Course Description:
This course familiarizes students with the decision-making processes of individual
economic units such as household, firms, and industries, and their interrelationships.
Topics include the nature and framework of the forces of supply and demand,
household behavior, and consumer choice; the behavior of the firm under different
industrial structures, resource allocation and income distribution; and international trade
and comparative advantage.
Course Learning Outcomes:
Upon successful completion of this coruse, students will be able to:
Explain the fundamental tools of supply and demand and the concept of elasticity.
Describe the role of the government in addressing market failures and externalities.
Explain how governmental policies affect market outcomes.
Apply the concepts of opportunity cost and comparative advantage and analyze the
benefits of specialization within the framework of economic interdependence.
Evaluate the cost structure of a firm as it is derived from properties of a production
function and the prices of economic resources.
Describe the optimizing behavior of representative firms in various market structures

Citizens can participate in politics in a variety of legal ways: conventionally, by voting and taking part in public opinion polls; organizationally, by joining political parties or interest groups; or professionally, by working full time for such organizations. Street demonstrations and economic boycotts are unconventional forms of participation. Illegal participation runs the gamut from nonviolent actions (civil disobedience) to extremely violent acts (terrorism).
Public opinion polls can influence the political process in various ways. Elections, despite inherent limitations, are the democratic way to translate mass preferences into public policy. The two major types of electoral systems are first past the post (found in the United States and Great Britain) and proportional representation (used in most representative democracies). In democratic republics, voters elect legislators, chief executives, and sometimes judges. Forms of direct democracy include referendums, initiatives, and recalls.
Voting rates in the United States are low, especially in midterm elections. Voters are generally ill informed. According to elitist theories, political power is always concentrated in the hands of the few. Madisonian pluralists, who argue that power in democratic societies is diffused, dispute this elitist theory.
Political parties perform several key functions in republics. They facilitate participation, aggregate interests, recruit qualified candidates for office, raise money for political campaigns, and help organize governments by building a national consensus and offering alternatives, especially during the election process. One-party systems are generally associated with authoritarianism. Multiparty systems typically offer voters clearer alternative than do two-party systems. The type of party system found in a given country is determined by its traditions, constitution, and culture.
In modern democracies, interest groups and lobbies play an important role in influencing public policy. Some say they distort the democratic process and serve special interests rather than the public interest. Defenders say they offset one another and ensure a competitive political system.
The Internet has transformed politics. It both facilitates popular participation and places a new control tool in the hands of governments.

The notion of “systematic” policy and program evaluation only dates back to the 1970s when questions were raised about the outcomes of the Johnson era's War on Poverty programs. Simply, the poor did not seem too much better off, despite some programmatic attention--and dollars--spent on improving their situation. This story ends as it began. Recall that the first week discussed the emergence of hyperfederalism in which all parties (jurisdictions and agencies) try to get as much of the others' share without too much common (national) public good associated with their efforts.
One of the better-known War on Poverty programs was called the Model Cities Program. The original (White House) idea for this program was experimental. It called for funding a small number of large cities, such as New York, Philadelphia and Chicago with especially acute slum problems. When the bill went to Congress, it was clear that unless the base of (support for) the program grew, it would not pass. (Recall GCT on expanding the base to insure a bill's passage often waters down its original intentions, or, dissipates them.) A then leading senator, Senator Edward Muskie (D-Maine) said he would only vote for the bill if cities such as Augusta, Bangor and Portland were made eligible for aid. The bill passed in 1966 and even small cities like Poughkeepsie were not only eligible, but received money as well for public housing projects. The Morrill Land-Grant Acts had the most significant positive impact on students' access to higher education. This is because this act made it possible for the new states in the west to put up colleges for their students. The institutions that were established gave a chance to a lot of farmers and other working-class people who could not previously access higher education. Since the land was the most readily available resource, it was given for these states to establish colleges. According to Christy (2017), even though some individuals misused the earnings from those lands, the Morrill land-grant Act gave the foundation of a national system of state colleges and universities. Finances from the lands even helped existing institutions, helped build new institutions, and other states were able to charter new schools.
Grutter v. Bollinger & Gratz v. Bollinger had the most influence in shaping how higher education institutions recruit and retain students from diverse backgrounds. This is because this ruling recognizes the benefits of diversity in education and validates any reasonable means which can be used to achieve that diversity. The verdict is even supported by a lot of studies which show that student body diversity promotes learning outcomes, and 'better prepares students for an increasingly diverse workforce and society…'" (The Civil Rights Project, 2010). Grutter vs. Bollinger laid a foundation for the diversity we see today in universities and colleges. Garces (2012) asserts that in our current world, which is diverse, access to higher education is what determines our legitimacy and strength. This all has been made possible by the Grutter v. Bollinger & Gratz v. Bollinger. The ruling helped break down stereotypes and for students to understand others from different races.

Case Study: Quality vs. Access
The Affordable Care Act raised the Medicaid reimbursement levels to Medicare levels, resulting in improved appointment availability for Medicaid recipients. One of the components of the Affordable Care Act now coming into effect is the reporting of quality measurements and tying these into reimbursement. Some of the measurements are subjective, such as patient satisfaction, while others are quantitative, such as percentage of patients with their diabetes under control. Patient adherence to treatment plans has been shown to be as low as 40%. The notion of “systematic” policy and program evaluation only dates back to the 1970s when questions were raised about the outcomes of the Johnson era's War on Poverty programs. Simply, the poor did not seem too much better off, despite some programmatic attention--and dollars--spent on improving their situation. This story ends as it began. Recall that the first week discussed the emergence of hyperfederalism in which all parties (jurisdictions and agencies) try to get as much of the others' share without too much common (national) public good associated with their efforts.
One of the better-known War on Poverty programs was called the Model Cities Program. The original (White House) idea for this program was experimental. It called for funding a small number of large cities, such as New York, Philadelphia and Chicago with especially acute slum problems. When the bill went to Congress, it was clear that unless the base of (support for) the program grew, it would not pass. (Recall GCT on expanding the base to insure a bill's passage often waters down its original intentions, or, dissipates them.) A then leading senator, Senator Edward Muskie (D-Maine) said he would only vote for the bill if cities such as Augusta, Bangor and Portland were made eligible for aid. The bill passed in 1966 and even small cities like Poughkeepsie were not only eligible, but received money as well for public housing projects. By most people's sights, the program utterly failed to reduce the existence of slums anywhere. No one now knows whether the original intentions might have led to a greater chance for program success. The Morrill Land-Grant Acts had the most significant positive impact on students' access to higher education. This is because this act made it possible for the new states in the west to put up colleges for their students. The institutions that were established gave a chance to a lot of farmers and other working-class people who could not previously access higher education. Since the land was the most readily available resource, it was given for these states to establish colleges. According to Christy (2017), even though some individuals misused the earnings from those lands, the Morrill land-grant Act gave the foundation of a national system of state colleges and universities. Finances from the lands even helped existing institutions, helped build new institutions, and other states were able to charter new schools.
Grutter v. Bollinger & Gratz v. Bollinger had the most influence in shaping how higher education institutions recruit and retain students from diverse backgrounds. This is because this ruling recognizes the benefits of diversity in education and validates any reasonable means which can be used to achieve that diversity. The verdict is even supported by a lot of studies which show that student body diversity promotes learning outcomes, and 'better prepares students for an increasingly diverse workforce and society…'" (The Civil Rights Project, 2010). Grutter vs. Bollinger laid a foundation for the diversity we see today in universities and colleges. Garces (2012) asserts that in our current world, which is diverse, access to higher education is what determines our legitimacy and strength. This all has been made possible by the Grutter v. Bollinger & Gratz v. Bollinger. The ruling helped break down stereotypes and for students to understand others from different races.

The Affordable Care Act raised the Medicaid reimbursement levels to Medicare levels, resulting in improved appointment availability for Medicaid recipients. One of the components of the Affordable Care Act now coming into effect is the reporting of quality measurements and tying these into reimbursement. Some of the measurements are subjective, such as patient satisfaction, while others are quantitative, such as percentage of patients with their diabetes under control. Patient adherence to treatment plans has been shown to be as low as 40%. Opponents of the rating system say this system will result in more difficult and low socio-economic group patients being turned away by providers.

IT Security Framework/Policy -
Bullzeye has an information security policy, which was developed by the CISO. The policy was developed in response to an internal audit conducted by an external firm hired by the CAE. The policy is not based on one specific IT control framework but considers elements contained within several frameworks. An information security committee has been recently formed to discuss new security risks and to develop mitigation strategies.
The meeting will be held monthly and include the CISO and other key IT Directors reporting to the CIO.
In addition, a training program was implemented last year in order to provide education on various information security topics (e.g., social engineering, malware, etc.). The program requires that all staff within the IT department complete an annual information security training webinar and corresponding quiz. General IT Environment -
Most employees in the corporate office are assigned a standard desktop computer, although certain management personnel in the corporate and retail locations are issued a laptop if they can demonstrate their need to work remotely. The laptops are given a standard Microsoft Windows operating system image, which includes anti-malware/anti-virus software and patch update software among others. Question 1: In Chapter 5, Domhoff discusses the political
struggle between conservatives (corporate-conservative) and
liberals (liberal-labor) as expressing itself in the arena of public
opinion as a conflict over the true meaning of Americanism, or
what it means to be a true American. Choosing one of the areas
in which, according to Domhoff, the corporate elite attempt to
shape public opinion (science, foreign policy, economic policy,
or social issues), discuss the ways in which the definition of
Americanism has been shaped by the opinion-shaping network
for that area. Be sure to specify how this definition is shaped in
service to corporate interests. For example – How has the
opinion-shaping network swayed the discussion over global
warming to serve corporate interests, and how is that opinion
aligned with a so-called “true American” way of thinking?
Global warming is just an example. You can discuss any policy
within the areas of science, foreign policy, economic policy, or
social issues that you like.
You may use the example of Edward Snowden and the NSA,
which is the topic of some of your web readings for your web
assignment for this week, to describe how opinion on foreign
and domestic policy is shaped.
Question 2: Chapter 6 offers us insight into the creation and the
working of the American political system. Please select one
issue from of this chapter and explain why you think it is
relevant to our discussion on power and social change. Let's
