Introduction
Criminal behavior has been a major area of focus to most psychologists. This is especially due to the age old debate between nature and being well nurtured. It is the main responsibility of most parents to know the genetic makeup of their children, for the sake of responsible parenting and also, in order to determine the outcome of their behaviors and norms they chose to embrace. Research has been conducted regarding this debate for quite a while, and has proven that both genes and the general environment have a big role to play when it comes to the criminality of an individual(Levine, 2003). The behaviors adopted by children and the youth should be put into consideration, considering that this is what has an impact on the safety of the society and the nation at large. Poor upbringing for the youth hasa great role to play especially in determining the kind of negative behaviors they chose to embrace later in their lives. This paper shows the findings in research on aspects of criminal justice and at the same time, a presentation of the varying opinions on how to respond to criminal behavior among the youth.
Crime during the transition to adulthood
Transition from childhood to adulthood is a complexperiod especially for the youth. In most cases, it becomes difficult for the youth to engage in various systems and they tend to be more conscious of their aging. Whereas most of the youth gradually transform from childhood to adult hood, this is the major stage in life which should be taken more seriously and in most cases, be prioritized in the society (Florez, 2008). Families should give the youth a chance to express their views on different aspects. Through survey data, it was identified that more than 732 youth are transitioning from out of home care to adulthood across for major states.
Based on research aspects, offences committed are attributed to the youth in various countries. Foster youth, just like their peers, tend to engage in less crime over a period of time. Those who lack mentorship are more exposed to criminal elements and tend to participate more in criminal behavior (Ashford, 2009). However, foster youth also remain more prone to arrest just like their peers. The transition from childhood to adulthood should be well handled to ensure that children are raised in lawful environments and at the same time, are provided with basic resources and counseling to help them in the future.
Causes of criminal behavior among the youth
The youth are affected by violence. This includes all children especially between the ages of 12 and 16, who are more exposed to violence and are twice as likely as adults to be victims of such situations. institutions such as families, schools, communities, and peers influence delinquency is a primary focus of theory and research in the field of criminology. Indeed, courses in criminology, juvenile delinquency, and criminological theory focus attention on how factors such as economic inequality, school failure, residence in high-crime neighborhoods, child-discipline practices, child abuse, association with criminally involved peers, and many other factors are related to delinquency. Explanations of illegal behavior that refer to such factors compose a significant body of criminological theory. Moreover, theories are important, as Stephen Pfohl has noted, because they “provide us with an image of what something is and how we might best act toward it.”1 The development of good theories of delinquency, then, could be used to develop policies that reduce or prevent it. With scientific knowledge of youth development programs that have grown dramatically over the last couple of decades, theoretical frameworks for translating research into more supportive environments for youth have lagged. Most articles proposes a risk/protective theoretical perspective grounded in ecological and developmental only in theories, but the principles taken from the theory are documented with little success. Most young adults involved in crime because of the environment where they have grown makes them more attracted to criminal activities from a young age. If the policy and procedures along with follow up was adhere to, there could be a higher success rate of these programs to deter adolescents from crime and promote positive youth development and prevent problem behaviors. Community crime prevention programs or strategies target changes in community infrastructure, culture, or the physical environment in order to reduce crime. The diversity of approaches include neighborhood watch, community policing, urban or physical design, and comprehensive or multi-disciplinary efforts. These strategies may seek to engage residents, community and faith-based organizations, and local government agencies in addressing the factors that contribute to the community’s crime, delinquency, and disorder.

Combating Juvenile Delinquency
Juvenile delinquency is an umbrella term for the different forms of criminal behavior
displayed by youth under the age of 18. Theories that have emerged to explain juvenile
delinquency are based on multiple factors such as biological, social, and psychological
factors. Juvenile delinquency is often a sign of neglect by parents, peers, and the community
toward the problems faced by children (Regoli, 1). This assessment will discuss programs
based in New York City that aim to reduce juvenile delinquency along with ideas that can
help prevent future juvenile delinquency. The assessment will also discuss the theoretical
frameworks that underlie the interventions that shape policies on juvenile delinquency
regulation.
Existing Policies on Delinquency Prevention
All juvenile delinquency prevention/reduction programs active in New York City
operate in conjunction with the New York State Division of Criminal Justice Services (New
York State, 2). Two programs that are active in New York City are the Queens Engagement
Strategies for Teens (QUEST) program (Center for Court Innovation, 3) and the Schenectady

This Bulletin is part of OJJDP’s Child

adolescence offence in Bangladesh. This study is based on primary data of 200 upper class adolescents who are
involved in different criminal activities of Dhaka city, 40 parents, 30 secondary school teachers, 20 social
workers and on review of secondary literatures. After collecting the data they are transcribed, tabulated and
analyzed in terms of the research objectives. This study shows that parents’ detachment, low internet cost, social
media, reluctantness of law and enforcement agencies and friends’ influence play the most important role on

adolescence offence in Bangladesh. This study is based on primary data of 200 upper class adolescents who are
involved in different criminal activities of Dhaka city, 40 parents, 30 secondary school teachers, 20 social
workers and on review of secondary literatures. After collecting the data they are transcribed, tabulated and
analyzed in terms of the research objectives. This study shows that parents’ detachment, low internet cost, social
media, reluctantness of law and enforcement agencies and friends’ influence play the most important role on
upper class adolescence offence. This study also recommends some ways to mitigate this problem.

They are sexual abuse, physical abuse, emotional maltreatment, and neglect. They neglect medical, educational, and other forms of neglect. Almost 700 000 children are abused every year in the United States. That is about 1 percent of the total number of kids. In 2019, it was estimated that 1770 children in the United States died because of child abuse and neglect. However, the data is incomplete because there are likely to be a lot of unreported cases (Krugman & Poland, 2019). The most prone victims of abuse and neglect are the youngest children. That is children who are in the first year of their life. WWW points out that in 2019 children of 3 years and below experienced a mistreatment rate of 16 per 1000. For children aged 4 to 7 years, the mistreatment rate was 12 per 1000 population. For 8 to 11 years, the mistreatment rate was at 8 per 1000 population. Crime reduction is one of the significant public policy agenda around the globe. That is because it comes with enormous economic and social benefits. As a result, there is a need for research to be carried out on the subject most especially finding out the determinants that lead to these young people committing crimes which thus helps in reducing crime among the youth. Majority of the social scientists who have carried out research have concentrated much on increasing expenditures that will help in curbing crime. In the research, I shall concentrate more on using secondary sources and quantitative methods in find outing various techniques that can be applied to reduce crime. In most of the journals that were available, there was a relationship which was connected to education and crime. It is shown that schooling partly contributed to reducing crime. Those who were schooling somewhat committed fewer crimes unlike those who were out of school. In this case, there are different mechanisms that contributed to the reduction of crime which was related to education. In this way, there are three factors related to education that affects the crimes being committed. One of these factors that education has which thus contributes to reducing crimes is the income one earns after completing school. For instance, research suggests that low wages lead to the increment in the act of crimes, unlike high salaries which reduce the crimes being committed by the youth[footnoteRef:2]. It is evident that the high rate of the drug abuse among the adolescents has been steadily improving. When the youth or young individuals in the community engage in alcohol and other substance abuse, it is them, their families, and the entire society who are affected. In some situations, since there is a strong connection between the substance abuse and delinquency, there is an enhanced burden placed on the juvenile justice system (Hickert, et al., 2011).It is a naked fact that the continuous substance among the adolescents is usually accompanied by an array of challenges, such as the academic difficulties, health- concerned effects, poor peer relationships, mental health issues, as well as the association with the juvenile justice system. Besides, there are also significant effects for the members of the family, the society, and the community as a whole.Being in possession and using the drugs and other substance are illegal for the youth. Since the substance abuse and delinquency are linked, apprehension, adjudication, and involvement of the juvenile justice system are the unavoidable consequences for many youths who engage in such behaviors. Similarly, substance abuse is also connected with violent and income-generating criminal activities by the adolescents, which enhances society’s level of fear together with the demand for the services from the juvenile and juvenile justice.The development of this
- 2. criminal behavior has been linked with the various individual-level risk factors. The individual level factors may include age, sex, pregnancy and delivery complications and substance abuse. Prenatal and perinatal factors have also been the major contributor to the adolescent substance abuse. This is because the prenatal and perinatal risk factors may influence the nervous system, thereby developing vulnerabilities in the child that can result in the abnormal behaviors including the substance abuse.Target Areas to be addressedThe specific target areas I would like to address the issue of adolescent substance abuse include the risk and protective factors, which can be found in schools, family, and community settings. The goal of dealing with these target areas will be to develop new and strengthen the common protective factors as well as reverse or minimize the risk factors among the youth in their respective society. Typically, I believe that addressing the risks and protective factors among the adolescents and the children will be strategic in reducing these challenges in the community.Descriptions of the Specific Group Affected by the Criminal ProblemThe specific which I will I focus on are the juveniles who have increasingly been associated with criminal behaviors and more especially with the drug and substance abuse. As mentioned earlier, the youths who are using drugs and other substances have high chances of involving in criminal activities such as drug trafficking, prostitution, youth homicides among other social and penal evils.Prevention and Intervention StrategiesThe appropriate prevention and intervention programs should be implemented in the family, school and the community. In the family, the parents should be taught on the effective family communication skills, proper discipline styles, firm and consistent rule enforcement among other approaches to strengthen the protective factors among the adolescents. On the other hand, the school prevention and intervention programs should focus on the student’s social, and academic skills such as improving peer relationships, self-control, and drug refusal skills. However, the community should ensure that the children are taught the religious, civic, and social importance of substance abuse (Robertson, et al., 2003).The Effectiveness of the Proposed PreventionNotably, the three areas or levels, including the school, community and the family, are the key environments in which the youth are mostly engaged at. Therefore, the prevention strategies should focus on the three levels to ensure the problem of juvenile substance and abuse is eradicated or reduced.ReferencesRobertson, E. B., David, S.
