I am a graduate of BBA and I have graduated from Case Business School Islamabad. I have recently
joined my family business of Livestock Farming Company Safa Farms (Pvt.) Limited. I have selected this
field because there is a lot of potential for this business to grow in a continuously changing world like
today.
Safa Farms (Pvt.) Limited will start the construction of a cattle farm for 250 animals near the meat
processing factory of the Cherkizovo Group in Mandra, Punjab, Pakistan. Our company has done many
projects of cattle farms and poultry farms also with the Government of Pakistan, UNICEF, Nestle, Angro
Foods and Chemicals and At- Tahur Ltd. Our recent project was the construction of cattle farm of 500
animals for Nestle Foods in Khaniwal.
Cherkizovo Group is a leading Russian vertically integrated, agro-industrial company with operations
spread across the full production cycle - from feed production and breeding to meat processing and
distribution. The holding company was formed in 2005 through a combination of the Cherkizovsky agro-
industrial group and the Michailovsky agro-industrial group.
In year 2010 they have completed a meat processing factory in Mandra Pakistan. The cheap rates of
animals specially the Cows; Russians like the Pakistani market. I-e now they have given us a project of
making a cattle farm for 250 Cows to meet the needs of their beef meat requirements.

4. Project Charter
Identification:
Cherkizovo Group issued a tender for the construction and establishment of a Cattle Farm of 250
animals. As they have created their meat processing factory in 2010 to meet the needs of beef meat
requirements of their country. For the first year they have purchased cows from different farms. To buy
the desired cow for better beef production they have to spend a lot of time, to save this time and cost
now they want to have their own cattle farm according to their own standards for the better production
of beef meat.
Safa Farms (Pvt.) Limited bid on the above mentioned tender, issued by the Cherkizovo Group and
submitted the proposal for the project. Safa Farms (Pvt.) Limited has a well-organized project team with
specialties in cattle and poultry farming.
Cherkizovo Group selected the proposal of Safa Farms (Pvt.) Limited for the construction of Cattle farm
for 200 animals.
Project Description:
We are living in a world where time is very important. People want to be healthy and for that reason
they are very health conscious. They also want food which is ready to cook but of good quality. From
this the concept of processed meat came into existence. Cherkizovo Group is the leading meat
processing group in the Russia. Due to the cheap resources and a recent trade treaty between Pakistan
and Russia this group has installed its first meat processing factory in 2010 in Pakistan, 60kms away from
the Islamabad International Airport. They processed there meat here and then send to their country this
costs them much cheap than by processing meat in their own country.
Due to quality constraints now the Cherkizovo group wants its own Cattle Farm of 250animals for better
and good quality beef. For this reason they have contracted with Safa Farms (Pvt.) Limited. Safa Farms is
a renowned farm constructing and establishing company in Pakistan.
This project is to be completed in 6months time and it includes the complete shed for cattle’s, a land
prepared for the production of green fodder, and 200 Sahiwal Calves of 20 to 30days and 50 milk
producing cows.

Our company is the leading name among the Livestock farming industry in Pakistan. It was establish in
2000. Within past 10 years our company has achieved a lot of projects from national as well as from
Multinational companies. Our key strength is our competent and highly specialized project team. This
new project of Cattle farming will give us more business from foreign countries because we will produce
the deliverable of top quality and by the Grace of God our customer will be highly satisfied. Safa Farms

Project Scope:
Cherkizovo Group has given us the architectural drawings for their farm. This farm will be constructed
on the land acquired by Cherkizovo group in Mandra near there Meat Processing Factory. Safa Farms
(Pvt.) Limited has its own architectural team which will monitor and check the construction on each step
of the construction. The farm is to be constructed on the 20 Kanal land. In which there will be a shed of
10,000 Sq.ft (200ft x 50ft) and whole land will be covered with boundary walls. Therefore Safa Farms
(Pvt.) Limited will complete the construction of the Farm as per the requirements and specifications. The
whole completion of the project will be done in 6 months (March 2012 to August 2012). We will provide
the Cherkizovo group a very well established farm and also good quality animals.

6. Assumptions and Dependencies:
AS-1:
The basic assumption which we have made is that our project will be a huge success.
AS-2:
The project will be completed within the given time frame.

No change in the Management will occur.
AS-4:
From management point of view we are assuming that working will be done according to the set
pattern, funds will be adequate etc.

All animal which we will buy from the different cities of Pakistan will be in good health and properly

Project Budget & Sponsorship:
Cherkizovo Group will be sponsoring the whole project from starting date to the end of the project.
Cherkizovo Group Pakistan has approved a budget of thirty five million rupees i.e. Rs. 35,000,000/-

Farm has different phases of establishment and construction which are mentioned in detail in project
plan.

Safa Farms (Pvt.) Limited has a good reputation of the previously done projects. Our previous projects
are a good example to show that we do not compromise on quantity or quality and deliver the product
as per the expectations of the client.
Project Approvals:
For the purpose of approvals which are to be made in a project a project approvals team has been made
including Country Head and the project people. As project plan has been made than approval is to be
made. Any plan not accepted by the Approval team results in a new better and improved plan because
approval of wrong plan will lead to project failure.

14. Project Management Plan
The project “Construction and Establishment of a 250 Animal Cattle Farm for Cherkizovo Group” will be
completed in 6 Month time (From March 2012 to August 2012). At the end of project our products will
be deliverables, during the project execution all the tasks which will be performed and as a result we will
get simulation and testing results of the different steps and quality test reports will also be our
deliverables which will be shown to the project team leader and their reports will be presented to the
project manager and later to the Managing Director.
The execution phase will start in the second week of the March and will end in the third week of the
August 2012. During the execution phase a continuous monitoring will be done and efficient use of
resources will be made and the performance reports will be forward to the Managing Director and as
well as to the Country head of the Cherkizovo Group. Resource utilization and Budget Utilization reports
will also be generated and presented to the concerned Functional Manager, Managing Director and
Country Head of Cherkizovo group. These all reports will be made by the Project team leader and after
the approval of Project Manager it will be forward to the other stakeholders.
At the end of the project a final report will be generated which will include the performance reports of
resources, cost, reports of surveys of tests, detailed report of the staff hired to run the operations and a
helping manual will also be given to the staff hired to run the operation of the Farm. The project will
come to an end in the month of June.
Variance and Baseline Management:

responsibility to complete the tasks on time, for this
purpose the project manager will call weekly meetings
with the project team to assess their performance and will

The cost variances which are acceptable
depends nature of the tasks there can be a
tolerance of about 10% but for a certain
task it can be only 2%.
Cost Baseline Management:
The cost performance baseline will be managed by
presenting the finance department with weekly audit
reports so that a check is applied over the cost of the
project and possible variances. It will be decided by the
project manager how much variance is acceptable for a
certain task, if the variances are large the project manager
will call an immediate meeting of the project team
members and will try to find out the reason for such
variances if he find the issue to be too complex to handle
then a meeting involving the organization’s high ups will be
arranged and all possible solutions including the increase in
project funding will be discussed but only as a last resort.
Scope Variance Threshold:
The scope variances are not going to
happen more often but if they occur then
the issue must be resolve immediately
because it will directly influence the cost
and schedule variances
Scope Baseline Management:
It will be the responsibility of the project manager to look
into the performance of the team members and assess
their tasks assigned to verify their scope; in case of any
variances the team will be directed to change their line of
action. No such variances can be assigned because it is an
issue of serious nature because scope variances directly
affect the cost and schedule.
Quality Variance Threshold:
Product quality is the thing which defines
whether the project has been successful or
not, customer satisfaction is the prime
goal of this project and very little variances
are allowed, too much variance can cause
the project to halt or even end the project,
so acceptable variance is about 1%, based
upon customer response. In this case the
quality is very important the shed should
be based as per the given standards and
also the animals should be of the set
quality like of sahiwal breed the calves
should not be more than the age of 25days
and their weight should not be less than
20kgs.
Performance Requirements Management:
The project team and the project manager will have to
complete the project on time within the limits of the
assigned resources; because if costs increase they will
affect the product quality and if team is unable to meet the
deadlines then quality of project’s processes will also come
under question. As far as project quality is concerned it is
the most important thing to satisfy the customer because
of any sort of dissatisfaction is shown by the customer
then it will badly affect the reputation of the organization
and they can lose future project assignments, in any case
the project manager feel that quality of the project is in
danger then he will call a meeting between himself, the
project team leader, the Managing Director and the quality
manager to assess the shortcomings and methods will be
adopted to keep the quality of the product intact, if in any
case the organization feel that it is out of bound then they
will arrange a meeting with the Country Head of the

ground to strike balance between project cost and product
quality
Project Reviews:
Project work performance reports will be made after two weeks which will carry the individual group
member performance. But in case of specific task reports may be generated on daily bases or on weekly
bases. These reports will be prepared by the project team lead under the supervision of the Project
Manager. Cost performance review reports, quality review reports, schedule performance reports will
also be issued every two weeks or on monthly basis and at the completion the project product review
report will be issued and also the customer response will be sought to assess the entire project
performance.
Project Specific Considerations:
As this project is the core Business of Safa Farms (Pvt.) Limited and we are very well aware of these
kinds of projects. But as this is a project of an international firm so we have to keep in mind the
international standards we assume that we can do this project with ease. We are also very much clear
about the Pakistani local market conditions so we have assumed that all material will be available on
time and project working be done smoothly and there will be no interruption due to any political fragile
system and even internally no delay in the issuing of funds.

2. Define Scope:
 Project Scope Statement:
In this project “Construction and Establishment of Cattle Farm for Cherkizovo Group” we are going to
construct the cattle shed and its related accessories on the international standards and in the second
phase we will buy the 200 calves of Sahiwal breed and 50 Milk producing cows, in this phase we will also
hire staff to run the operations of the farm. The project will be done as per rules and regulation
mentioned in the project contract.
Safa Farms (Pvt.) Limited shall be entirely responsible for the transportation and handling equipment,
material for each structure to the site.
 Calendar:
Calendar for this project is modified as; the working hours will be from 8.00 am to 5.00pm 7 days a
week. Some employees will be working outside the core working hours which are necessary for the
construction operations and in case of emergencies. There may be a chance that might be some worker
will be working at night time. Public holidays will only be considered.
 Project Duration:
The project will be completed within 6 months (March 2012- August 2012) i-e one hundred and eighty
two days from the date receiving the “letter of acceptance”
 Soil test:
When the agreement is signed the first job is to conduct a soil test, this will be done by the professional
geologist, which provide the complete description of the nature of the ground.
 Demarcation of Land:
As this land is adjacent to the Meat processing factory of the Cherkizovo Group and it is being used for
the agricultural purposes so it’s a leveled land and now we will mark the site location on this land as per
the agricultural diagram.
 Water Boring:
The very important necessity to run this project is water. So we will start the boring process so that we
can get plenty of water easily. This will be done by labors under the supervision of site civil engineer.

20.  Excavation:
Excavation will be done on the marked land for the foundation layout. Boundary wall excavation will be
done by labors whereas the shed and labor quarters and guardrooms site excavation will be done by
machines.
 Ground water tanks:
• Layout of GWT will be established as per the drawings.
• Excavation will be done for lying of reinforced cement concrete (RCC).
• Cutting, bending and fixing of steel reinforcement will be made as per the approved
drawings
• After fixing of steel reinforcements, structure of the steel will be laid down according to
the GWT drawings for pouring the concrete.
• A final inspection of the structured steel reinforcements will be done and the concrete
will be poured.
• After completing concrete works the pipes and other accessories will be installed as per
approval of the engineer.
 Foundation Structure:
The layout of the shed will be carried out according to the drawings. Termite control solution
will be sprayed after the excavation is completed. After this hot layer of bitumen and one layer
of polythene will be laid over it, than cement motor will be laid down by using concrete mixtures
and labors. The foundations will be marked on the lean concrete and the cutting and bending of
steel reinforcement will be started. The steel will be laid down and will be bind together to form
a structure as per the drawings then concrete will be poured on it.
• PCC lean is plain cement concrete. It is laid on the foundation as a base without any
steel reinforcements. The nominal mix ratio for the PCC laid in the foundations would be
(1:4:8).In this mix the portion of cement will be 1, the portion of sand will be 4 and the
portion of stone ballast will 8.
• RCC is reinforced cement concrete. It will be laid in foundation, column stems and plinth
beams with a nominal mix ratio of (1:1.5:3). It also consists of steel reinforcements
which will add in compliance with the approved drawings.
 Column Construction :

21. The construction type used is known as column construction. After the Foundation is laid down the
extra mud will be filled. On top of the foundations columns will be constructed in which mild steel of
40bars will be used and reinforced cement concrete will be laid in these columns with the (1:2:4)in
this mixture 1 part will be of cement, 2 parts will be of sand and 4 parts will be of stone ballast.
 Structure works:
Structure works consist of the wall construction which will consist of brick work. Structure work will be
done in three phases.
• First walls of the cattle shed are constructed at the height of 8feet on which reinforced
cement concrete columns will be made horizontally. On which again a wall of 2 feet is
constructed. Upon which the tin sheets will be placed with the help of bamboo. When
this is done than the structure of the shed is completed
• 4 quarters will be constructed with attached bathroom for the workers, there walls will
be constructed up to the 7feet height than RCC will be laid down and again 3 feet wall
be constructed upon it. After which roof will be laid down.
• Boundary wall will be constructed only of 6feet height and with bricks and cement
mortar of 1:5 ratios.
 Electrical and Plumbing works:
Electrical and plumbing work inside the structure will start when the structure gets complete. Electrical
wiring and its necessary accessories will be fitted before the plaster. Plumbing pipes will be laid down on
the floor before the ceramic tiles and marble is installed. After the electrical and plumbing work gets
complete paint work and lightening will start. All electrical and plumbing work will be done according to
the approved diagrams. At each completion stage each work will be inspected by the site engineer and
quality control officer.
 Surface Dressing:
½” thick plaster in 1:4 cement and sand mortar to ceiling of labor quarters will be done in first class
finish. ½” thick plaster to inner and external walls of the shed and labor quarters will be done in 1:4
cement sand mortar.
 Flooring:
In the labor quarters 12x12 Taweera Marble flooring will be done. In shed the flooring will be of normal
RCC of ration 1:3:5. Kholies will be constructed on floor in shed for food and water for animal.
 Water and Gas piping
• The area will be marked as per the approved drawings where water and gas supply
pipes have to be laid down.

22. • Excavation will be done for the water and gas pipes.
• After that excavation pipes and fittings will be procured on site
• Hot and Cold water pipes internal in the labor quarter bathrooms will be of AGM and
external pipes will be of G.1 and I1L.
• Good quality joints, T’s, unions and CP nozzles will be used.
• The necessary inspection will be done by the quality manager.
 Sewerage Works:
• Trenches will be excavated for laying of pipes and manholes up to the required level
• PVC Royal higher quality pipes of appropriate size will be used for internal main and sub-
lines.
• Floor trap cover of 4” diameter chromium plated will be provided.
• Sewerage main holes will be connected with 6” dia PVC pipe.
 External works:
Water storage tanks will be constructed in front of the shed and feed will be stored inside the shed.
Kholies will also be made in the open area outside the shed for animal food and water. Tough tile will be
used in front of the main gate till the labor quarters.
After all this above mentioned work site clearance will be started which consist of moving of labor,
machinery, etc. After site clearance the inspection will be done and after that animal will be procured
and staff will be hired to run the operations of the farm.
Project Deliverables:
The project deliverables include the following things:
• 10,000 Sq.ft long cattle shed.
• 33,600 Sq.ft long boundary wall on full 20 kanal land.
• 3600 Sq.ft covered 4 labor quarters.
• Water tanks underground( cemented) and overhead ( two 500 gallons plastic tanks)
• Main gate
• 250 cattle’s, 50 milk producing cows of age 1-2 years of Sahiwal Breed and 200 Calves of sahiwal
breed of 15-20 days of age and with a weight of approximately 20-30kg each.

Veterinary doctor.

Project Acceptance Criteria:
Construction and establishment of farm should not be costly, must fulfill the given quality standards and
project should be completed on time and client should be satisfied.
Project Exclusions:
Safa Farms (Pvt.) Limited main focus will be on the customer satisfaction in terms of quality animal,
construction and trained staff hired to run the operations. We will not focus on the sales of the farm
because this will lead us to go out of the defined scope and this is not the part of the project.
Funds are limited so by keeping the funds in mind the project should be completed up to the quality

aim. So we are very much Quality Conscious. The Quality of the project are checked against the set
standards of the ISO and given by the Cherkizovo Group. Safa Farms (Pvt.) Ltd will carry forward its own
quality management plan which is as follows:
• Project Schedule baseline has been set and sent to all the related departments in the company
so that project will be completed on time and standard work hours have also been mentioned.
• For all test like soil test, water tests etc. Safa Farms will hire consultants from the Quaid-e-Azam
University Islamabad.
• Quality Manager and Site Civil Engineer will be present on site and monitor all the work along
with the construction team lead and weekly reporting will be done to the Project Manager.
• Construction will be done as per the given approved structural diagrams.
• Animals Purchased for the Farm will of good quality and as per the given standards and they will
be purchased in the presence of a Veterinary doctor which will be hired for the Farm in the last
phase of completion of the farm.
The Inspection of the Construction work will be done as per follows:
• Demarcation Check
• Before and After Excavation.
• DPC level and sand cement stone mixture quality will be strictly monitored.
• Start of the shed walls and RCC columns.
• Placement of tin sheets as a roof on the shed and RCC roof of the Labor Quarters.
• Safety inspection: site engineer will keep a track that all the wastes materials should be
poured at a place from where they cannot be in contact with the humans
• All works will be done as per given steps only when their quality has been approved.

plumbing and for floor work will be procured from approved source and will be
inspected and then passed by the Quality Control Lab so that the agreed and expected
quality can be achieved.
Quality Assurance Approach:
Planning quality and performing quality control tools and techniques, process analysis to continuously
look into the working of the management processes and the product related processes to mitigate
negative impacts and check the cost and schedule variances and cost audit reports will be presented
weekly. These reports will show the project’s performance and quality standard.
Quality Control Approach:
Inspection of the processes both of the project and service and implementation of change requests
when there is a need. Control charts to control costs of the process and projects entire cost.
Weekly cost performance reports will be issued and help will be sought from Finance department to
reduce costs both on project and product as well. Inspection, Control Charts and Scatter plot will be
made to analyze project, team members and schedule performance.
Quality Improvement Approach:
To improve the quality of the project’s processes weekly meeting will be called between the project
manager and project team so that any difficulties in the project might be removed because those issues
can affect the working of the project team which will directly affect the quality of work. On very serious
problems help will be taken by the Cherkizovo Group members.
Similarly weekly cost performance reports will be issued and help will be sought from Finance
department to reduce costs both on project and product as well. Inspection, Control Charts and Scatter

34. Staff Management Plan:
Staff Acquisition:
Safa Farms (Pvt.) Ltd has been into this business for past 20 years, so we have our own team for
construction and all other purposes which is highly skilled and trained enough to work. But as per the
conditions if we need more personnel than they will be hired through proper channel. First
advertisement will be given than interview is called for the selected candidates. Workers required to run
the operations of the farm will be hired in the last phase of the completion and their salaries will be
given by the Cherkizovo Group Directly.
Training Needs:
Training will be conducted for employees when necessary. But a special training will be conducted for
the employees hired to run the operations of the farm at the time of completion of the project.
HR manager will conduct short training for the employees on conflict management and how to work in
groups? So that employees can work better.
Rewards and Recognitions:
A special bonus will be given to those employees who will work efficiently and exceptionally. Other than
salary travel expenses will also be given to the workers because during project they might have to travel
a lot. Project team members are free to express their concerns about the project manager and project
team lead or any other person.
Standards, Policies and Regulations:
As Safa Farms (Pvt.) Ltd is a projectised organization so all the functional manager work under project
manager and reports to the project manager and team lead reports to the project team lead and then
he reports to the project manager. On very extreme situations the team members can interact with the
project manager. No staffs lower than the team lead is advised to report directly to the Managing
Director. Only functional manager and the project manager can report to him as given in the company’s
policy.

Communications Constraints:
The project team other than the functional managers will communicate with the project team leader
through emails or other written documents or in meetings, in extreme circumstances the project team
members can communicate with the project manager otherwise they are advised to communicate with
the team leader. Functional Managers will communicate with the project manager and if necessary than
to the managing director. Suppliers will be given RFQ’s in detail and then procurement manager will
decide which supplier is to be selected and supplier at the time of delivery will submit the sales invoice
to the procurement manager. The Project Manager will communicate with the Managing Director and
other relevant Stakeholders. The PM is advised to report personally to the Country Head of the
Cherkizovo Group on monthly basis. The PM will bring in the notice of the MD about the cost and
schedule performance.

Plan Risk Management
Methods and Approaches:
In case of any risk identified meeting will be called between project manager and the team members if
the risk identified is internal and not of serious nature. But if the risk is serious can jeopardize the
smooth working of project or even can end the project, then a meeting between all the relevant
stakeholders will be called and steps will be taken to mitigate the possible negative impacts.
Let suppose if any risk relating to schedule is found than a meeting between the project managers,
functional manager and Managing Director will be called. Similarly any risk relating to product is
identified than a meeting will be called between all the above members and sponsor. Suggestions will be
given by all the meeting members and using various techniques like Affinity Diagram or Nominal or
Delphi techniques alternative will be sort out.
Tools and Techniques:
High-level plans for conducting the risk management activities will be defined in meetings. Risk
management cost elements and schedule activities will be developed for inclusion in the project budget
and schedule, respectively. General organizational templates for risk categories and definitions of terms
such as levels of risk, probability by type of risk, impact by type of objectives, and the probability and
impact matrix will be adapted to the specific project. If templates for other steps in the process do not
exist they may be generated in these meetings.
Roles and Responsibilities:
Every group member can play the role of identifying risks, but it is the responsibility of the project
manager to bring in to the notice of high ups about the potential risks to the project. The formal
document will be prepared by the team leader containing the risks faced by the project or the risks
being identified by the team then this document will be forwarded to the project manager and first the
project manager will try to resolve the issue by himself as some powers are imparted to him by the
Managing Director, but if the risk is enormous then it will be resolved by any capable person and it will
depend on the nature of the risk.
Stake Holder Risk Tolerance:
Risk tolerance is shown by project stakeholders by showing their willing to accept varying degrees of
risk. The risks below mild can be tolerated

In Safa Farms (Pvt.) Ltd the procurement manager has the authority to procure elements for the project
as directed by the Project Manager with the help of project team leader. But in the matter of purchase
of animals Quality Manager and the veterinary Doctor will be also be the part of this purchase.

Selection Procedure for Animals:
The animals will be selected as per directed by the Cherkizovo group. The procurement Manager along
with the Quality Manager and Veterinary Doctor will purchase the animals. The 50 milk producing cows
should be of Sahiwal breed and are fully grown and must be physically fit. The 200 Calves should also be
of sahiwal breed and between the age of 20-30 days they should also be examined by the doctor and all
reports by the doctor should be submitted to the Project Manager and a unique no will be marked on
each animal.
Procurement Assumptions and Constraints:
The procurements will be on time but as the funds are limited so the procurements should be limited
and we have to complete the tasks and responsibilities with the available materials, resources and
supplies.
