INTRODUCTION
• Governments in Africa, at different levels, design and implement
myriad of economic empowerment programmes for the citizenry but
most of the programmes are dead on arrival for lack of participatory
approach from planning to implementation stage.
• Olajide (2007) stated that in Nigeria, various economic empowerment
programmes have been adopted to improve the socio-economic
conditions of the people. Despite these programmes, poverty still
exists among Nigerians, especially the youth.

Concept of Community Economic
Development (CED)
• Community Economic Development (CED) describes a process of
economic development within a specific geographic area, to make the
economy in that area work well for that community, collectively and
individually.
• According to the United Kingdom Department for Communities and
Local Government (2017), the overall focus of any CED programme is
the economy.
• It is led by the community.

Understanding Community-Based
Organisations (CBOs)
• Community-based organisations (CBOs), otherwise known as local
organizations, have been given different names in different places.
These include ‘community development associations’, ‘neighborhood
councils’ and ‘united community’ among others (Biddle and Biddle,
1968; Agbola, 1998).
• CBOs are considered to be a voluntary, non-profit, non-governmental
and highly localized or neighborhood institutions whose membership
is placed on equal level and whose main goal is the improvement of
the social and economic well-being of every member (Abegunde,
2004).

Ilorin Emirate and its Economic
Development
• The Ilorin Emirate is a traditional state based in the city of Ilorin in Kwara
State, Nigeria. The Emirate is being peopled by different ethnic groups in
Nigeria. The groups are Yoruba, Nupe, Fulani, Hausa, Barba (Jimoh, 1994),
Kanuri and the Gobawas (Yusuf, 2013) with the predominant language
being Yoruba and Hausa as the second most popular language (Ibitola,
2015).
• Of all the sixteen Local Government Areas of Kwara State, the Ilorin
Emirate spreads across the entire Ilorin west, Ilorin South, Ilorin East, Asa
and parts of Moro LGAs of the State. Ilorin Emirate is located on Latitude
80 – 30 North and Longitude 40 – 35 east. It is about 300 kilometer from
Lagos State (GCA Travel, 1994).

Formation of the Ilorin Emirate Youths
Development Association (IEYDA)
• Representatives, mostly youths, from the sub-communities under the
Ilorin Emirate are what make up the community-based organisation
known as the Ilorin Emirate Youths Development Association
(IEYDA).
• Their main objective is to enhance the long-earned oneness and socio-
economic advancement of the Emirate. Like every other voluntary
organisations, so many factors are considered before being part of the
IEYDA or otherwise.

IEYDA
• In this case, proximity from Ilorin, loyalty to the Emir of Ilorin,
commitment to the course of IEYDA, meeting the required obligations
before joining and availability of time and resources among others
determine participation of the sub-communities under the Emirate.
• IEYDA was established in 2014 with only 18 pioneer member sub-
communities. Today, there are 85 active representatives from 85
communities within the Emirate. Representations vary in size because
of the different overall population of the Local Government Areas
(LGAs) in the State.

OBJECTIVES
• The immediate objectives of the study and the research questions are:
• To corroborate that community-based organizations' economic
empowerment programmes are a prerequisite to community economic
development.
• To appraise the strategy employed by the Ilorin Emirate Youth
Development Association (IEYDA) in enhancing the economic
development of Ilorin Emirate

• To identify the economic empowerment skills provided to indigenes of
Ilorin emirate by the Ilorin Emirate Youth Development Association
(IEYDA).
• To assess the economic empowerment programmes in light of its
impact on economic outcomes and measures of well-being of the
beneficiaries.

METHODOLOGY
• Both primary and secondary sources of data collection were used in
this study.
• The sample population is all 672 beneficiaries of the IEYDA
Economic Empowerment programmes in Ilorin Emirate of Kwara
State.
• A sample of 245 (36%) was taken and ‘The IEYDA Economic
Empowerment Effectiveness Questionnaire’ was used to generate data.
• This was complemented by structured interviews which targeted some
non-beneficiaries and CBO executives under the IEYDA.
• Data generated were analysed using descriptive statistics of frequency
and percentage.

The IEYDA Community Economic Development
Model: Steps taken
• To ensure an even community economic development in Ilorin
Emirate, the Ilorin Emirate Youth Development Association (IEYDA),
as a matter of policy, direct their members to identify individuals in
their different communities who are in dire need of economic
empowerment.
• They give out criteria to look out for in their nominees; inability to
feed well, widowhood, interest to fend for oneself, credibility in the
community and credit worthiness.

IEYDA CED Model: Steps
• The CBOs in turn submit details of their nominees to the IEYDA
secretariat in Ilorin. Different days are given to different communities
when the secretariat visits the communities and their CBOs on a fact
finding mission.
• Having confirmed nominees, IEYDA sets a target to meet their needs.
The body raises funds and materials by approaching politicians,
regardless of their party affiliations, philanthropies, cooperate bodies,
Ministries, Departments and Agencies (MDAs), Islamic religious
bodies, academics and any interested persons or bodies within and
outside the State.

• According to the financial statement of the association, a total sum of
₦47,530,000 has been raised between January 2014 when the
association was established and August 2018 when this research was
conducted.
• Donors of the money and materials range from corporate bodies to
individuals in the public and private sectors.

CONCLUSION
• Community-based economic empowerment programmes are a
prerequisite to community economic development because they are
part of the community.
• The strategy employed by the Ilorin Emirate Youth Development
Association (IEYDA) in enhancing the economic development of
Ilorin Emirate is participatory and assets-based approach to developing
their community.

Conclusion
• The economic empowerment programmes of the IEYDA have
significantly improved the socio-economic status of beneficiaries in a
way that communities and beneficiaries believe their lives have
positively changed as a result of the intervention.
• The coming together of several CBOs from different parts of the Ilorin
Emirate has significantly made it possible for IEYDA to spread their
interventions across five LGAs in the State.

RECOMMENDATION
• Government, at all level, needs to recognise and appreciate the extent to
which partnering with CBOs can go in developing the economy of the
nation.
• CBOs have to understand their responsibilities as regards community
economic development so as to take charge and get their people involved.
• If CBOs will be going this far in their community development activities,
there will be need for practitioners to attempt building their capacity in
aspects required of them to function better.

INTRODUCTION • Governments in Africa, at different levels, design and implement myriad of economic empowerment programmes for the citizenry but most of the programmes are dead on arrival for lack of participatory approach from planning to implementation stage. • Olajide (2007) stated that in Nigeria, various economic empowerment programmes have been adopted to improve the socio-economic conditions of the people. Despite these programmes, poverty still exists among Nigerians, especially the youth. 30/09/2018 IACD/BABCOCK '18 3

Concept of Community Economic Development (CED) • Community Economic Development (CED) describes a process of economic development within a specific geographic area, to make the economy in that area work well for that community, collectively and individually. • According to the United Kingdom Department for Communities and Local Government (2017), the overall focus of any CED programme is the economy. • It is led by the community. 30/09/2018 IACD/BABCOCK '18 4
  • 5. Understanding Community-Based Organisations (CBOs) • Community-based organisations (CBOs), otherwise known as local organizations, have been given different names in different places. These include ‘community development associations’, ‘neighborhood councils’ and ‘united community’ among others (Biddle and Biddle, 1968; Agbola, 1998). • CBOs are considered to be a voluntary, non-profit, non-governmental and highly localized or neighborhood institutions whose membership is placed on equal level and whose main goal is the improvement of the social and economic well-being of every member (Abegunde, 2004). 30/09/2018 IACD/BABCOCK '18 5
  • 6. Ilorin Emirate and its Economic Development • The Ilorin Emirate is a traditional state based in the city of Ilorin in Kwara State, Nigeria. The Emirate is being peopled by different ethnic groups in Nigeria. The groups are Yoruba, Nupe, Fulani, Hausa, Barba (Jimoh, 1994), Kanuri and the Gobawas (Yusuf, 2013) with the predominant language being Yoruba and Hausa as the second most popular language (Ibitola, 2015). • Of all the sixteen Local Government Areas of Kwara State, the Ilorin Emirate spreads across the entire Ilorin west, Ilorin South, Ilorin East, Asa and parts of Moro LGAs of the State. Ilorin Emirate is located on Latitude 80 – 30 North and Longitude 40 – 35 east. It is about 300 kilometer from Lagos State (GCA Travel, 1994). 30/09/2018 IACD/BABCOCK '18 6

Formation of the Ilorin Emirate Youths Development Association (IEYDA) • Representatives, mostly youths, from the sub-communities under the Ilorin Emirate are what make up the community-based organisation known as the Ilorin Emirate Youths Development Association (IEYDA). • Their main objective is to enhance the long-earned oneness and socio- economic advancement of the Emirate. Like every other voluntary organisations, so many factors are considered before being part of the IEYDA or otherwise. 30/09/2018 IACD/BABCOCK '18 8

IEYDA • In this case, proximity from Ilorin, loyalty to the Emir of Ilorin, commitment to the course of IEYDA, meeting the required obligations before joining and availability of time and resources among others determine participation of the sub-communities under the Emirate. • IEYDA was established in 2014 with only 18 pioneer member sub- communities. Today, there are 85 active representatives from 85 communities within the Emirate. Representations vary in size because of the different overall population of the Local Government Areas (LGAs) in the State. 30/09/2018 IACD/BABCOCK '18 9

OBJECTIVES • The immediate objectives of the study and the research questions are: • To corroborate that community-based organizations' economic empowerment programmes are a prerequisite to community economic development. • To appraise the strategy employed by the Ilorin Emirate Youth Development Association (IEYDA) in enhancing the economic development of Ilorin Emirate 30/09/2018 IACD/BABCOCK '18 11

Objectives… • To identify the economic empowerment skills provided to indigenes of Ilorin emirate by the Ilorin Emirate Youth Development Association (IEYDA). • To assess the economic empowerment programmes in light of its impact on economic outcomes and measures of well-being of the beneficiaries. 30/09/2018 IACD/BABCOCK '18 12

METHODOLOGY • Both primary and secondary sources of data collection were used in this study. • The sample population is all 672 beneficiaries of the IEYDA Economic Empowerment programmes in Ilorin Emirate of Kwara State. • A sample of 245 (36%) was taken and ‘The IEYDA Economic Empowerment Effectiveness Questionnaire’ was used to generate data. • This was complemented by structured interviews which targeted some non-beneficiaries and CBO executives under the IEYDA. • Data generated were analysed using descriptive statistics of frequency and percentage. 30/09/2018 IACD/BABCOCK '18 14

The IEYDA Community Economic Development Model: Steps taken • To ensure an even community economic development in Ilorin Emirate, the Ilorin Emirate Youth Development Association (IEYDA), as a matter of policy, direct their members to identify individuals in their different communities who are in dire need of economic empowerment. • They give out criteria to look out for in their nominees; inability to feed well, widowhood, interest to fend for oneself, credibility in the community and credit worthiness. 30/09/2018 IACD/BABCOCK '18 16
  • 17. IEYDA CED Model: Steps • The CBOs in turn submit details of their nominees to the IEYDA secretariat in Ilorin. Different days are given to different communities when the secretariat visits the communities and their CBOs on a fact finding mission. • Having confirmed nominees, IEYDA sets a target to meet their needs. The body raises funds and materials by approaching politicians, regardless of their party affiliations, philanthropies, cooperate bodies, Ministries, Departments and Agencies (MDAs), Islamic religious bodies, academics and any interested persons or bodies within and outside the State. 30/09/2018 IACD/BABCOCK '18 17
  • 18. • According to the financial statement of the association, a total sum of ₦47,530,000 has been raised between January 2014 when the association was established and August 2018 when this research was conducted. • Donors of the money and materials range from corporate bodies to individuals in the public and private sectors. 30/09/2018 IACD/BABCOCK '18 18

CONCLUSION • Community-based economic empowerment programmes are a prerequisite to community economic development because they are part of the community. • The strategy employed by the Ilorin Emirate Youth Development Association (IEYDA) in enhancing the economic development of Ilorin Emirate is participatory and assets-based approach to developing their community. 30/09/2018 IACD/BABCOCK '18 32

Conclusion • The economic empowerment programmes of the IEYDA have significantly improved the socio-economic status of beneficiaries in a way that communities and beneficiaries believe their lives have positively changed as a result of the intervention. • The coming together of several CBOs from different parts of the Ilorin Emirate has significantly made it possible for IEYDA to spread their interventions across five LGAs in the State. 30/09/2018 IACD/BABCOCK '18 33

RECOMMENDATION • Government, at all level, needs to recognise and appreciate the extent to which partnering with CBOs can go in developing the economy of the nation. • CBOs have to understand their responsibilities as regards community economic development so as to take charge and get their people involved. • If CBOs will be going this far in their community development activities, there will be need for practitioners to attempt building their capacity in aspects required of them to function better. 30/09/2018 IACD/BABCOCK '18 34
