This document outlines an agenda and scenario for a tabletop exercise on crisis management and the Incident Command System (ICS). The exercise will simulate responding to a severe weather event over several operational periods. Participants will assume ICS roles and use job action sheets, status reports, and planning assumptions to discuss response actions. The goal is to review ICS concepts, experience using the response structure and forms, and evaluate how the approach could be adapted within different organizations. The scenario involves a heat wave and incoming coastal storm forecast to cause power outages, flooding and infrastructure damage over multiple days.

Disaster recovery, emergency response and business continuity plans are usually developed when no disaster exists. We think we’ve covered all contingencies. We think we’ve trained all the appropriate players. We’ve tested. We’ve re-tested. We think we’re ready to face whatever event there is looming out their with our name on it! The real world has a nasty habit of triggering disasters at the least opportune time, often featuring a twist that throws plans into disarray.
This presentation focuses on three real-world plans, each of which with a fatal flaw. We will discuss elements that should be in a plan beyond the normal guidance from the Disaster Recovery Institute (DRI) and a set of actions that should be included in planning and preparation.

Delivering Efficiency and Customer Satisfaction to Claims and Underwriting wi...Precisely
Weather data is available everywhere, but in many cases, insurers still rely on manual intervention and visual review to assess its effect on claims and locations.
How can carriers take advantage of more accurate and timely weather data while reducing the reliance on inefficient manual claims processes?
For those situations where a manual, visual review is necessary, visualization of Dynamic Weather data must be simple, intuitive, and deliver insight and context typically not available from reviewing the data itself. Done correctly, visualization will accelerate data democratization and analytics so that more accurate, data-driven insights are available to all users throughout an organization.
Watch this webinar on-demand to:
• See examples of Dynamic Weather data being combined and visualized, along with aerial imagery and spatial data assets, enhancing existing claims and underwriting processes
• Hear about ways to manage claim adjuster workload and improve claim assignment efficiency

Industry impact and lessons learned from hurricane sandy summary report 010913John Rapa
The survey found that while investment management firms were well-prepared for Hurricane Sandy thanks to advance warnings, the storm still caused major disruptions. Firms activated business continuity plans ahead of the storm and few had to fail over to disaster recovery sites. However, widespread power outages and transportation closures made it difficult for many employees to telecommute or get to work. As a result, firms are re-evaluating locations of facilities and the reliance on key service providers. The storm demonstrated the importance of effective communication, testing of plans, and leveraging global offices during incidents.

Adversary groups and activities targeting industrial control systems are on the rise. Security teams are now tasked with defending increasingly complex and critical control systems without interrupting operations. This presentation highlights plans and progress of a large public electric utility to extend threat detection capability using PI system data sets. Integration with a threat detection platform improves situational awareness and adds value in three ways. It first provides confidence for quickly eliminating threat activity as a root cause of operational upsets. The second benefit is improved likelihood of detecting malicious tradecraft targeting control systems. Finally, the integrated approach provides data in support of control system incident response and forensic activities.

RiskFP is an existing prototype of a recent fire prevention tool, developed for fire prevention support to forest managers, involving geo-information and spatial data analysis, supported by Climate-KIC program (OASIS-FIRE, OASIS+, RiskFP projects). In this project, we will demonstrate its usefulness to the insurance sector. For this purpose, we will further adapt it to the end-user needs, in particular by technical adaptations (storm assessment, new damageability models, seasonal forecasting capability), and then by defining a suited business model coupled to the insurance premium itself as a product, explicitly on concrete business cases.

This report explores the significance of border towns and spaces for strengthening responses to young people on the move. In particular it explores the linkages of young people to local service centres with the aim of further developing service, protection, and support strategies for migrant children in border areas across the region. The report is based on a small-scale fieldwork study in the border towns of Chipata and Katete in Zambia conducted in July 2023. Border towns and spaces provide a rich source of information about issues related to the informal or irregular movement of young people across borders, including smuggling and trafficking. They can help build a picture of the nature and scope of the type of movement young migrants undertake and also the forms of protection available to them. Border towns and spaces also provide a lens through which we can better understand the vulnerabilities of young people on the move and, critically, the strategies they use to navigate challenges and access support.
The findings in this report highlight some of the key factors shaping the experiences and vulnerabilities of young people on the move – particularly their proximity to border spaces and how this affects the risks that they face. The report describes strategies that young people on the move employ to remain below the radar of visibility to state and non-state actors due to fear of arrest, detention, and deportation while also trying to keep themselves safe and access support in border towns. These strategies of (in)visibility provide a way to protect themselves yet at the same time also heighten some of the risks young people face as their vulnerabilities are not always recognised by those who could offer support.
In this report we show that the realities and challenges of life and migration in this region and in Zambia need to be better understood for support to be strengthened and tuned to meet the specific needs of young people on the move. This includes understanding the role of state and non-state stakeholders, the impact of laws and policies and, critically, the experiences of the young people themselves. We provide recommendations for immediate action, recommendations for programming to support young people on the move in the two towns that would reduce risk for young people in this area, and recommendations for longer term policy advocacy.
Combined Illegal, Unregulated and Unreported (IUU) Vessel List.Christina Parmionova
The best available, up-to-date information on all fishing and related vessels that appear on the illegal, unregulated, and unreported (IUU) fishing vessel lists published by Regional Fisheries Management Organisations (RFMOs) and related organisations. The aim of the site is to improve the effectiveness of the original IUU lists as a tool for a wide variety of stakeholders to better understand and combat illegal fishing and broader fisheries crime.
To date, the following regional organisations maintain or share lists of vessels that have been found to carry out or support IUU fishing within their own or adjacent convention areas and/or species of competence:
Commission for the Conservation of Antarctic Marine Living Resources (CCAMLR)
Commission for the Conservation of Southern Bluefin Tuna (CCSBT)
General Fisheries Commission for the Mediterranean (GFCM)
Inter-American Tropical Tuna Commission (IATTC)
International Commission for the Conservation of Atlantic Tunas (ICCAT)
Indian Ocean Tuna Commission (IOTC)
Northwest Atlantic Fisheries Organisation (NAFO)
North East Atlantic Fisheries Commission (NEAFC)
North Pacific Fisheries Commission (NPFC)
South East Atlantic Fisheries Organisation (SEAFO)
South Pacific Regional Fisheries Management Organisation (SPRFMO)
Southern Indian Ocean Fisheries Agreement (SIOFA)
Western and Central Pacific Fisheries Commission (WCPFC)
The Combined IUU Fishing Vessel List merges all these sources into one list that provides a single reference point to identify whether a vessel is currently IUU listed. Vessels that have been IUU listed in the past and subsequently delisted (for example because of a change in ownership, or because the vessel is no longer in service) are also retained on the site, so that the site contains a full historic record of IUU listed fishing vessels.
Unlike the IUU lists published on individual RFMO websites, which may update vessel details infrequently or not at all, the Combined IUU Fishing Vessel List is kept up to date with the best available information regarding changes to vessel identity, flag state, ownership, location, and operations.

A Guide to AI for Smarter Nonprofits - Dr. Cori Faklaris, UNC CharlotteCori Faklaris
Working with data is a challenge for many organizations. Nonprofits in particular may need to collect and analyze sensitive, incomplete, and/or biased historical data about people. In this talk, Dr. Cori Faklaris of UNC Charlotte provides an overview of current AI capabilities and weaknesses to consider when integrating current AI technologies into the data workflow. The talk is organized around three takeaways: (1) For better or sometimes worse, AI provides you with “infinite interns.” (2) Give people permission & guardrails to learn what works with these “interns” and what doesn’t. (3) Create a roadmap for adding in more AI to assist nonprofit work, along with strategies for bias mitigation.

Storm hits FL – NOAA messaging: “Interests elsewhere along the east coast of the United States“ advised to monitor the progress of Aviva.
NWS was warning that “the combination of a dangerous storm surge3 and the tide will cause normally dry areas near the coast to be flooded by rising waters;” surge ranging from 1 to 4 feet was predicted for the Bahamas, Florida, North Carolina and SE Virginia. By 5am Saturday, October 27, the NWS was reporting that Sandy was weakening but was expected to remain a large storm with widespread impacts; by 8am, hurricane winds were once again noted; and by 11am, predicted surge heights ranged from five to 8 feet for Long Island Sound and Raritan Bay. By 11pm on Saturday, NWS was predicting “strong winds and significant storm surge for mid‐Atlantic states and Southern New England. By 5am on Sunday, October 28th, the predicted surge height for Long Island Sound and Raritan Bay had increased to “5‐10’ range. At 8am on Sunday, the NWS warning changed to “life‐threatening storm surge flooding” to the Mid‐Atlantic coast...including Long Island Sound and New York Harbor......Winds expected to be near hurricane force at landfall” predicted to be “Monday night” and the storm surge prediction increased to 6‐11 feet.
By 11pm Sunday, the NWS was predicting hurricane force winds reaching Long Island by Monday. By 2pm on Monday, Sandy was accelerating with landfall expected in New Jersey later that evening. At 7pm, Sandy was down‐graded to “post‐tropical cyclone,” with maximum winds decreasing to 85mph. Storm surge heights of 12.4 feet were reported at Kings Point, NY and 7.2 feet at the Battery. “Total water levels will be even higher when high tide occurs.” At 8pm, the storm surge at Kings Point was 11.9 feet; 8.4 at the Battery. At 9pm, storm surge was reported at Kings Point to be 13.3 feet and Battery at 13.7 feet. At 11pm, Sandy was “still packing Hurricane‐force winds.”

Identify if there are challenges to getting those things done and what will be done about that
Write 3 concerns that you have as this operational period ends:
How was timing of their ICS meetings and late announcement of evacuation order handled?
Are they in the right Operational Period?
Awareness of which properties and programs effected?
Number of clients/tenants effected?
Are JASA resources appropriate to the tasks ahead?
What is happening in non-evac properties and programs?
