Background and Purpose

I.1 background
By decree of 09 December 2011 organizing the government, the President
of the Republic created a whole ministry dedicated exclusively to public
procurement.
The advent of this institution within the government apparatus has
enriched the institutional architecture of a new entity now responsible for
the organization and smooth functioning of public procurement system.

Partnership with the Republic of Korea for the implementation of an
electronic system of public procurement, through a project called
« Project for establishment of e-procurement system and
master plan in Cameroon »

II.1 The outline of the project
The dematerialization of procedures for the award and
execution of public contracts uses a secure and rapid
electronic system for the exchange of information and
communication between the contracting authority and the
service providers throughout the public order process ranging
from project programming to contract management

● Decree No. 2018/366 of 20 June to institute the public contracts Code
The Prime Minister Head of Government has signed two important decrees on e-
procurement :
● Decree No. 2018/0001 /PM establishing an e-procurement platform and
setting its rules of use and;
● Decree No. 2018/0002 / PM laying down the conditions and procedures
for the award of public contracts by electronic means in Cameroon.
These specific decrees constitute the basic of the legal framework of the
Cameroon’s public e-procurement system. Other regulations will complement
the basic texts in order to cover all the aspects of public procurement on the
legal and normative level.
