NRPA- 2017
MecklenburgCountyNC.Gov
Current Status
• Currently 21,400+ acres
• Good progress since end of
recession
• Approx. $6.5M/year
• FY14 248 acres
• FY15 418 acres
• FY16 682 acres (144 leased)
• FY17 201 (? Estimate)
MecklenburgCountyNC.Gov
Strong Public Support
2008 $250M Bond ($60M for land) (61.68%)
2007 $35.6M Land Bond (64%)
1999 $220M Land Bond (61%)
MecklenburgCountyNC.Gov
Parkland Classifications
• Neighborhood Park: 2-20 acres, serve nearby neighborhoods,
no bathrooms/parking, 2 hr. or less experience, playgrounds,
shelters, etc.
• Community Park: 20-100 acres, amenities of above plus parking,
bathrooms, and organized athletics.
• Regional Park: 100+ acres, serves broad population, tournament
quality and quantity fields, plus amenities of above.
• Greenway: any size, linear parks containing paved trails.
• Nature Preserve: any size, protect high quality natural areas,
critical watersheds, provide opportunities for nature-based
recreation.
• Special Use: any size, examples include golf courses, aquatic
center, Memorial Stadium, etc.
MecklenburgCountyNC.Gov
Acquisition Priorities
• Service Gap Areas for Neighborhood, Community &
Regional Parks
• Expand/add to existing Parks when possible
• Greenway parcels needed for trails
• Expansion of existing Preserves, high quality natural
areas remaining, & watershed protection (esp.
Mountain Island Lake area)
• Opportunity purchases/acquisitions
MecklenburgCountyNC.Gov
Service Gap / Greenprinting Ex:
• Using GIS Greenprinting first ID
parcels that meet criteria that may
be potentially acquired.
– Example shows Greenprint of
potential locations of future
Community or Regional Parks in
Eastern Mecklenburg County (parcels
that meet size requirements and that
are undeveloped).
• AFM staff contact owners of
parcels to gauge interest.
• If interested, acquisition process
initiated.
• Success! Parcel purchased Spring
2015 for future Regional Park (140
acre Hagler property). The other two
pink colored parcels no longer a
priority as the service gap is closed.
MecklenburgCountyNC.Gov
2015 Master Plan Goals
• Public Recreation Amenity w/in 5 min walk (related to
significant health and social outcomes. Currently 15.5%
of population has such access.)
• 30 new Neighborhood Parks needed
• 3-5 new Community Parks needed
• 3-4 new Regional Parks needed (2 of those purchased!)
• Land for Greenway trails needed (70% of GW land
acquired through rezoning and donated by developers.)
• Continue open space/Nature Preserve and watershed
protection
MecklenburgCountyNC.Gov
Acquisition Outcomes
• Position County to have land to plan for future recreational
needs. (Most Parks and Preserves being developed today
purchased between 1998-2004.)
• Increase public access to recreation. (Children living ½ mile
from a park or playground 5x more likely to be healthy
weight.)
• Realize tax benefit. (On average a 3.3% park effect in
Mecklenburg County, or an average of $8,032 more per sale
for homes within 500 feet of a park.)
• Realize environmental benefits. (Improved air quality,
improved water quality, significant cost savings, and
significant health care savings.)

  • 85. MecklenburgCountyNC.Gov Parkland Classifications • Neighborhood Park: 2-20 acres, serve nearby neighborhoods, no bathrooms/parking, 2 hr. or less experience, playgrounds, shelters, etc. • Community Park: 20-100 acres, amenities of above plus parking, bathrooms, and organized athletics. • Regional Park: 100+ acres, serves broad population, tournament quality and quantity fields, plus amenities of above. • Greenway: any size, linear parks containing paved trails. • Nature Preserve: any size, protect high quality natural areas, critical watersheds, provide opportunities for nature-based recreation. • Special Use: any size, examples include golf courses, aquatic center, Memorial Stadium, etc.
  • 86. MecklenburgCountyNC.Gov Acquisition Priorities • Service Gap Areas for Neighborhood, Community & Regional Parks • Expand/add to existing Parks when possible • Greenway parcels needed for trails • Expansion of existing Preserves, high quality natural areas remaining, & watershed protection (esp. Mountain Island Lake area) • Opportunity purchases/acquisitions
  • 87. MecklenburgCountyNC.Gov Service Gap / Greenprinting Ex: • Using GIS Greenprinting first ID parcels that meet criteria that may be potentially acquired. – Example shows Greenprint of potential locations of future Community or Regional Parks in Eastern Mecklenburg County (parcels that meet size requirements and that are undeveloped). • AFM staff contact owners of parcels to gauge interest. • If interested, acquisition process initiated. • Success! Parcel purchased Spring 2015 for future Regional Park (140 acre Hagler property). The other two pink colored parcels no longer a priority as the service gap is closed.
  • 88. MecklenburgCountyNC.Gov 2015 Master Plan Goals • Public Recreation Amenity w/in 5 min walk (related to significant health and social outcomes. Currently 15.5% of population has such access.) • 30 new Neighborhood Parks needed • 3-5 new Community Parks needed • 3-4 new Regional Parks needed (2 of those purchased!) • Land for Greenway trails needed (70% of GW land acquired through rezoning and donated by developers.) • Continue open space/Nature Preserve and watershed protection
  • 89. MecklenburgCountyNC.Gov Acquisition Outcomes • Position County to have land to plan for future recreational needs. (Most Parks and Preserves being developed today purchased between 1998-2004.) • Increase public access to recreation. (Children living ½ mile from a park or playground 5x more likely to be healthy weight.) • Realize tax benefit. (On average a 3.3% park effect in Mecklenburg County, or an average of $8,032 more per sale for homes within 500 feet of a park.) • Realize environmental benefits. (Improved air quality, improved water quality, significant cost savings, and significant health care savings.)
