havens. Such a practice in a sub region experiencing the emergence of new crimes like terrorism, endemic corruption, money laundering and the financing of terrorism, weakens law enforcement given that it makes effective prosecution impossible. Also, an increase in the mobility of suspects has resulted in a greater enthusiasm of states to use cooperation to enforce their domestic criminal law. It is on this premise that this paper intends to examine how states within the CEMAC Sub region use extradition as a tool to combat transnational organised crime. The Centre of Policy and Legal Reform worked on several public administration reforms in 2020:
1) Reform of the Government and central executive bodies was discussed but the comprehensive law on this was not passed. Reforming ministries' structures continued but was not fully implemented.
2) Reforming Ukraine's 136 administrative districts required adapting the territorial organization of the executive branch, and a draft law on this was submitted to Parliament.
3) Proposed amendments to civil service laws were rejected, and the competitive selection process deteriorated during the pandemic when appointments were made without competition. However, a draft law was submitted to address this.
4) A draft general administrative procedure law was adopted in first reading with the aim to regulate public services
Introduction to russian law

CPLR Activity Report for 2018
The Centre of Policy and Legal Reform continued implementing ongoing projects from previous years in most areas of activity. A key focus in 2018 was developing the Public Law and Administration Network to involve experts from major Ukrainian cities in reform processes. The State Bureau of Investigations began operating, achieving a long-term goal of the Centre. However, many areas saw decreasing reform potential from authorities as politicians began focusing on the 2019 elections. The Centre initiated an Electoral Council to promote meaningful election campaigns focused on social issues rather than populism. 2019 will be challenging due to the elections but the Centre remains committed to supporting European reforms in Ukraine.

1. The legislative basis for the early parliamentary elections in Ukraine has some shortcomings, including preservation of the mixed electoral system and questionable constitutionality of some provisions.
2. Organization of elections will be challenging in parts of Luhansk and Donetsk oblasts that are under separatist control, and additional security measures will be needed.
3. Other issues that could impact the elections include the legitimacy of extending the Central Election Commission members' terms, inadequate preparation and resources for some District Election Commissions, and low transparency of campaign financing.

Report CPLR 2020
The Centre of Policy and Legal Reform worked on several public administration reforms in 2020:
1) Reform of the Government and central executive bodies was discussed but the comprehensive law on this was not passed. Reforming ministries' structures continued but was not fully implemented.
2) Reforming Ukraine's 136 administrative districts required adapting the territorial organization of the executive branch, and a draft law on this was submitted to Parliament.
3) Proposed amendments to civil service laws were rejected, and the competitive selection process deteriorated during the pandemic when appointments were made without competition. However, a draft law was submitted to address this.
4) A draft general administrative procedure law was adopted in first reading with the aim to regulate public services

CPLR Activity Report for 2018
The Centre of Policy and Legal Reform continued implementing ongoing projects from previous years in most areas of activity. A key focus in 2018 was developing the Public Law and Administration Network to involve experts from major Ukrainian cities in reform processes. The State Bureau of Investigations began operating, achieving a long-term goal of the Centre. However, many areas saw decreasing reform potential from authorities as politicians began focusing on the 2019 elections. The Centre initiated an Electoral Council to promote meaningful election campaigns focused on social issues rather than populism. 2019 will be challenging due to the elections but the Centre remains committed to supporting European reforms in Ukraine.

In terms of the institutional development of FDI, Chinese authorities have made effort to move forward a step in reducing transaction and regulatory costs for foreign investors. Owing to the difference of transaction structure of greenfield investment and mergers & acquisitions (M&A), China's regulatory strategies on the two types of foreign investment is different, the political concern on corporate control over domestic firms may increase compliance risk and uncertainties for foreign investors who aims to run business by directly acquiring P.R.C enterprises.

State Department Regulatory Reform Plan August 2011
The U.S. Department of State released its final plan for retrospectively analyzing existing rules in accordance with Executive Order 13563. The plan aims to identify rules that are obsolete, unnecessary, unjustified, excessively burdensome, or counterproductive. It will facilitate strengthening, complementing, or modernizing rules where needed. Public comments on the preliminary plan addressed issues like streamlining visa processing and export controls. The Department of State will provide notice before reviewing rules and allow at least 60 days for public input.

The power of Soft Law

"Lifting the Corporate Veil" is a legal concept that refers to the judicial act of disregarding the separate legal personality of a corporation or limited liability company (LLC). Normally, a corporation is considered a legal entity separate from its shareholders or members, meaning that the personal assets of shareholders or members are protected from the liabilities of the corporation. However, there are certain situations where courts may decide to "pierce" or "lift" the corporate veil, holding shareholders or members personally liable for the debts or actions of the corporation.
Here are some common scenarios in which courts might lift the corporate veil:
Fraud or Illegality: If shareholders or members use the corporate structure to perpetrate fraud, evade legal obligations, or engage in illegal activities, courts may disregard the corporate entity and hold those individuals personally liable.
Undercapitalization: If a corporation is formed with insufficient capital to conduct its intended business and meet its foreseeable liabilities, and this lack of capitalization results in harm to creditors or other parties, courts may lift the corporate veil to hold shareholders or members liable.
Failure to Observe Corporate Formalities: Corporations and LLCs are required to observe certain formalities, such as holding regular meetings, maintaining separate financial records, and avoiding commingling of personal and corporate assets. If these formalities are not observed and the corporate structure is used as a mere façade, courts may disregard the corporate entity.
Alter Ego: If there is such a unity of interest and ownership between the corporation and its shareholders or members that the separate personalities of the corporation and the individuals no longer exist, courts may treat the corporation as the alter ego of its owners and hold them personally liable.
Group Enterprises: In some cases, where multiple corporations are closely related or form part of a single economic unit, courts may pierce the corporate veil to achieve equity, particularly if one corporation's actions harm creditors or other stakeholders and the corporate structure is being used to shield culpable parties from liability.

The paper is prepared by conducting intensive research from both the primary and secondary sources. The paper is concluded in the end with bibliography.
